Thursday, January 16 P.M. The stock market opened heavy this morning. and Prices for most of the fancies fell off; the decline in some instances reaching one andtwo per cent. At the first board, Treasury notes declined 3; per cent; Reading M. bonds, 1; Morris Canal, >; Erie Railroad, 1; Canton Co. X; Long Island, {; Reading Rallread, 2; New Haven, 1. Reading Mortgage Bonds ad- vanced per cent ; all others closed at prices current yesterday. The market closed heavy, and the teaden- cy was towards w further decline. The developement in relation to the financial affairs of the Reading Rail- road Company, showing an increase im the liabilities of more than two and a half millions of dollars within the past year, have depressed prices for both the bonds and the stock below peints heretofore touched. The mansgement of the finances of this company bas been of the most extravagent obaracter, and we see no pos- sibility of preventing the complete annihilation of the ® fortber depreciation in the market value of the securieties, This work bas cost, according to the re- cent official report, about fifteen millions of dollars, and unless some great change is soon made, the compa by cannot survive another year. The depreesion in this stock, with the severe cold weather, which is a to freeze up almost anything, have hadan unfavorable upon all other securieties, as will be seen by for Savings has declared its ueval semi-annual dividend, at the rate of six per cent per jum on sums of $1,000 and under, and of five tate of five per cent per and at four per cent on all larger . The Bowery Savings ik bas declared a dividend at the rame rate, and on the same terms as noticed above for the Chambers street institution. The Utica and Schenectady Railroad have declared a dividend of $6 per share on the paid up stock, and $2 50 persbare om the recond increased stock, payable in this city om the 1st of February, at the Phenix Baok. The N Yerk Equitable Insarance Company have declared a dividend of five per cent, payable on the 18th instant. ‘The N. E. Mutual Marine Insurance Company ef Boston have declared a cash dividend of six per cent on their scrip, and of eight per cent asa new issue, payable on and after February lst. So far as the money market influences price for fancy stocks in Wall street, everything ap- pears satisfactory and encouregi Credits have become re-established, and that confidence s0 ne ceesary to the transaction of sn active busi- ness, which became so much impaired by the derangement im financial affairs has returne: general anticipations are in favor of anextensivetrade upon the opening ef another season. Money will conti- nue abundant, and be easily obtained at the lowest rates of interest, 0 long as individual confidence remains uninterrupted and unimpaired Credit is as much cept tal as geld and silver, the real, and the other nomi- nal; the smount of real capital, compared with the i.a- mense amount of busi: transacted, andthe amount of property passing from hand, to hand is a mere baga- telle, while the nominal capital employed in the shape of credits is enormous, without which it would be im- porsible to get along. It is, therefore, of vast impor- tanoe that the system of credit should be sound and never overstrained—that there should be no undue expansion, as it endangers the permanence of that capital so essentialto the preservation of a healthy state of trade. The future looks so favorable for all of our local interests, and so much confidence is placed in the signs of the times, that there is a univer ral disposition to enter into engagements and set all the wheels of commerce once more in motion. Con- fidence begets confidence; it is a plant of rapid growth, and ite influence will soon spread through all depart- ments of industry, and affect all classes. ‘The importations into this port continue light. Ue Ww. Wasuinaton, January 8, 1849, The Canadian Reciprocity Bilt-. im the General Post Office, $e. $+. ‘The discussion in the Senate, to-day, upon the Ca- nadian Reoiprocity Bill, brought out more opposition to that measure than it was generally imagined existed, True, the reasone—if reasons they can be called— ‘urged against the bill, were of the mostabsurd charae- ter; but their very absurdity will cause the honorable Senators to hug them still closer to their arms, For instance, we are very gravely told by Mr. Downs, of Louisiana, that it would be a great wrong to the ooun- try to pase a Canadi: reciprocity bill, because @ Cuban reciprocity bill was not attsched toft, Them ogain we are told that the Baltic ports will likewise de- mand a similar measure, if the present bill is passed, £0 asto place them one footing with the Canadas. And still furtber, we are informed that the influx of Cana- dien grain will be 0 great, should the bill pass, that our own growers will be forced out of our markets, ke. ko Now the object of the bill isa very simple one. It ia to seoure to the United States the carrying trade of Canadian produets to the ocean. That this can be done by the pareage of a bill admitting euch products free of duty, in evident from the fact that freight from Quebeo to Europe is about one dollar a barrel more than from New York to the same place, thus afford- ing all that difference in tavor of our port. This le somewhat | ed it is trus. by the cost of our oar- riage from the lakes to New York, which is greater tham the trameportation by the St. Lawrence to Quabes, but vot rufficiently eo todo away with the advantage New York poseceses. It bas been. stated by Honorable Senators that the reason why freights are bigher from Quebec than from New York, ia becuass the navi licn is ro much more dangerous, This is a mistel Tre additional risk is more than compensated for b; the saving in distance between Quebec and Europe over orkand Europe The trae reason of the differeace Cf the want of shipping in Quebeo, caused by nce of the Britieh navigation laws, whioh pro- bibit any foreign veeee! from trading in British waters —that is to say, no foreign veneel is permitted to take acargo from Cenada unless that cargo is to be de- livered at a foreign port. As England is the great grain purcharer of America, of course this law haa the eflect of excluding. tn toto, all but British vessels from the St. Lawrence ; and there being consequently little or no competition, freights are exorbitantiy high, ‘The Canearans, of course, with their laws abrogate but the shipping interest of England is too ponertad for the poor provinotals, But let us glance at the objections to the passage of this reciprecity bill The firet that we ha: oted above wi the epot by the very pertin if quiry of Mr. Niles—« Would you be willing to admit the products of Cubs into New Orie bem avthorities were to express a reolprocal tra ted he would not; and yet-no logical was his argu- ment—be continued to denounce the Caos bill, pot beoaure it was in itself unfair, bat because hieState did not happen to have a oountry situated upon iis borders, whose carrying trade would enrich New Orleans, as the vances tra enrich New York. TF etateemanrhip, peareely high cha rit in our boast to porsess, countries demanding the pasrage of a simile: ttle briefly answered. When “ it that we will oarr’ only for our sea marine, but for our canals and rail- and bave no greater competition than Canada can offer, why, by all means, pass a re- cipresity bill.
