Those who purchase the paper, to forward with their letters, can always obtain copies, in wrappers, at the office of publication General Tayior weral Wool=The Battle of Buena Vista, ‘We perceive that a most nefarious, wicked, and contemptible eflort has been commenced by two journals in this city, the Courter cai tnguirer and the Evening Post, to instigate a quarrel be- tween Gen. Taylor and Gen. Wool, and their several friends, relative to the respe tive merits of those two distinguished men on the battle-field of Buena Vista. The artcles and statements 80 malevoleutly put forth by those jouroals, aid the attempt to provoke a controversy, can spring from minds of none but the lowest rank of intellect, or the meanest grade of moral feeling Partizan’ thip of the most degraded kind delights in such cr ntroversies, and revels in creating such quarrels Attempts te create envy and malevolence in the toeoms of patriots and d:sunguished men, are food and fodder to that class of cormorants who are at cne time office beggars, and at another, office holders. Such miserable attempts to fan jealousy, can meet with nothing but the scorn and reproach of both General Tayler and General Wool. The moet distinguished traits in the character ot the hero of Buena Vista are dignity and modesty, united with high g@nius in hs profession, and ex- tracrdinary skill 1n the execution of its duties. From the firct battle that took place on the Kio Grande—that of Palo Alto—to the close of his brilliaxt campaign onthe bloody fi-ld of Buena Vista, General Taylor, by the moral dignity of his character, the impartiality of his conduct, the mode- ration and equability of histemper, conciliated and fraternized all the «fficers and men who fought with him in that great campaign. No quarrels, no bickerings, no disputes, were known or heard of by the American people, between one class of officers and another, during that brilliant march trom Point Isabel to the gorges of Angostura. Even the restless and quarrelsome temper which, ata later day, broke out in the camp of General | Scott, after he had reached the city of Mexico, | was hushed into silence and eqnanimity duriag | General Taylor’s campaign on the Rio Grande. After the capture of Monterey, it is said that Gen Gideon Pillow approached General Taylor, and made some remarks to his superior officer, which, in other camps, might have led to a court martial. General Pillow stated to have said to him, “General Taylor, Monterey has been captured, but at too great an expense of blood ; 1t mignt have been taken with a loss of fewer men.” What was the reply of that noble man to this impertinent cri- ticism made to a superior officer? Did he take offence, like a petulant man, and order a court Martial on the offender? No; the noble reply of General Taylor was, “ General Pillow might have captured Monterey with less eflort, but General Toylor must be content with performing his duty according to his means ” Such was the substance of the noble and dignifisd reply of General Taylor to the impertinent remarks of aninfenor cfficer; and such is a specimen of the mognanimity and moral dignity of the man who has been just'y appreciated by the American people, and elected to the chief mayistracy, as much for his traits of moral dignity, and patriotic forgetfulness of self, us tor his wondertal military achievements. We do not wish to see any repetition of the squabs bles which shed no honor on General Scott and his cfficers, after the close of the campaign fram Vera Cruz to the city of Mexico. We do net wish to witnees any successful effoit to create a quarrel or excite jealousy between those two diatinguished men, Generala Taylor and Wool. Tary were brothers on the field of battle. They fonght side by side for their country. That coantry has de- cided on the merits of one, by elevating him to the Presidency; and ata future day they may render a similar verdict on those of his brother officer. At the clove of that day’s hard fight they fraternally embraced each other; and wretched and grovelling must be the character of those minds that would endeavor at this late day to separate those frater- nal feelings, to impair that mutual friendship, or disturb the sacredness of that glorious embrace, which, like a hely light from heaven, sheds an al- most divine eflulgeace over the field of Buena Vista, and yet plays around the surrounding bill tope, hike the lingering rays of the summer's sua pking im the weet. We trvet, therefore, that neither of these chiefs will notice any impertunent or impudent call on them by any newspaper, to disturb the glory which both unitedly achieved on that great and memora ble field. Gen. Weol’s character, in many res- pects, resembles that of Gen. Taylor. Modesty, moderation, moral dignity, high talent, and genius, that connot be questi@med, are the prevailing traits of both ct these eminent men, None but mitersble scremivers alter office, or mercenary beings, who revel on the spoils of office today, or srekto gorge themselves with them to-morrow, would indulge in such disquieitions, or attempt to mar, in the sightert degree, the harmony that hes always existed between Gen, Taylor and his as- sociates in tthe war with Mexico Be done, ye muirerable reptiles of miserable twottons | | & fr im he ban, oe Postat. Treaty wira Enovaxo —This treaty, with ite construction by Cave Johasoa, the Postmaster General, is now betore the country. Upon the whole, we rather think wis a goed ar- rangement, but we doubt whether the Postmaster General 18 entitled to 80 much credit for the thiag as hia friends claim for him. Every post office reform has been opposed by Cave Johnson. No- thing but the pressure of public opimon, and the contnual drumming of the preas, stirred him up, and made him do his duty. Mr. Bancrott de- serves a great deal of credit for his share ia the matter; but more than all, we believe Assistant Postmaster Hobbie has been the most efficient istrument in bringing about all the reforms both at home and abroad. But we are satisfied. It is a good treaty, and commences well,as regards the mutual circulation of intelligence between the English monarchy and the American republic. We expect to see a vast increase in the circulation of British jouroals in the United States, and a corresponding and over- whelming increase in England of American papers, This will tend to bring opinions on both sides ot the Atlantic in front of each ether, and may bring about happy results for both countries. There are many good practical methods of coaducting cer- tain machinery of government in England, which ould do we It to be transplauted into the United States, as well as alsoa vast number of popular principles, and right ideason the theory of go- vernment, which are well known to the United States, and but imperfectly understood ia England. The wide circulation of the American journals in England will give the English people new idea upon the practical working of a repubtic, and may eventually lead to an enlargement of their elective franchise, not even stopping till it comes te the point of umiversal suffrage, and all the results which spring from that principie in the upper strata ot government. In a year’s time, we hope to have a circulation of tens of thousands of our journal among the Eug- lich people. Let monarchy and democracy,through the columne of their respective journals, have a fair stand up discussion with each other betore the world, and ‘ damned be he that first cries hold, enough !” Comprroier’s Rerort on THE State FINANCES — We give the continuation and conclusion of Mr Fillmore’s important report on the finances of the State, in another part of our columns. It is an able document; but drawn out to a most uncon- sionable length. Condensation would have added much to its force ; but probably the Comptroller had no time to condense or make it shorter. At our leisure, its financial views and doctrines will be examined in another department of our journal; but, tor the present, we cannot omit to declare that we entirely disagree with the Comp- toller in the idea put forth by him of making the State currency, under any circumstances, receiv- able for duues at the Custom House. We hope the new Congress will revise the financial laws of the nation at its next meeting, but that it will not adopt any system which has been already proved by experience to lead to unhealthy enlargement of bak credit, ending in revulstons. The national government ought to have a separate and distinct circulation of its own, in the shape of treasury notes, which should be the only kind receivable | for taxes or duties at Custom Houses, or other offices of the general government. That 19 the only system which can be adopted with propriety by Congress. Unirep Srares Senator rrom New Yor«.— Positive intelligence frem Albany, states that nei- ther Seward nor Coilier have any chance of being elected to the United States Senate, by the Legis lature at Albany. Two other prominent candidates are mentoned, Washington Hunt and Hugh Max- well. The best chances probably are on the side of the first named. Mr. Fish, the present Gover- nor, comes from this district, and we cannot see with what propriety this section of the State should also want the Senator. Secretary WALKER AND THR ADVALOREM Prin- crrLx or Duties.—We have not yet had t me or room to publish Secietary Walker’s report, upon the inequalities of the advalorem system of duties. He bas admitted enough, however, in his report, calculated to stagger any mind in believing that the advalorem system 1s the best and most equal. | By his admiscions, he certainly proves that fraud is much more easily perpetruted under the adva" lorem than under the specific system of duties. We are not sure whether it would not be best po- licy to reetore the specific system in the tariff, without, however, any advance in the average rate of duties, 1f such a thing 1s practicable.
