) | sight, A pile driver bas been sent up, and the work ‘will be pushed through with all possible derpatch. ‘The application to Congress for # contract with the government for the tranrportation of mails munitions of war, soldiers. rallors,&¢. a>rors the Isthmus of Pa Dama, by railroad, appears to meet with much opposi- tion from certain Wertern interests. The first appli- cants were Mesers. Aspinwall. Stephens & Chauncey, and « bill giving them the contract was introduced in the Senate by Mr. Benton, snd received his powerful eupport. Thisisa favorable circumstance, as it is well known that Mr. Benton never countensnces any vi- sionary projects, and is, as a general thing, opposed to the government connecting itself in any way with such matters. Since this bill was introduced, several other petitions have been presented, and the consequence is, ‘considerable opposition to that of Mr. Aspinwall. So far as wo can learn, the object the pew applicants bavein view is to obtain the contract, and then force them- selves if postibie upon the party who have the grant from the government of New Granada. The construction of ‘the road does not depend entirely upon obtaining this contract from the government of the United States; but the aid of Corgress would expedite its completion, and open the communication at a much earlier period than it would be otherwise. Whatever routes may be in contemp!ation, that by the Isthmus of Panama will without doubt, be the first opened, and for the tra portation cf merchandise, will doubtless take prece dence of all others, Congress has nothing to do with the rights and pri- vileges of the partios who intend buildiog the rail- zoad from Chagres to Panama. The right of way ob tained by our government by treaty from that of New Granada, does not shut out all others. The govern- ment ef New Granada. can, give the same pri- vileges to Great Britain, or to any other govern. ment, or to any individual, it pleases: and if something is not dome at once to secure the privileges already granted to our government and to our citizen?,an effort will, no doubt, be made by the British ,overn- ment, or by British capitalists, to obtain the right of way across the Isthmus. Messrs, Aspinwall, Stephens, *@.d Chauncey, merely ask Congress to secure to them a feir remuneration for the transportation of govern- ment property and the mails, on their road across the Isthmus of Panama, for a certaim period. They ask no favor further than for ser rendered, and no payment until the work is performed. Itis stated thag the aggregate of this is five millions of dollars—a very Jarge sum; but is not the service to be performed large, and for a great length of time? If some of the Sepators, who ate 80 au fait at figures, would goa little fur- ther, they would find that for one hundred years It would be five times as much as for twenty years; and if they wanted to alarm any one with an array of figures, they might estimate the amount for five hun- dred years, It is characteristic of some of the members of Congress to take a narrow, contracted view of every important measure; and opposition from such, is, of course, expected. It matters very little to the people of the United States who builds this road, so long as it is completed at the earliest moment; and we hope Con- gress will give the contract, ifit gives one at all, to ‘thoee who have energy and capital enough to make short work ofthe matter. If @ little more judgment had been exercised in giving the foreign mail con ‘tracts, it would have been more to the credit of the government; and we trust proper measures will be taken, in this instance, to see if the successful appli- cant, or applicants, is able to carry out hisor their pro- porals. This railroad will cost, when finished, aboat three million of dollars, and can be completed in two years. If the government refuse all aid or eupport, it will take at least eight years, There is no other route which presents equal fecilities at the same cost, and no other route that can be constructed in toss than fif- teen or twenty years. Towarde the close of the last session a bill was pasted by the Senate, providing for the appoint, ment of a board forthe adjudication of the Mext_ can claims It was referred ‘0 the Comm’ ee ow Foreign Affairs, in the “House, but not reported back, in consequence, as it was then alleged, for want of time to consider its terms, which, in some respects, were considered objectionable. Wedo not believe, with some, that the committee do not report because they are unwilling that Mr. Polk shall have the appointment of the members to con- stitnte the board, and think that General Taylor should have the dispensationof the petty patronage of four or five offiees. The character of the gen- tlemen composing the Committee on Foreiga Affairs forbids such a suspicion, But if they longer delay a report, the uncharitable may seek to make that impression. Apart trom this, there ore said to be three or four thousand persons—1 chiding widows and orphans--interested in these ciaime, who are waiting with intense solicitade for the action of Congress. As a matter of jus- tice, then, let there be action. The Committee of Ways and Means, yesterday reported a bill, appropriating $3,720,000 for the payment of the interest and principal of the instal- ment whieh will fall due in May, 1849, and $3.540,000 for the principal and interest, which will fall due on the 30th of May, 1850, due to Mexico, under the treaty. The Washington Union publishes a paragraph stating that a letter has been received trom Wm. H. Robertson, Consul of Bremen, under the d tte of the 7th of November, contradicting the report of his death. We remember having seen a paragraph, about a month or six weeks ago, stating that hisremains hed arrived in Philadelphia. Every- bedy in this country believed the report; it wae credited even by the government, for we were in- formed, sbout that time, by a clerk in one of the departments, that Mr. Pol« had re-appointed Dudley Mann, formerly Consul at Bremen, to the station, and that he had embarked on one of the steamers, carrying despatches! This process of killing, not D, Mann, but aman, both corporeally and officially, cannot be pleasant to Mr. Robert- son; for although he has not lost his powers of digestion, he has been deprived of his bread and butter. ninaton, Deo, 21, 1948.
