The finances of North Carolina are not repro- tented by the Governor as being in a very prosperou, condition. The State debt amounts to $786 500, of which $600,000 are payable after 1860, and $286,500 payable by instalments after 1845. Both these amounts have been assumed by the State, in aid of the Raleigh and Gaston Railroad Company. To meet the interest of these debts the treasury requires $45,000 per annum, and $25,000 asa sinking fund, making an aggregate 0, $70,000; the current expenses of the governmon: amount to $70,000; so that an income of $140,000 is required to enable the treasury to meet its payments. The preeent income of the State is $96.000. This, it s estimated, might be raised to $100,000 by levying @ and tax anda poll tax, and evea with this there will ba @ deficiency of $40,000,to be made up from other sources. An interesting debate occurred to-day on the bill giving the contract to Aspinwall, &e , tor build- ing a railioad across Isthmus of Panama. The resolution calling for information about Cuba was offered to-day. Invitations are out from Mavor Seaton, to a dinner given “by him and certain citizens of Washington,” to take place at Coleman’s on Wed- nesday evening. It is to be a sort of Taylor din- ner. Wasuinaton, Dec. 18, 1848. Cheap Postage—Mr. Johnson's Report, and Major Hobbre's Suggestions, The Unvon, in an article referring to the reeemt meeting in favor of cheap postage, held in New York, observes :— ‘ We would approve the object with all our heart, if such an arrangement (three cent letter postage) could be effected without again quartering the post office upon the treasury, But it is estimated. both by the Postmaster General, and, we understand. by Major Hobbie. that it could scarcely be reduced to 8> lows rate, witbout drawing on it for one millton of dollars or more, to supply any deflotency that may arise in the disbursements, We truat it will rapidly approach that maximum ; and we have no doubt. that with the aid of Majer Hobbiv. and a Postmaster General whose energy equals that of Cl, Johnson, the next administer may rea ize the problem.”? This is the first reference which has been made, in the official organ, to Major Hobbie’s opinion as regards a reduction of postage; and it is not, strictly speaking, correct. We stated, some time since, that Major Hobbie had prepared a report upon the subject of cheap postage and the post office department generally, which he had submit- ted to Mr. Johnson. Such 1s the case, we under, | etand; but, for some reason or other, the report haw | not, as yet, been allowed to see the light. The miserable ‘outline report” of the Postmaster General, has now been before the country a sufficient time to get an expression of opim- | 1on upon it, and it has received almost untver- sal ridicule—and from no quarter praise. Mr. Jobneon, after croaking at great length about the franking privilege, briefly states that a uniform letter postage ot five cents may pay; but from the manner in which he orings it ont, as well as from the tetal absence of any data, it is evident that, im making the admission, he does so unwillingly, aad with the desire that it may not be acted upon. Major Hobbie, who is a peneciacy of great experi- ence and enlightened mind, represents, in his smothered report, as we learn from good authori- ty, that a uniform rate of three cents postage om letters would be sufficient,upon certain conditions. He then mathematically demonstrates his position, and furnishes ample data to show that the conel! sion he has arrived at 18 founded upon facts and actual observation. He calculates that a three cents rate will be ample upon all the great routes ; but that upon some of the thinly settled roads it will notpay. He then argues that it is unfair, be- cause of this deflviency, to tax one portion of the community alone, by ;lacing a higher rate upon | all letters, and thus creating a surplus upon some | routes for the benefit of others; but that, as the | deficiency must be made up in some way, he con- | siders that the tax should be uniform upon all classes, and that Congress should therefore make itup. He also estimates that the reduced rate of newspaper postage will not pay on some routes, for the same reasons as advanced in the case of let- | ters, and makes a similar suggestion for the liqur- dation of the Gee a These two items he cal- culates at halt a mulion of dollars, and not, as he Union asserts, “ one million or more.” With reference to the franking privilege, as it is a tax whish must, in any event, come outof the pockets of the people, he can see no good reason why the extra expense should be made, of employing an increased number of clerks to keep a set of books, nwhich government and congreesional postage should be charged. The simpler and less ex- pensive. mode wou'd be to make an annual half a million of dollar appropriation of | which would cover all the ofhcial postage | every description. The great post office retormer of England, Rowland Hull, looks upon a reduction of | our present rate of postage as impossible; and cer= tainly, if with our immense extent ot territory. a | reduction to even five cents can be made, it will far excel in economy the penny-post system of Britain, where the country 18 only a few hundred | mules in extent, and where splendid roads have for centuries past connected every town and ham let. The argument in favor of an appropriation being made by Congress, to make up the defi- ciency which may arise in sparsely settled places, | instead of unduly taxing the mercantile commu- | nity, which is the great class interested in postal communication, 18 a novel, but not the less strong ne. | The closing sentence in the Union's paragraph, which speaks of the next Postmaster General, and expresses a hope that he wili be a man whose energy shall equal that of the present incumbent, is beautifully sarcastic.
