The rales were not large. ‘At the second board the transactions were also | limited, without any change in prices. The demand for exchange, for remittauce by this packet, has thus far been moderate, without any | change in rates. We quote the best bills on London at 8 « 8 per cent premium. On Paris, 6f. 25 a Gf, 2234; Amsterdam, 40 a 404; Hamburg, 3514 a 354; Bremen, 18 a 7834. ‘The amount of specie exported from this port, from the 8d to the 27th inst, $274,142; previously this year, $10,048,816; making total of $10,317,057 from January 1 to November 27, 1848. Recent advices from Europe confirm what we have Jong anticipated, relative to the progress and probable results of the political revolutions in that part of the cworld. It will, however, bes long time before the first bud of promise will appear—before the first reac- tion takes place in favor of popular and equal rights. ‘Years and years will elapse before order and form can come Gut of the confusion and chaos which now hang over the nations of Eurepe. Those who look for any immediate improvement in the political affairs of the continent, will be wofully disappointed; | and those whe think that the worst has beenexpe- | rienced will soon change their minds, Europe is just | ‘upon the eve of the revolution, and the wovements al- ready made are utterly insignificant, compared with events yet in the womb of time. The elements are a yet in a state of transition; they have as yet no defi- nite course of action, and no one bas yet appeared | capable of directing them. Republicanism is something | new on the other side of the Atlantic, and the people | have yet to be educated, that they may properly appre. | ciate the value of such principles, Another generation must be nurtured with such feelings, that a proper Dias may be given to their minds, to enable them to act understandingly when called inte public life. We | have little comfideece in the ability of the prosent gen- | eration to establish and consolidate a republican form | of government. They have commenced the revolution: | which must ultimately result in all that the best repub- | ican could wish; but that revolution will continue, | ‘without form er shape, until another generation,which has never been imbued with monarchica| principles, or submitted to the power of the throne—a generation that knows no other system of government but that they will have instilled into them—whose energies ‘will be solely directed to giving force and strength to | that system, comes into the arena of public | life. It is too much to expect, that an immense | population, such es exists in the heart of Eu- rope, could at once abandon all these principles which have ever been their guide, and adopt those directly cpposite, mo matter how much more favorable to thely prosperity or personal privileges. Such a revolution sentirely out of the nature of things. and we there ore look further into futurity for the result, than a | ew weeks, months, or even years. | Inthe meantime, what will be the eondition of Eu- | rope ?—what the nature of the transition state? This | can be answered in afew words : wars, tional and civil, and all the evils growing out of them, and the | greatest anarchy 4 confusion in all the go- | vernmerts, will for a long time exist. A com’ | plete revulsion in all financial and commercial | affairs; an utter annibilation of all public indebted- | ness, all systems of taxation, all treaties, all acts regu- | lating commerce with foreign nations, and such a | complete prostration in every thing eonnected with | public affairs, must take place, and nothing short of a | thorough re-organization can bring them again into shape, upon a proper baris. Amidst all these move- ments, France ocoupies a very prominent position. It is highly probable that Louis Napoleon will be elested President. In that event, the policy of the French | government will be pretty clearly defined. Louis Na- | poleon, if successful, will be elected solely on account of the prestige of the name, and, to secure the party created by that, will adopt the policy of his uncle, and revive all those bitter prejudices against England and the principal continental powers. It will, doubt- Jess, be his aim to give France the same glory and the | same military spirit which made the government of | Buonaparte s0 magnificent ; but whether he will suc- | &% ceed, is another thing. He will, without doubt, make | sufficient progress to involve the whole of Europe in a | general war—a war, in the present state ef the public mind, more terrible than any ever yet experienced—a | general war, which will, in connection with the devas" | tating civil wars, make Europe one universal slaughter- house. In the midst of all these scenes, what a proud and | prominent position the United States will ovcupy !— | Separate by an ocean more than three thow sand miles wide, we cam look upon the discord and tumult which will rage so terribly in Europe, calmly, coolly, and dispassionately; feeling confident | that the result must be the extension and consolids- tion of republican principles, and the formation of , governmentr, ovt of the ruins of the old, that will per- petuate our institutions, and give life and liberty to millions who now are literally starving in slavery. Si- tuated as we are, the whole world will have to turntous for aid and comfort. Our granaries will be required to feed the nations of Europe; our raw material required to clothe the naked; our ships to transport the various produets of the world to their shores; our ports will have to be opened wider than ever for thore fi rf from all kinds of oppression; and our cities will become the location of « large portion of the immense amount of capital which is now hoarded in Europe or begging for some kind of employment. We have already seen movements made to transfer capital to this country, by the purchase of our public securities; and the visit | of one of the members of the Paris branch of the house | of Rothrohilds, is undoubtedly connected with the es- tablishment of a branch in this city, Thisis but a beginning, if a beginning it oan be called; and the example set by such a sbrewd houre asthe Rothschilds ‘will coon be followed by scores. These financiers can- not help seeing the greater security property enjoys in this country, in the character and stability of our go- ‘vernment, the enterprise of the people,&c.; and they ‘thever permit prejudices to interfere with their interest. ‘The immense losses experienced by that house, in its operations with the revolutionary governments of | Europe, have taught them a severer lesson than all the repudiation in this country ; and they have, no doubt; opened their eyes to the fact that the United States generally, and the city of New York in particular, must, sooner or later, become the grand headquarters | les. | | Exports to Great Britain since Sept. Senor Don Las de la Rae _Senor Don Luis de la the Mexican Minister to this country, together with his lady and danghter and suste, consisti | of Senor Perez Gallardo, under-secretary, an six attachés, also arrived at the same time, and have taken rooms at Willard’s Hotel. Seror Rosas will address a note to the President om Moaday, and his reception will probably take place on Wednesday. Senor Rosas was Minister of Kelations during President Pena y Pena’ l- ministration; and to his exertions, in conjunction with Pena’s, 18 to be attributed the saccessful ne- gotiation of the treaiy of peace. In Mexico, the members of the cabinet are ex-oficio members of both houses of the legislature, and in this latter position, Senor Rosas exercised great influence in bringing about amicable relations. He 1s a highly educated gentleman, and although of the most simple,almost child-like manner, isa protound statesman, and one of the first debaters in Mexico. He is favorably prejudicial towards this country, and will, of course, do every thing in his power to perpetuate the entente cordiale ehiali at present exists. Indeed, Mr. Clifford says, that all the public men in Mexico are well inclined towards the United States ; and the opinions or feelings of the leperos 1s of no consequence ; they possess no weight. Senor Rosas has addressed a letter to his government, speaking in the highest terms of the kind and courteous treatment which he ex- } erienced at the hands of Mr. Cliflord, as well as rom ‘the officers and men” of the ship which | transported him from Vera Cruz; and “ without expense,” as he expresses it. A similar letter will be addressed to our government. The seven ac- companied Mr. Clifford to this country by invita- tion. Mr. Clifford looks somewhat bronzed, by "PY | his residence in the sunny clime of our neighbors; | but we should judge, from his appearance, that there is plenty of good beef in that region. He inteads to return about, the first of January, 80 as to be in Mexico in tume for the next meeting of Cobsraee--in March, we believe. George Beltzhoover, extensively known among the great travelling community, for many years, as the proprietor of the Fountain Inn, died at his residence, near this city, on Saturday, in the 76th year of his age. Mr. James L. Freaner, the Delta’s ‘‘ Mustang,” passed through this city a few days sinee, on his way to his native place, Hagerstown. Mr. Seward, as i have already mentioned, is particularly obnoxious to the South ; his attitude toward the cordon of southern States, while he occupied the executive chair of this State, was so hostile that it has not beea for- gotten or forgiven ; in a correspondence with the executives of two slave States upon the subject of the release of criminals who had been guilty of abducting slaves, and who had fled to this S| Mr. Seward was not content with a simple refui to comply with the requisitions upon constitution- al grounds, but he indulged in a strain of invective against the South, which was unworthy of his high position, and mortally offensive to the ¢ zens of the South. During his administration, Mr. Seward was so unfortunate as to have frequent collisions with the authorities of slave States, 1m reterence paruoularly to the Soest whether the rights of property of slaveholders in their slaves ceased as soon as a slave set his foot upon the soil ofa free State. f The policy of General Taylor's administration will be to heal and not to ageravese the divisions between the North and South; and it 18 not our purpose to oppose any obstacles to the realization of an event go fortuitous.
