There has not been muoh activity in the stock mar- ket during the past week, and with one or two exce| tions, prices have experienced very little alteration. — Fanoies sppear to have been deserted, and the atten- tion of capitalists and others directed more to the securities of the government. These investments have, no doubt, been much benefitted by the want of confi- dence in others and the anxiety exhibited to place money where its safety is undoubted, rather than engag® in any thing speculative. While this feeling laste; the fancies will stand a poor chance, and the brokers will have to carry them along the best way they can. There in very little prospect of any relief being realized by the appearance of outsiders. However extensive the mea of outsiders to operate, the season is against them; and as prices de not begin to revive before the opening of the spring, they will most likely wait until some mov. ment indicates an upward tendency in the marke Although prices rule unusually low, the impression that lower points will be touched, deters even moderate purchasers for investment from coming into the mar” kot. It matters very littlein Wall street, what the pre- sent oF prospective value of ahy fancy stock is ; if it is not properly held, prices must fluctuate from time to time, and in times like these, sink to very low points. It is impossible for the brokers to sustain them, and it isa wonder where all the fancies which are now in existence remain week after week. The loss ofinterest every year must be immense,and runs up the cost of ‘these stocks very rapidly. Some of the fancies now on the market have been knocked about among the brokers for ten to twelve years, and in the item of interest alone have nearly doubled in cost. Notwith- standing this, the market price is now lower than has been known for years, and purchasers at current rates have a wider margin for au improvem:s It may be # question with many who are @#timately acquainted with the position of the companies repre- ting these stocks, whether it is probable that prices can become much further depressed; but unfortu™ nately, they cannot reason from such premises, but are governed in their conelusions by the position of things in Wall street, and the strength of holders, ‘The heaviest fall during the past week has bee: nm Long Island, and that stock now rules lower than has been known before since the completion of the road. The gross earnings of this company in 1847, were $168,706; about one-half of which was net: This would be sufficient to pay the interest on the debt of the company, and a fair dividend on the mar- ket valuo of the stock, at the prosent market price. The par of the stock is, therefore, about twenty dollars per share, and if the shares could be consolidated, 60 a8 to reduce the capital in proportion to the reduction in the price of the stock, holders would at once re- ceive dividends, and the losses many of them might experience would be partially made up by returns on the investment, It appears to be the policy of most managers of railroads, or any otber companies, not rto pay dividends at all unless the full rates of six or even per cent can be declared. In some concerns they are not ¢0 particular about earning so much; but for rearons best kmown to themselves, prefer ranking among the fancies, ratherthan dividing the surolue, if it is below an amount sufficient to make a good appear- ance inthe market, The only way to relieve the mar. ket of these stocks is to consolidate the shares of enoh, at some given time, at a rite to be regulated by the posl+ tion of the company’s affairs at the period appointed, #0 that they oan commence paying dividends at once, that the stookholders may receive somo remuneration for thelr capital. Unless something of this kind is resorted to, many of these concerns will linger along yeer after year, and ten years hence the stookholde: will be as far from dividends as they are now. There are more than a dos fancy stocks in the street, not one of which is worth » broker’s commission ; and yet there are plenty of pu: chasers at high prices, and more speculation in them than in good sound dividend-paying securities. Most ofthess concerns should have been closed up years ago; but their earnings ase just enough to give about helfa dozen individuals good salaries; and so long as they can live out of them, they will not les them be spent ina state of liquidation, or, rather, they will aot perform the duties for which they were appointed. The annexed statement exhibits the quotations for stocksin this market for each day of the past week and at the close of the week previous. The money market is steadily improving, and any amount of capital can be obtained at six and seven per cent interest, (on the best securities. In fact, nothing but the best security will command money at prices below ruinous points. This shows the absence of confidence. The banks discount freely ; but there 1s not @ large amount of business paper offering, and it 8 the impression that money will be unusually abun” dant ina few months, in consequence of the limited de. mand for it, Our laf advices from London state that money was so plenty, at two per cent per annum, ‘hat but @ small portion of that offering could find employment. This is the result of the little d'sposition exhibited to engage in any extensive commercial ope- rations, and the contraction going on in all depart- ments of business. Shrewd, cautious, calculating meu will not borrow money to engage in any movement, unless they see almost a surety of making profitable Teturns; and as the prospect, at present, is by no means favorable for such operations, capital goes a begging at the most reduced rates of interest. The Baltimore market is represented as being mode- rately easy. Money wasin active request, but no great tightness existed. The rate of interest out of doors, ‘was about one per cent @ month. ‘The schooner Oregon, at New Orleans from Tampioo, brought $96,566 90 in specie, consigned to the mer” chants. ‘The report of the Secretary of the Treasury presents a more favorable view of the finances of the govern- ment than has been generally anticipated, even in the Jace of additional expenditures. It appears that for the year ending June 80, 1849, appropriations amount- ing to $10,287,335 are required. Nothing is said about any reduotion in the other estimates, made out previ- ous to the close of the Mexican war; but now that we have peace,and theexpenditures of the government are reduced to the peace standard, the appropriations re- quired for the army and mavy are much beyond what will actually be wanted. There will be « re- duction, in these two items alone, of more than thirty millions of dollars—an amount equal to the defi- ciency, after inoluding in the expenditures the $10,- 287,835 named above, The deficit for the fiscal year ending June 30, 1848, has already been provided for by the loan of last June, and the expenditures of the cur” rent year will not exceed the revenue from ordinary sources, it being estimated at $35,100,000, and the probability at present is that it will be fully realized, The importations thus far, this season, have been un- d it isthe impression that they will pring. The continental markets for be crowded full, they belng about thof only places where anything like cost can berealized. It is there- fore highly pro ble that the most liberal estimate of revenue from customs this year, will be reslized, giving the Secretary of the Treasury an opportunity to exhibit « very satisfactory state of the public finances at the close of his administration. ; CILrY TRADE REPORT. OF all the subjects which have formed the groundwoik of newspaper articles and letters for the last few weeks, none has been more frutttul than that of cabinet-making; and yet upon no sub- ject have the wnters been so far astray. Ia our list, we ridieuled the absurdity, and we did se because in no one instance that we have seen have the cabinets formed even approached probability, much less truth. Every prominent whig, and many democrats, also, were duly installed as com- ponent parts of the next administration, and to most of them the news of their good luck must bave been as astounding as it was doubtless gratifying.
