There probably never was an election the result of which was looked for with more anxiety than that on which we shall shortly enter ; and, according to all appearances, there never was an election more closely contested than this promises to be. fore, be eagerly awaited in all parts of the country. ystem of communication by means of electricity was commenced in the United States, a few years ago, we stated that, in ail probability, we would be enabled to give the result of the Presidential election of 1848 within a day or two after it took place. right, and feel confident that we shall do so, and do it correctly and accurately, if our efforts to obtain the returns from the various States be pro- perly seconded by our several correspondents, and the telegraphic operators be careful 1n transmitting to us correctly what may be delivered to them by our agents and correspondents. Asa general thing, the operators are very careful, and take great pains to avoid mistakes. The intelligence just received by the steamship Britannia is extremely interesting. The whole -continent of Europe 1s still convulsed with intes- tine commotions, and the war still rages between the people and their oppressors. France has not yet taken up arms, but there 1s every reason to be- lieve she will eventually send an army across the Alps, for the purpose of aiding the republican ‘movement in Italy. Her present position is one which cannot last. In France there are at present two great parties, branching off, each into four or five different sections. The distinctive prin- eiple of the one, 18 conservatism; of the other, progress. At the head of the former, are Cavaig- mac, the present dictator, Thiers, and others of similer views; with the other, Ledru Rollin, al- though more ultra in his sentiments than most other members of his party, is most closely iden- tified. The conservatives wish to pursue the anti-progressive policy, which proved the ruin of he monarchy, and to preserve the entente cordiale with England, in opposition to the wishes of the people, who will be content with nothing less than war. This is a wholly mistaken policy. The peace of France requires a foreign war, and the present attempt on the part of her rulers to smother the flame which burns menacingly in the hearts cf the people, will but add to its intensity, whenit shall eventually burst forth. In fact, in the present war between monarchy and demo- racy in Europe, France leads the van, and she cannot, if she would, stand still. The election of Prince Louis Napoleon to the National Assembly, and his extraordinary popula- xity among the Parisians, proves not a lurking de- sire on the part of the people for a restoration of the empire, as has been industriously represented by the English press, but may be regarded as an indication, however indirect, of a strong anti-Eng- lish feeling. The name of Napoleon is identified | with the humiliation of England, and hence the any member joking to the in, for a moment, doubt that the democratic principle must eventual- ardent love of the French pe of the family. Infact, no sai r present condition of France, ¢ Jy triumph. Ag instancing the strength of this principle, we xegard as highly important the vote taken on the question of having twochambers. The assembly, at the latest dates, had decided upon. having but one chamber by a majority of 241. This may be considered a great blow to conservatism. Were- Yoice that the assembly has rejected the only anomaly in our government—two opposing forces pulling contrariwise, each proving a hindrance to the other, and their diverse action proving a se- rious obstacle to the legislation of the country. 4 revolutionary movement has also been made an the Grand Duchy of Baden. The people, under the conduct of Struve, huve risen against the go- ‘vernment. ‘The latest accounts represent them as, for the time, unsuccessfwl, and that Struve, their Jeader, had been shot. A serious insurreetion has also taken place at Cologne, which, although for the present partially repressed, may be looked upon as promising 1m- portant results in the future. The Croats, too, are wpm arms against the Hungarians, and through the whole of Europe, from east to west, and from | north to south, the people are either actually en- gaged against their oppressors, or preparing for a final struggle. About the result of this struggle there can be no doubt. Monarchy may, here and there, at first, achieve a few partial triumphs, but the people must, in the end, be successful. Even now, England foresees this result and trembles. In her present position the signs of the times are un- mustakably manifest. At the sailing of the | steameran extraordinary court was being held at | ‘Clonmel, for the trial of several men for treason against the government; and in London a some- | what similar court was in session, for the trial of | chartists for sedition. In both countries the myr- | midons of the law were 1n activ@ pursuit of per- sons accused ot treasonable practices. Such is the consternation that prevails, that the govern- ment has even gone so far as to arrest two ladies, said to be in some way connected with the late outbreaks near Carrick-on-Suir; and they are sparing no efforts, foul or fair, to procure a con- viction of Smith O’Brien. But it is not within her own dominions that Englaad will expenence the greatest danger. ‘We have shown that the progressive policy in france must eventually predominate, and that policy will surely lead, sooner or later, to a con- Alict with England. The latter has not means, however, to support a European war; and, in. deed, to engage in war at all, holds out to her no other prospect but absolute ruin. All her disposable forces are already concentrated in Ireland, and the moment she turns her attention to the conti~ ment, the spirit of msurrection, now partially re" pressed, will burst forth, All this gives certain promise that republican- asm, in Europe. must soon be in the ascendant. In prospect of what is to come, our own duty 1s manifest. This government must at once open megotiations with England, to secure the ob- servance of the neutral rights of nations, the gross violation of which, as well as her other imposi- tions, produced the war of 1812. The principle we then contended for must be asserted by us, and recognized by her. In the event of her re- | fusal, let the navy be increased. We rejoice to learn that our government has already, through our minister, Mr. Donelson, set on foot negotiations for a commercial treaty with confederated Germany, and that those negotia- tions, notwithstanding the strong secret opposition | of the English government, promise to prove | eminently successful.
