To tHe Epitoa oF THE Henan :— Sir— My attention was directed to a communication in the Journal of Commerce. which took s great offence at the expression, “ bloody banner of the social repub- ho,” used in the revolutions offered by me in the Ger- man mase meet og on Saturday night. | am astonish- ed at the ery raised about it. The word “ bloody” must apply to every revolution made by force—such a one for which the fathers of the Amorican re- pobdic pledged their lives, their fortunes, and their sacred honor—such a ono for which Mr. Hecker and hia brave companions fought, bled and ind! None but a rentimental blockhead, or a bypo- critical traitor, can araort that the despots of Enrope, who answer the just demands of oppressed nations by such reasons a8 a Radetzki, or a Jellachich, with his barbarians, omploy—or the Emperor of Russia the ploody destroyer of Poland—will lixten to justice and reason. As tothe words ‘social republic,” who knows the least about the misery of the masger in Enrope, will ray that without tmportant social reforms a republic in Germany coul? stand but a fortnight. ‘The inrult offered to Mr. Hecker by the anonymous writer in the above paper, needs no aosa-r at my band; the unbounded enthnsiasm with which that, grent martsr to the caure of freedom in our fatherland, ie received every where by bis countrymen, isthe best refutation of the slanders of one who classes himself amongst the “ most reepectable Germans.”’ but who is. without doubt, one of those hireliugs of petty German tyrante, who are afraid that their noble basiness of ‘spies? will be spoiled by the crumbling of the foul thr pes of ther masters—to which consummation, Vighly to be desired the movements of Mr. Hecker in this country will contribute a great deal. MONEY MARKET. Tharsday, Oct, 12.6 P ‘The stock market opened more buoyant this 1 ing. At the first board Harlem advanced 4 per cent ; Lorg Island, 4; Norwich and Worcester, \; Morris Cunal. 4; Reading Reilroad, 4; Treasury Notes, 4. At the second board Harlem went up ‘4; and Nor- wich and Worcester, %. Although the transactions at cither board were not large, there was a much bet- ter feeling exhibited, Money is decidedly more abundant. Leans are easily made at six per cent on government securities, and the pressure upon tho stock market has been much relieved, There was a general meeting of the stockholders and bondholders of the Schuylkill Navigation Company, Held afew days since in Philadelphia, the object of which was, to agree upon some plan calculated to re- lieve the Company from the embarrasaments with which it is now surrounded. The substance of the Proportions submitted for consideration was as fol- lowa:~That the holders of the loan of 1865, which amounts toabout $1,400,000, should agree to commute it at the rate of 75 percent, in new bonds, and 25 per cent. in stock at par. That is, for every old bond of $1,000 surrendered, the holder to reosive a new bond for $760, and $250 in the shares of the company at their par price, This would redace the loan of 1865 to ‘about $1,060,000. The /oan of 1368, which amounts to $8 600,000, to be commuted at the rate of 50 pes cent , and 50 per cent, jn the shares of the eo) pany at par. ‘This would reduce that loan to $1,800,000, and lessen in the oggregate the company’s indebtedness $2 150,- (00—reduoing the company’s present liabilitivs for loans from $7,060,000 to something lesa than $6,000,000, The annexed state exhibits the amount of tolls each of the State canals, for the month & Camats— Amount o 2084 03 B45 70 4217 45, 3,457 42 137 81 82 07 49 82 Totals. .........++-$451.756 99 $520.853 42 The increase in the month of September this year, over the corresponding month last year is, $69,096 43. Last year was unprecedented; and as the same causes for bringing out supplies of produce from the interior do not exist this year, it is herdly fair to compare the movements of the two years. The tolls received thus tar this year Jargely exceed those of any previous year except 1847, ‘The report of the Baltimore Ohio Railroad Com- pany, for the year ending the 30th of September, 1848, has just been presented to the stockholders. Of the whole sum expended during the year, on count of the reconstruction of the track ordered in previous years, $13,838 02 was paid in bonds, $200,046 for the alterations in the bed of the road, and $8,004 | on account of the exiention of the track to the south ‘e payable in like manner; andian each case the_payments are made in bonds at par, and | side of the basin, for amounts within the estimates of the chief eogines Up to the 30th September, there had been delivered | reven engines, sixteen pasrenger and one hundred and feventy-one burden cas, on account of which there | had been paid $150,653 87. The reconstruction of the track may be said to be finished--on account of which, bonds falling due January 1st, 1867, for $13,838 02, and $164,645 25in cash, had been paid during the Jear. About two-thirds of the graduation and mason- ry in the “improvements” in the road bed had been completed, on account of which $113,062 74 in bonds. falling due January ist, 1867, had been issued; and $16 534 60 bad been paidin money on account of right of way and superintendence. The extension to therouth side of the basin was about three-fourths completed; and on this account bondsto the amount 2.159 75, payable as above, had been issued, and of § $22,569 11 paid in money. It appears that the outstanding en:agements of the company for the objects above enumerated, amount to about $270,917 56, to be paid in bonds and money. The partto be paid in money, amounting to absut $156,809 16, will to that extent be a charge on the re- venue of the year ending on the 30th September, 1819; and if to this be added the sum duefor borrowed mo- hington road, say ney, fay $35,000, and to the W: $22.427 11, there would be the sum of $214,236 28 in cath, chargeable upon the revenue of the same year. The total amount of the bonds of the coupany, for ail purposes, now outetanding, exclusive of the old lean for the construction of the Washington road, is $4€0 346 20, ad for the final payment of all the en- grgements on account of the objects already adverted to, the aggregate amount of such bonds, issued and to be iseued, according to the estimate and report of the chief engineer, will not exceed the sum of $625,- 173 71, When the engines and cars ordered, as herein stated, shall all be delivered, the motive power and machinery of the company will consist of 23 engines of the Ist claes, 4 of the 2d, 15 of the 3d, and 20 of the 4th clare; 65 parsenger cars, 37 coal cars of wood, and 203 of iron, and 961 burthen cars of all other descriptions; and with the road entirely renewed with a single track of heavy rail and improved construction Jrom Cumberland to Baltimore, and extended to the south side ot the basin, thus stocked, it is believed that the company will be ab! business which they, at present, have reason to believe will be cffered. During the last year there have been transported on the main stem 20,698 pacsengers, and 271,252 tons of freight. The proportion of expenditure properly chargeable to revenue, has been 543; per cent. The number of miles run by the engines on the main stem and Washington road, has been 1,039,439; and of the 57 engines belonging to the company, during that time, 48 have been kept in coastant use, The ecrt of transporting a passenger, per mile, during the | rame period, has been 1,092 cents, and » ton of freight, 1,829 cents, The financial condition ef this company was, ac- cording to the recent report, as annexed: Banrimone ano Ono Rarino. Ithas been about # month since Charles White, » discharged soldier. was defrauded of his land warrant in this city, and which George W. Phillips alleges he purebased of an entirely different individual, calling himself by the same name; and, # day or two after, the care was brought befire Justice Van Tyne, but not concluded. It was discovered to be of mors conse- quence than was at first supposed, and accordingly three magistrates were summoued to hear the testimo- py, and to determine w! be adduced upom both sides, George W. Phillips should be sent on to @ higher tribunal, to answer to the ebarge of obtaining @ land warrant with a forged power of attorney, to which Samuel Stettinius and Semuel G. Kneller were witnesres; the former having affixed his notarial seal, as assumed by the United States, to aforged paper. Of course, these three imdi- viduals were mixed up in the barines#, and wore the enme livery, but. as Phillips procured and sold the land first transaction to be inquired jon has been tiaued from time to time, The aceured bad ie counsel ia Mesars. ilen.and the United states ia Messrs. Upwards of eighty wit nesses were summoned, but not more than half the number testified. In my Inst letter, it was stated that Mr, Bradley commenced an argument for the accused, Phillips; to- day, he resumed, and concluded it. General Turney then addressed the Court, While he was commenting on the testimony, he made an ailurion to the course of Stettiniue, Mr Bradley ied the correctness of the jeneral Turney adhered to it. Mr. Rad- clifle slipped in a word, edgeways, to the support of his colleague, when Mr Bradley raid : “It is wantonly false.”’ Mr. Radcliffe quickly responded : “1 throw it back.” There was much excitement, and the Court: called to order. Mr. Bradley remarked :~{ have said all | want to say.” There was no fight, and whea the storm abated, General Turney observed. that if be had done injustice to Stettinius, he begged the Court to overlook it. Ifhe hed done wrong, be was sorry for it, but he did not think that he had ad been concluded, the hed together. {ter a brief consultation, de ivered the following opinion, viz. :— ‘It ie the unanimous opinion of the Court, that the probable cause bas been removed by the testimony om the part of the defence, and that the defeadant be dis- charged without bail. F, PURCELL, J.P. “October 11, 1848,” ‘The reading of this opinion was followed by applause, which the Court promptly repressed, At this point, ayoung man named Saunders, who had testified for the defence, and who ts» olerk ia the office of Stettinius, was seen to approach Mr. Radcliffe, the proreouting attorney. Judging from his manner, he was highly excite d made use of langu which Mr. Radcliffe appeared to consider highly ob- jectionable.
