R.—Exrorts or Svcan axp his staple product, and his capital is all invested in facilities for its productior The manufacturer is only compelled to stop working his mills, until prices for the raw materiel become sufficiently depreciated to enable bim to startagain. Not so with the producer. if the foreign demand becomes reduced by difficulties of a foreign oberacter, and prices rapidly fall off, he cannot stop the growth of his crop, and confine it at that stage, until prices recover and become remunera- tive; it must be picked at maturity, and a market found at some price. The prodacer is, therefore, at the mercy of the manufacturer; and, as such a large Per cent of the crop is consumed abroad, we must not look for, or expec , any immediate change in the rela- tive position of the two parties. Great Britain is connected with every country on | the face of the earth, of any commercial importance; | and, consequently, through that couatry, we are | nearly as intimately interwoven with the commercial | operations of the world. Great Britain is such a large | consumer of our staple products, that we are deeply | interested in her prosperity; and it is, therefore, high. | Jy important to us, that every thing tending to her pro- gress and advancement, becomes settled upon a sound and healthy basis. We have long deprecated the posi- tion we occupy relative to that country. It is humilia- ting and decidedly injurious to our most vital interests, | With greater resources, with more elements of wealth | within our limits than any other nation in existence, | we are absolutely dependent upon the preservation of peace in even the smallest power in Europe, We are rapidly extricating ourselves from this thraldom, but until we are completely removed from the influence of foreign affairs on our internal commerce, we shall periodically experience all the fluctuations in prices, &c., which have, so far, in our history, marked our pro- gress. There has been no alteration of any importance in United States or State securities; but in those of a ting character, pri: more fluctuating ) Prioes have fallon Of sove- ral per cent, Operations im any of these stocks, fot some time past, have been to a limited extent. It is pretty clearly illustrated by the comparative quotations of this table, that itis not so much th.z state of the monay market which is depressing prices for many stocks, a8 other causes. These vauses create the scarcity of mo- ney, and Varovgh thnt influence, affect prices for se ourities, and depress prices for every species of pro- perty. It isthe absence of all confidence in everything connected with findncial and commercial affairs, that produces such a derangement, and so much embarrass- ment. It is the apprehension felt relative to the fature, which causes so much distress ameng those who are deeply involved in operations of sil kinds. It pe the accumulation of three or four millions of dolirs in the hands of the government, or the contractibn of banks on that uccount, somuch as the contpadtion produced by the distrust in matters generally. With- out confidence, itis impossible to sustain credit, prtees, oreven to maintain any activity in trade, Immbnse acrifices are submitted to, and bankruptcy, to an alarming extent, finally overtakes many who otberwire could have sustained themselves. It is extraordinary, that amidst all this state of things, all the difficulties with which we are surround- ed, there is nothing within ourselves calculated to cause them, or give them any permanence. It is our intimate connection, in all financial and mercan- tile matters, with the old world, that is destroying our prosperity, and inflicting upon us evils which we shall not recover from very soon, Our domestic affairs have, for a long time, been in a healthy condi- tion ; our producticns have been unusually abundant ; and all the elements of wealth have been properly husbanded ; but the state of a 3 in Europe has tended more to depress prices for our products than anything that has transpired within our own limits Whatever affects the consumption of our products abroad, depreciates prices for all that we have on hand Our products and manvfactures are valued et about $2,000,000,000, of which only about $100 000,000, or one- twentieth part is exported ; and whatever affects the value of the portion exported, affects the value of the nineteen-twenticths reserved forJomestic consumption. ‘We are thus at the mercy of foreign countries, If any- thing of a political nature transpires abroad calculated to unsettle the public mind and destroy confidence, we feel it through its influence upon prices for our pro- ducts, If a financial revulsion spreads over the whole or any part of Europe, the markets for our products are injured or destroyed, and immense losses fall upon our merchants and prodacets, We have to bear the brunt of every political, fimancial, or com- mercial disaster, which occurs in any and every part of the world. The raw material, for the most important branch of manufacturing, is pro- duced in this country, and we are, therefore, depend- ent upon those countries which consume this staple so largely. If markets for manufactured goods are injured by any revulsion or revolution, the manufac turer can stop his machinery, discharge hia operatives and for a time remain inactive, with the loss merely of the interest on his oapital; and when he resumes, the raw material will be found so much deprosiated that moderate profits are realised, without any materia! smprovement in prices for manufactured goods, The manufacturer is thus more favorably situated than tho producer, The first can raise prices for his fabries by stopping the supply, while the latter has no such al ternative—he must keep on producing, no matter what the price; he cannot discharge his hands and ict his Jand lay fallow, neither can he turn his atteation ex- slurirely to the cultivation of other crop: Tice fe twelve veh VOR BELFAST, IRELAND, WITH DISPaTCHL—TOE first class, fast sailing, coppered and copper faatenad, Al, British ship Constitution, Capt. Phillips, of procuring a land Warrant, (the property of Charles White, a discharged soldier.) with « forged power of attorney, to whind, it was alleged Samuel Stettinius and Samuel (. Knel- ler were parties, was resumed to-day. It will be recollected that three weeks ago the ox amination was commenced before Justice Van Tyne, then continued till the 2tst of September; and, in consequence of circumstances requiring the absence of Mr, Bradley, one of the counsel for t'e accused, further continued until now. The defence then set up, (end in support of which witnesses testified) was thata man calling bimself Charles White, came into the office of Stettinias, where Phillips transacted bu- siness, and entered into @ negotiation with him for the of the warraut |! was not pretended that the Charies White—regarded asthe true representa- tive—who had testified, was the man who disposed of his‘‘notification,” but that it was one of name ame, or a counterfeit Justices Van Tyne, Down and Purcell upon the bench. Judge Willian: of «the Land Office. entered the court room, Sundry papers were, at the former examination, called for by the counsel for the defence, and now they were present. They were the orders that were pre tented by Phillips, signed by an X, and which indy the Commissioner of the Land Office, to require thas land warrants shall be del! dito avents only on the precentation of a power of attorney, as testified to by Judge Williams. Mr. Braptey, after looking at the papers, returned? them to Mr. Radcliffe, saying that he could not reo how they could affect the case. Mr. Ravetirre remarked that he would submit the papers to the court, that they might decide whether they should be submitted in evidence. Mr. Heiien opposed the admission of the papers. The Court decided that they, relating to a o different from that of Charles White, are not dence. Judge Wittiams was examined, and his testimony was to the effect that “ notifications,” when returned to the Land Office, aro filed away. Mr. Braptry.—Do you ever send warrants to the wreng person? Judge Wiitiams —I think, ont of thirty thousand, probably eight or ten were mis-sent, Last week one was returned by Corcoran & Rigws Mr. Brapixy.—Do you recollect one or more to Mr. Stettenius? Judge Wittiams.—He produced one or two. Mr. Bxavcey here produced a paper, signed by the Commissioner of the Land Office, showing that two lard warrants were sent to Mr. Slettinius, tarough mistake, and that, on the 23d of September ho return- ed them.
