It is confidently believed that more ehildren die annually from this than from all other complaints, The question at once arises, why is this? ‘The answer is at hand, It must be the want of proper treatment in the first stages of the Gemplaint, A resort is usually hod; in the first place. to cathar. ties, to cleanso the bowels, followed up with some preparation of opitm, such a8 paregoric, laudanum, or the like, which, by a con- stant irritation, often produces an inflammation, placing the little sufferer beyond the reach of oure, and resulting in a premature rave, ‘The experience of hundreds, who have ‘already Iroved the offcncy of Billings’ Carminative and Astringent Syrup in cases of this kind, will most assuredly show that this is a medicine peote arly adapted to them, Ft is recommended by the most distin. guished physicians, as the Great Souther Remedy, Sold by . Clay, Botts, and Slinger- fand—Land Warrant Hawks, No. 2—The Cwil and Diplomatic Bil--The Slave Abduction Case, ‘The follow.ng is a statement of the amount of stock issued during the week ending 29th July, 1848;:— Of the lonn of 1847... ......... . $249,550 Do to foreigners, ese 000 Of the loan of 1848 Phd sees 821,600 eg Do teforeigners.......... 84,000 $671,050 $817,000 The amount iesued to foreigners may be classi« fied thus: — 4,000 oeee 11,000-—-$317,000 n that the amount of stock issued above 1s much smaller than for the previous week, and the cause aflords food tor serious considera- tion. To what other cause can we assign the de- crease than to the disturbed state of the public mind upon the territorial questions? [tis true that Bde by here know well that it is all talk—they now that there 1s no danger of a separation be- tween the North and South, and that te atr is merely a peaceable one for political ascendency, wrapped up in a hypocritical mantle of philanthro- py; bnt foreigners, not so conversant with the echemes of our politicians, have become alarmed, and, until the question be settled in some way, ther alarm will continue, and not only continue, but increase. Is this question—a mere abstraction —of sufficient importance, to not only set free the fanaticism of the Union, but to injure our credit— and, it may be, by diverting foreign capital, to in- jure it permanently? We think not. Better, much etter, at once to give up the whole of the vast wastes on the Pacific. There is no patriotism in the discussion; it 1s a mere sectional struggle for power. France, Germany, all Europe, is strug- filing to supplant tyranny, by establishing Yen I di ics. They look to the United States as their mo- lel. Alas! what a spectacle do we present! General Taylor’s letter of acceptance of the Philadelphia nomination was received here on Saturday evening, and has created much dinsatig- faction among the ultra whigs. They expected that the old general would be caught at last, and surrender himself, body and soul, to the party. hey complained that heretofore ke resembled the; Irishman’s fee, eenres put your finger on him he wasn’t there—and they hoped that his answer would corner him. But “old Zack never surrenders,” and he still remains before the coun- try, untrammelled by party pledges, the candidate of the people. Defections have already commenced in the whig ranks. Ag an instance, Slingerland, of the Albany district, New York, who, uniil Sa- turday, co-operated with the Taylor whigs, and caused his name to appear at their meetings, has this porn ya tet aletterto a number of gen- tlemen in Albany, by whom he has been invited to attend a district meeting to dissent from, the Philadelphia nomination, accepting their invi- tation, aud recommending a separate ticket for the Presidency to be chosen at the Convention which meets at Buffalo on the 9th. The same Albany committee addressed Botts, of Virginia, asking if Clay had pledged himself to ‘Taylor. Mr. Botts replied that he had not; but to-day he adds a postscript to his letter, in which he states, that as soon xs Mr. Clay receives General Taylor’s answer to th: whig nomination, he will ublish a card, denying his acquiescence in Tay- lor’s nomination, and suggesting a separate whig ticket. * There’s atunny time coming, boys.” ‘The land warrant hawks, satiated, perhaps, with preying upon the Pook soldiers, have com- menced to prey upon each other, The latest case runs somewhat after this fashion. A dealer in New Orleans came across a number of returned soldiers, hard up for cash, and satisfied their wants upon receiving a power of attorney, in the manner we described in a former letter. The different certificates were forwarded to the proper autho- nities here, with directions to remit_the value of the warrants in money, instead of land_serip. This was all well enough. The soldiers left New Orleans, doubtless well satisfied, and reached Cincinnati. But here ‘“‘a change came o’er the spirit of their dream.” They came across another “dealer.” He learned their story, and, perhaps jealous at the speculation of his brother «deal ler’? in New Orleans, advised the soldiers to permit him to write to Washington again and direct scrip to be sent to them at Cin- cinnati instead of money to New Orleans. “When Greek meets Greek then comes the tug of war.” The result of this move, if successful, would be to do the New Orleans speculator out of all he had advanced, and perhaps, as far as that goes, it would beno great matter. Of eourse, no notice can be taken of the application. The only way to stop the issue of the money upon the power of attorney given to the New Orleans man, would be to get some judge to issue an injunction until the matter should be investigated. A question, however, arises, has the judicial power a right to interfere thus in executive matters? and as we are not suffi- ciently versed in the intricacies of the law, we leave the answer open. § The Senate committee, we perceive, has struck out from the civil and diplomatic bill the clause appropriating a certain sum for the improvement of the Savannah river. There is no‘doubt this amend- meat will be sanctioned by the Senate and passed by the House. So the clerks in the deparuments may at last sing Jubilate! Several papers have asserted, apparently authoritatively, that the Pre- sident intended to veto the bill if it contained the Savannah clause. The only means these papers have had of deducting such an inference was open to every one—namely, guess work. We have the very best reason to Know that the President has not expressed any opinien upon the bill, and the Oregon treaty is a standing proof that Mr. Polk knows how to keep his own counsel. The slave abduction trial was continued to-day, Mr, Mann eoenena his argument commenced on Saturday, for the defence. He submitted the follpyritg Propositions: Ist. That to prove the ser- vitude of a slave, the master’s assertion of proper- ty is not sufficient. 2d. Wasuineton, July 31, 1848, Business of Congress—A Spur—John Foy’s White Howse—The Cayntol Soda Shop, etc. This morning, the House agreed te the proposi- tion of the Semate to adjourn, sine die, on the 14th of August, and a few minutes afterwards it was agreed to meet hereafter, until the close of the sea- sion, atten o’clock in the morning. With nine- tenths of the business unacted upon, (as Mr. Vine ton and Mr, Truman Smith say,) the eleven hours thus gained are of the greatest importance, whem we consider that the four or five days’ labor of the Senate, combined in the compromise bill, was killed in forty minutes! Next week there will probably be recesses, and night sessions, and a great fuss, as though the members were the most industrious people in the world! As ateetotaller we consider it a good move; but the evil of which many complained was noteradicated. It was pa- ternally thought by some of the more sober that the younger members, if the toddy shops were to. erated, would be seduced into drinking habits ; hence the inducement to leave the legislative hall. was dissipated by the ‘casting out of the spirits.” John Foy gaihered up his frying, pans, his beef steaks and decanters, and too a in a white house not more than a stone’s throw from the Capitol. So, it is just as convenient, less tiresome to go there, than it was down up five hundred dark and narrow stone stepe. On the South side of the Capitol, in the building 1t- self, there is a seda and cake shop, and a driving business in this branch of the trade is perce .
