The Bank of the State of South Carolina bad, on the 81st of May, less than eighty thousand dollars in specie, and a cireula- tion of nine hundred and forty thousand dollars, or one dollar in specie on hand to nearly twelve of paper in circulation. Since March last these banks have lost $115,261 in specie, and the aggregate amount on hand atthe clore of May, was but little more than one-half the sum reported in October last. The Southern banks generally have had more or less specie drawn from thom and shipped to the North, and the drain has not ceased yet. A contraction in the ‘ether departments, to keep pace with the deereaso in the specie, is the only course they have to pursue, if they wish to avoid suspension. The exportation of specie from this port has nearly ceased; but the South is largely indebted to the North, and the banks of thi: ity will draw all their balances in specie to fill up the vacuum caused by the shipments already made, and to strengthen thomselves in that department as much ‘Phe New Orleans banks are very strong in specie; they have a much larger amount on hand than is required at that point, and whatever is drawn from thom for the North, is made up in receipts from Mexico and other foreign ports inits vicinity, so that the aggregate continues about the same. It was much ado about nothing, one wound up, leaving us as much enlightened as t first. . * Both houses adjourned over, with a view of par- ating in the corner-stone celebration to-mor- row. We expect a fine day. We have never knowa a fourth of July to be otherwise. It has been, as far as we remember, always as clear as the Decla- ration of Independence. | E There were two political out-of-door meetings to-night. . A Cass and Butler meeting. | 2. There was a ve} jim atten dance; and after short speeches by Col. Woolley, of Kentucky, Gen, Taylor, of Ohio, Mr. Dudley Marvin, of New York, and Mr. Collins Lee, Maryland, the meeting adjourned for an- other effort on Wednesd: %, evening. It closed with three cheers for Gen. Taylor; but the shouts were faint, for the good Clay whigs of Washington were doubtless thinking of the old songs and champion of *44, that great old chieftam whom they cannot yet give up. The echoes from last campaign seemed to be present in the airi— “ Get out of the way, You are all unlucky, Clear the track for Old Kentucky.” The democratic meeting, on the other hand, wound up ata late hour, with a series of resolu- tions, and a serenade of some of the lions of the arty} for at past midnight we hear their fine brass. fand passing round towards Col. Benton’s, as they had just left the residence of Mr. Burt, of South Carolina. It is evident the democrats in- tend to fight out the fight with all the odds that ean be arrayed against them, Y We have had also a circus and a theatre in oper- ation to-nigh bee at the Ytter in a Yankee character. Tue Docror. Wasuineton, Juty 3, 11 P. M. This city has been well nigh frightened from its propriety, by the din and contusion which have at- tended the arrival of military companies, fire com- panies, and companies of other cituzens, by the different cars and boats. Everything, even the weather, promises a glorious day to-morrow. The potiticians, wide awake fellows, have en- deavored to take advantage of the first influx of strangers, to hold their meetings, and placards have been posted up all day, announcing that the “Democratic Association” would hold a mass meeting to-night, in front of the Union office, and the “Whig Club” would confub at the Olympic theatre. About half-past eight, we repaired to the place designated for the democratic outbreak, and perceived, gorgeously illuminated, the names of Cass and Butler, towering high in mid-a c the platform was seated a bund, which anon discoursed sweet sounds the very sparse collection of ‘free and inde) democrate.” The hours waxed apace, and crowd re- mained as small, till at length dle of rockets were procured, and set off, wii large collec- tion of boys were attracted, he **Assocta- tion,” taking advantage of happy cir- ». appointed — Mr. cheat called the meeting to order. ir. Boyle then read the names of thirteen genticmen who were to be appointed vice presidents, and demanded if it was the pleasure of the meeting they should be chosen. ‘Two of three voices bawled out aye” and there was acry of * Hurrah for ald Zackary ‘Taylor by ¢ —d !" when the chairman declared there was no necessity for demanding the noes, as it was evident the no «imation was unanimous. This was rather too much of a farce, and so we forthwith mizzled down to the Olympic, where the Taylor meeting was being held.” A Col. Woolley was addressing the assemblage, which was pretty numerous, He stated that he had been for many ears Paglia tole eats with Gen. Taylor. That he knew him to bea whig in all the essen tials, but not an ultra whig. That he was a man well read in history, political economy, and prac- ieal subjects; that he was a man of the most strictly temperate habits, &e. Gen. Tayler (ot Ohio,) next mounted the rostrum, and del fared that Ohio would go for Taylor. He pitched in pretty eeverely to Mr, Polk, and atthe same time declared his detestation of Mr. arog course Forhis part,he thought “Birney and all the damned scoundrels who advocated abolitionism, to dis- member the Union, ought to be whivped out of the Union.” He would “like to see all the aboli- tion party embodied into one paaptat monster, and Palfrey’s pretty little boy armed with a whip of a thousand scorpions, to whip the monster forever !” In conelusion, he expayaeed his beliet that “ Old Zack could be elected in spite of the devil!” Se- veral other speakers addressed the crowd, and all expressed themselves as being satisfied that Gene- ral Taylor would enter the White House on the 4th of March next. vt “ , All sorts of amusements afe going on here in in addition to the two meetings we have been speaking of. The theatre is in full blast; a circus Iso here, together with a concert at "8, ind any quantity of “slightly inebriated” indi duals, who are making night hideous with their cries. The 4th of July isa glorious day, but it’s blessed dispensation of Providence that it don’t come more than once a year. Omeca. “Wasurxatox, July 5, 1848, The Military Court of Inquiry—Acquittal of Gen. Pillow— Politics in the Senate, §c. §c. The military court cf inquiry, which has been in closed session in this city for some time past, ended its sittings on Monday evening, and*transmitted its decision to the President of the United States. Gen. Pillow, itis said, has been acquitted of the charges preferred against him. This was to be anticipated, as the prosecutor failed in making good a single charge. Gen. Pillow’s explanation of the Leonidas letter, namely, that it was written by Burns, without Pillow’s knowledge, and that its similarity to the document shown Freaner was accounted for by the fact that the document Frea- ner saw was the rough draft of the official reports and a copy of which Burns used as the basis of his letter, is conclusive, in the absence of any eti- dence to the contrary. Gen. Pillow is unquestion- ably aman of talent. It is not a little singular he was on the best terms with Gen. Scott until the arrival of Nicholas P, Trist, when the mi standing commenced. Gen, Scott is rei for the singleness of his mind, as well as for the impulsiveness “A his nature ; and bets these be racteristics render him an easy instrument in hands ofa cunning rascal, Gen. Pillow’s charges against Gen. Scott, and which were sent back to - the War Department. by the Court, will be permit- ted to slumber, the Court having been dismissed. In the Senate, nearly two hours were this pa in endeavoring to prevent Mr. Clay- ton trom a dressing the Senate, upon the relative merits of General Taylor and General Cass. It ay be ciety Peden the gehen oe of the joint resolution o journment, passed bj Houre, Mr. Fyote took occasion to make @ wee dential speech in favor of General Cass, and taunting the friends of General Tae with having set up a man of no principles. Since that time, the resolution of eee has been used as an excuse to laud and abuse, as the case may be, the two aspirants forthe presidency, This morning, Mr. Niles discovered, appurently for the first time, that such discussions were totally irrelavent to the sub- ject matter ot the resolution, and raised accord- ingly a et ot order. ‘The presiding officer decided that Mr. Clayton was ont of order, and thereupon an animated disctssion sy up. Now, without reference to the apparent unfairness 0} permitting accusations to be made against Gene- ral Taylor and when they are about to be answered 1efusing to hear the defence, the decision of the Vice Presidenigwas manifestly unfair. Every per- son who has paid the elightest attention to roceedings of the present session, is aware that few indeed of the speakers upon any question cou- fined themselves to its particular merits Nemngtit they may be. As an instance, when loan was taken up immediately after the of the ten regiment bill, Mr. Webster it as an excuse to lash the administration dpon the war, and to declare his action during the se- ta Geog a A ity; but he never, even jor a moment, a 1 juestion then before the Senate. But there tll inst Mr. Dallas's deciaton—it statutes bis for
