Yoster ‘#y the opinion of the Court was given to the petitioner’s counsel. Judge Campbell seid tha: the power of the Court to order mch a proceeding was in doubt— the Court were divided on the subject. They however stated this- that if the facts set forth in the Petition were ua stated. and if the truntees were to loaw the money, there would bs no difficulty im the settlement or confirmation of their accounts. But the Court could ‘not confirm or ratify this lewn i advance. Judge Par- sons thought the circumetances would justify the ty tees in making the loan. He faery mg the Court had thority 6 make the order prayed ior. Judge Kelly of the ssthe opinion. Mr. Wharton suggested that the petition was filed, if the Court refused its prayer, although favorable to its object, the entry that the pe- Lition was refused might create diffoulty hereafter. if the trustees sbould loan the money, actipg under the favorable intimation of the Court. It was then sug- gested that the petition should re: as filed, without any entry of the action of the Court befng made. The Taylor, Whig, and Democratic Cenveniions—Col Davies Posted as a Coward, $e. The State T'sylor convention assembled in Baltimore yesterday, and was attended by delegates from el a of tne twenty-one counties of the State, and was a per- fect fac mile of its predecessor of the Tyler in depen- dent “no party” convention, of 1841. The two great moving spirits inthe convention, were Otho Se ott, the gteet repudiator, and John L fey, editor of the hich establishment seems to have gone over, 1, int “no party” ‘Taylor cup, it has been a prominent Clay paper, The convention gsve additional proof ot the fact, that the Taylor party. in Maryland, i like the ‘Tvier party in every respect, being composed of discard ed leaders and cflice-seekers, wit but a corponal’s guard Of followers. Rrowetw COMMERCIAL AFFAIRS, MOPMEY MARKET. Whuriday, April 27—6 P, M ‘The stock market continues in a very feverish state and prices consequently very unsettled. At the first poard! to-day, Kentooky 6's fell off % per oent; North American Trust, {; Long Island, }<; Reading Railroad, 1; Pennsylvania 5’s advanced 44; Utica and Schenects- dy, 134; and Norwich and Worcester, }4; all others c!osed at prices current yesterday. There was not much dis- position exhibited to sell at current rates, ia consequence of the panio prevailing relative to the next advices from England. Thebears are very loud in their predictions of the result of the political movements in Great Bri- tain, and the balls were sufficiently intimidated to keep out of the market. Holders of stooks were not anxious to sell, and faw were disposed to purchase. At the second board prices stiffened a little; but the transactions were to a very limited extent. ‘We learn that the failure of Lake & Co., of this city will not embarrass or injure the oredit, in any way, of the Commercial and Agricultural Bank of Galvestor, Texas. That institution is fully able to moet all its lia bilities, and as soon as new agencies can be established, its exchange operations will be to the fullest oxtent ri newed, that oll the checks of the bank on its agents will be paid, and the exchange remitted held subject to the orders of the bank. The fear is that the Cher. tists movements will entirely overturn confidence; that the credit of the Bank of England, the government ard mo't commercial cet ablishments, will yield to a common this country will be tremendous. Deprived of the usual facilities for sending forward our produce through the means of exchanges, we shall be compelled to make large remittances in specie, to disch: rge our obligations for ‘phe goods we are importing; and should this counter our- rent prove extensive, it isessy to anticipate what will be the condition of our own banks. The last accounts brought us tidings of the withdrawal of large deposit from the savings institutions in Ireland, which had crea- ted the most serious alarm to the Reyal Bank of Ireland; and to such an extent those premonitory symp- toms, that apprehensions were entertained that similar course would be pursued in England, causing a heavy depression in tho price of the capital stock of the Bank of England. It is imgossible now to foresee to what ex- travangances these monetary embarrassments may 40 ; whether the suspension of # general confidence will not throw back on the United States every bill of oredit which has been negotiated, and not run to maturity, be- fore the crisis. There is soarcely acommercial or banking establishment in this country that may not be compell- od to rest entirely on its independent resources; but we fear there are very few, entangled with foreign connec- tions, who are so circumstanced as to be able to with- stand the sl wreok and crash of European confi- dence. It is in vain to speculate on the strength of the Baringr, Rothrohilds, Hopes, the Banks of England and of France, none of whom can resist the power of the general flood, and in such periods of political overthrow, the financial collapse becomes universal. The lest quotations for United States Government stock, im London, show am apparent improve- ment; but there is much reason to believe that the rise was artificial, im order to produce an effect im this country, that those who bad re- tly taken our treasury loan might have an opportu- nity to dispose of their interest to better advantage. It is well knowa that the Rothschilds subscribed for nearly four millions of eur treasury notes, and it isequelly noto- riots that they are extremely crippled, not having the ability to meet their enormous responsibilities to the Frenoh government. Thus, then, have they undertaken this stookjebbing movement in London. There need be no better evidence of the probable accuracy of this sus- Picion, than the fact, that while a sudden inflation was given to our government stock, the soundest State stocks were pressed on the London market, at depre- cls‘ed prices, by their continental owners—the Hopes, Rotheobilds, &: It is also @ matter of certainty, that large amounts of bille, drawn on full credits and on property consigned, and, in some instances, where there were joint interests, have been refused acceptance If this wonton species of dishonor, this disregard of commercial faith, be ex- tended to the final return of the exchange on us, the Southern banks must become seriously embarrassed; and as most of their exchange has been negotiated through this city, it is easy to foresee that we shall! be placed in situation of extreme peril. The end will be, great financial and commercial distress, throughout the United States, productive of much misery, bank- ruptoy, and public and private sacrifice of credit; but, should we be able to resist tho torrent, every important interest in this country must, and we hope will, flourish | beyond any former period of success. ‘The anuexed statement exhibits the aggregate amount of the specie currency of France, according to the latest official reports from the Miat. The circulation of paper in Franee was more limited than in this country or in Great Britain, in consequence of the prohibition upon the Bank of Frante to issue bills of less denomination than five hundred frames, equal to one hundred dollars; and the principal cirsulating medium of the masses, in their daily transactions, was, therefore, gold and silver. The recent decree of the provisional government, grant- ing the Baxk of France the privilege of iesving bills of the denomination as low as one hundred francs, will in crease thé paper currency of the country, and supply the place of a large amount of gold and silver, which will be hoarded by those who have no faith in the stability of the new government.
