The present condition of things in Mexico is anything but satisfactory; and the delay likely to take place relative to the ratification of the treaty will be anything but agreeable to those con- nected with finances and commerce. It was the prevail- ing impression when the treaty was ratified by the Senate of the United States, that its ratification by the Mexican Congress was beyond a question; that as soon as it was returned, it would be accepted; and that in less than six months our troops would be withdrawn, the heavy ex Penditures cease, and the evils and burdens of war dis. appear. The anxiety exhibited by the party in powrr in Mexico to arrest hostilities and to consolidate a peace, gave us great confidence in the terms of the treaty pro- posed, and left ne doubt in our mind of the speedy accomplishment of our hcpes. Such was our first im- pression, and such was the universal impression, when the commissioners left Washington for Mexioo with the treaty, as modified, improved, and ratified by the Senate; but events have since transpired in Mexico calculated to put off, at least, for a long time, the consummation of peace between the two countries. We have no doubt but that, ultimately,the terms of the treaty proposed by the United States will be accepted, as we have great saith in the virtue of the many millions of dollars to be paid according to that treaty, to the party which may bein the ascendancy in Mexico, when the instalments fall due. This will, in our opinion, guaranty the ratifi- cation of the treaty by the Mexican Congress; but we have no idea that it is going to be the work of a day ora month. The commissioners have before them a great deal of negotiating, and it will require all the diplomatic Powers they possess to accomplish the object of their mission. The important alterations made in the trea‘y as received from the Mexican government, will be the foundation for a vast deal of debate and procrastinatiou in the Mexican Cengress, even if the terms are acsepted without further modification. Should farther altera- tions bs necessary, before its acceptance on the part of Morioo, it is a question whether it weuld not defeat the object in view altogethor. It must be borne ia mind that the Senate struck out several sections of vast im- portance to Mexico; and it is hardly possible thet the representative branch of the government of that coun- try will at once submit to the modifications we have madein the original treaty. If they submit quiet- ly, it will mot be very speedily, and we are prepared for a long period of doubt and uncertainty. ‘The movements of Santa Anna are by no moans di finite. It is possible he may peaceably leave the coua- try and establish himself at some point near Mexico, where he can closely watch the movements of a'l parties in that country, prepared to take ad- vantage of the first opening likely to lead him again into powel He may settle down in the vicinity of Havana, and amuse himself with cock- fighting; but the government ot Mexieo never oan be otherwise than apprehensive of his movements, and will be liable, at all times, to sone revolutionary movement that may place him ogatn in the dictatorship. den, and other leaders who may remain in the country, will not remain idle; and it will be a fortunate thing for us if we can get an honorable treaty ratified, our troops well out of the Mexican territory, our boundaries pro- periy defined, and all questions at issue permanently settled; for the whole affair, amidst court martials and courte of enquiry, amidst the quarrels between the com- manding offcors and the heads of the government, is rapidly dwindliog down into asmall aod by no means editable affair. We trust our anticipations relative to the treaty, will bs far from being realised, that the dif- floulties existing, will be speedily srranged, and that we shall soon be able to leave Mexico to her own fate; the prey of party loaders. The legislatures of most of the States in this Union have adjourned, some by constitutional limitation, and some on account of the disposal of all the business under consideration. Nothing of any importance transpired in the session of elther of the heavily indebted States, relative to the public debts; the payment of interest and the liquidation of principal at maturity they having bee: provided for by previous laws, to the full extent of the ed productiveness of the public works, for the prompt payment of every claim against them. So far, this season, the most favorable results have been realized. In Pennsylvania the revenue from the canals exceeds that up to the corresponding period Inet year although they were opened a week later—and the pros- pect for the remainder of the season is very fattering. Ia IMlinois everything is encouraging. The Illinois and Michigan canal has been opened, and boats have already passed through its entire length, with full cargoes. We shall be able to tell better, in the course of a month or two, what the income from this work will be this season, and what may be expected for the future. It is our be- ef that the tolls will bo large, and that an immense transportation business will be done on the canal this the first season ofitscompletion. This, with the two miil tax authorised by the new constitution for the payment of the principal of the internal improvement debt, must Place the flaances of Illinois ina better position than they have ever before actually beem, and enable the State to pay a larger por cent interest on the public debt. Indiana does not progress so rapidly as the noigiabor- ing States. Her public works being but partially com. pleted, and her finances in such a confused condition, 1* is impossible to form any idea of her probable ability to meet the claims of her creditors. The arrangement mado some time since with her bondholders, has beon by no means satisfactory, and the more they reflect upon it, the louder their complaints. In ashort time, it will be considered rank repudiation—such repudi tion as no other State in the Union has been guilty of - repudiation ofan acknowledged debt.
