The present Mayor, Mr. Brady, has shown himself a very worthy aod independent man. He is a good of- ficer, and deserves to be re-elected. We cannot say as much of the members of the Common Council; for a set of more thriftless public officers, ora more unprincipled set in their professions, never disgraced any city, and we hope there will be @ revolution in both chambers. Although asa body they have been lamentably extravagant, there is one man at least among them who | we would desire to see re-elected. This man is Alderman Kelly, of the Second ward, than whom, as far as our knowledge extends, a more compe- tent officer could not be elected. The opposition candidate for Mayor, Mr. Havemeyer, was & very good man in his time; but it would be un- | just and ungenerous in the independent voters of New York to reject Mr. Brady, even for Mr. Havemeyer, after he has done so well and ac- complished so much, in opposition to his party. With regard to the candidates for Alms House Commissioner, we have not much to say. Jef- ferson Berrian, the whig candidate, is a capital man, and would make a good officer. The other nominations are hardly worth mentioning. This election may have some effect on the Presi- dency; but not much. Mr. ,Havemeyer isa Van Buren man, and belongs to the barn- burning sec- tion. Oa the contrary, Mr. Brady is a thorough going friend of General Taylor; and on that ground all of General Taylor’s friends should support him. » Theatrical and Musical. Sunday, Aprii9.6 P, M, The stock market during the past week has been ra- ther quiet, Priceshave been very uniform, and there was at no time during the week @ disposition to specu- late to any extent. Early in the week the market was. inactive, in consequence of the expected arrival of the Washington, then nearly due. No very great eppre- hensions were entertained relative to the expected ad- vices, andthere was no disposition exhibited to force sales, in anticipation of the steamer’s arrival. The re- sult of this feeling was, limited sales and almost jom- plete suspension of business at the boards, for a dey or two. Early on Friday morning the Washington was telegraphed, and the anxiety for her papers became most intense. The complexion of her intelligence was not generally known until after business hours; and it was not until the next day, after private letters had been delivered and digested, that the effect of the news was really understood. The political accounts at first absorbed public attention, and the public mind was so much carried away by the immense progress made in all parts of Europe, in republican principles, that every thing else was for s time lost sight of. The rovolutien which had taken place im the financial affairs of the continent, is nearly as general as that in political matters; and although the letter will ultimately work out the salvation of the people at large, the former will not be attended with favorable results, even to individu- als. The revolution in political and financial affairs in Europe has been simultaneous—they have in fact grown out of each other; they have been so intimat«ly con- nected, that the evils of one have produced evils in the other. Thejmmense financial systems of the governments on the continent, and of the United Kingdom of Great Britain, have been established for the purpose of conso- lidating the political systems whieh have from time to time been adopted by the different monarchs. The es- tablishment of the Bank of England, Bank of Fr and of all the other great banking institutions continent, was ths resu't of some financial operation connected with the government, or grew out of some loan of money to the king at the time. It is well known that the Bank of England was established to support the national credit. Previous to the creation of that in- stitution, the government of England experienced daily the greatest difficulty in borrowing money; the most enormous rates of interest were paid, and every measure was resorted to for the purpose of raising funds. Every effort was by no mesns successful, and at times the greatest pecuniary distress prevailed. To remedy these evils, and relieve the government from the usurers and extortioners, a banking institution, called the Bank of England, was formed, and its original capital raised by subscription, and loaned to the government; and whenever any additional amount was required by the government, an ‘increase of the capital of the bank was authorized, and at once taken. Such was thé com. mencement of the Bank of England, an institution which has, since ifs formation, been the cause of more financial and commeroial distress—more individua lbank ruptoy, and more national taxation—than auy othef in the world; and se long as it wields the immense power it at present possesses, its existence will continue the curse to the commereial classes of Great Britain which it has over been, All the great national banking institutions on the continent have been created for = purpose similar to that which called the Bank of England into existence, and they have ever been s0 inti- mately connected with ell the financial operations of those governments, that they must stand or fall to- gether; and it isa question, which is likely to be the most thorough and complete, the political or the finan- cial revolution of Europes. The finanoial operations of theoe governments have created such immense debte, have entailed such enormous taxes upon the people, have abridged so sensibly the rights of the masses, and have so intimately connected these banking establish- ments with all the ramifications of trade and commerce, that a revolution, sweeping away all these things, must give a ebook to public and private credit, from which it will slowly recover. The debts of those governments which have already felt the effect of a political revolu- tion, cannot be provided for after the system upon which they have been created, and upon which they have been sustained, has been destroyed, and it is, there- fore, probable that they will berepudiated. There is no help for it; the people cannot, even if they would, sus- tain these debts; they will find it extremely diff- cult to meet even the current expenditures of the new government formed, or about being formed, without raising immense sums to pay for the inte- rest on immense debte. Amidst the complete destruc- tion in public and private credit, it will be almost im possible to look back; everything must be directed to the future; the pest must take care of itself; and long after the political revolution has beceme temporised— after order is restored, and the new government shall have commenced moving—the financial revulsion will be fel’ in its fall force. All the old systems and the old houses must pass away, and @ new order of things grow out of the revolution. The difficulties daily experienced in France, in raising funds to carry on the provisional go- vernment, are an evidence of the dangers attending such @ tremendous revulsion in the financial affairs of any country. Under the government of Louis Philippe, the Public Snances were apparentlyin a prosperous condition, individual credits were sound, and confidence was es- tablished upon a solid basis A political revolution of less than thirty days’ progress, hes swept away every vestige of this apparent prosperity; and from the colleo- tion of most encrmous taxes, and prempt psyment of all dues to the government, it is impossible to collect an amount sufficient to meet the most ordinary current ex- penditures of the government ef the people. We can form some idea from this of the utter annihi- lation of public and private credit, and ofthe progress of the financial revolution in Frante. It is folly to think for & moment that the debt of that country will be acknow- ledged by the new government, when the finances are s0 utterly deranged and the ability of the people to psy taxes is so limited. Whatever may be the wishes, or might have been the original intention, of the people or the provisional government, there is no alternative, no possible help, no relief, but repudiation, as;thorough, as complete, as took place during the previous revolution in that country. This will not be confined to Fratice; but every European government must, os their political prinosples become republicanised, relieve ttemselves from the burdens of their debts, by repudiation. There is mo people upon the face of the earth, having the power in their own hands, that will burden themselves with the enormous debts of the monarchical govern- ments under which they previously existed. It is an es- tablished maxim, that one generation cannot legally pine another—cannot create debts by which the soil is taxed and future generations compelled to pay both principal end interest; and if such principles hold good in republican forms of government, there is certainly foundation for the ropudiation of debts when a reyolu- tiom sweeps away s government, and the people es- tablish @ government of their own. Everything goes with thé crown. Debts made with kings cannot be binding ‘upon the people, particularly when the people have never been represented; and we shall find such # repudiation of debta Jp Europe ag will relieve the people of the bulk of the burdens they have for ages had weighing upon them. There must be a clean sweep, or there can be no healthy beginning under the new order of things. ‘These revolutions have by mo means been confined to Europe. Our commercial connection with Eu- rope is so intimate that we must feel very sensibly the downfall of individual credit and the derangement of trade; but our position is s0 impregnable that it will not arrest our progress, or create bankruptcy to apy great extent, All thoso directly connected with the trade of those countries in which the revolutienry spirit has shown itself, must be very seriously embarrassed tn their affairs, and many will, without doubt, be ruined; but the germ of a new and improved order of things will soon make its appearance, the growth of which every one must encourage and foster in every way. The whole of Europe is bankrupt , from one end to the other; and there must be a grand crash, general smash, a universal expunging of old debts, public and private, and a clean, fresh beginning.
