Summary. We perceive that tne gallant Gen. Shields has been appointed Governor of Tampico. This sta- tion, although not generally supposed to be a very important one at this time, will, in the event of a resumption of active hostilities with Mexico, require the presence of a person of firm- ness and sagacity to discharge its duties. To open the road between Tampico and San Luis de Potosi, will be the first serious work required at the hands of the new governor, if Mexico refuse to accept the amended treaty; and whatever may be attempted by Gen. A fire broke out about half past four o’olock yesterdav morning, in the sugar refinery of Dennis Harris, No. 144 Duane street. The fire was first discovered im the rear of the building; and the grest quantity of combustible matter stored in the house, spread the flames with great rapidity. The firemen were promptly on the spot, and by their efficient action saved an immense amount of property in the vicinity. ‘The building of Mr. H. was very large, measuring some- thing like one hundred by fifty feet; and the walls being very slender, the great weight upon the upper floors caus. ed the front wall to fallout. There were several ladders agaivet the building at the time, upon one of which were Mr, Henry F. A fire brcke out, also, about two o’clock yesterday morning, ina stable between 34th and 35.h streets, in 3d avenue, which was destroyed, together with a valuable horsa belonging to Mr. Varian. The fire com- munioated to the cabinet furniture factory of Mr. Va- rian, near by, which was destroyed, with about $6000 worth of stock on hand; upon whieh there was no insu. rance. Several small frame houses, near by, occupied by small families, wore also destroyed. This is also suppored to be the work of an incendiary. A fire broke out about 8 o’clock, on Saturday evening, in the show window of the store of Jewett & Co., No 701 Broadway, which was not extinguished until a number of ladies’ dresses, laces, ko. &9. were destroyed. Quotations for stocks during the past week have been very uniform, but the transactions have not been large orthe demand active. The market at the close of last week was hes vy, in consequence of the absence of the steamer; and the anticipations relative to her advices wore by no means of a favorable character. Prices on Sa- turday last wore therefore drooping. On Monday the fact that the steamer must be near at hand, had « tendenoy to check operations to 9 great extent, and hold. ers were not disposed to force their lists upon the mar- ket. On Tuerday night, after business hours had olosed, the arrival of the steamer at Boston was announced, and by midnight her.news came to hand by telegraph. We published very full and interesting accounts in the He- rald on Tuesday morning, and the commercial classes were put in possession of the intelligence at an early hour, Theeffact of the news upon the stock market was trifling; in fact, the Wall street speculators hardly know what light to view itin. Thebsarsand bulls were equally at » loss how to act, and transactions on that day were to a very limited extent, ond at an average decline of about one half per cent from prices current the day bsfore. There was considerable excitement in tho street, and the probable success of the republican move- ment in France created great deal of satisfaction. — Even the Frenoh merchants forgot their probable rain in the general joy the events in Paris produced. On Wednesday the stock market drooped a little; but the rapid decline the bears looked for upon the receipt of later intelligence, was not realized, and the bulls were agreeably disappointed. A little calm reflection had a wonderfal influence in re-establishing confidence, and the downward tendency in prices was arrested. On Thursday the market opened and closed firm, without any material variation in prices, the disposition to pur- chase predominating. On Friday there was a decided change for the better, endo decided increase in the ex- tent of the transactions ; the bears abandoned all hopes of animportaat decline, the prospect being in favor of arise. The opening of the market on Saturdsy, gave the bulls great hopes; the advance in some of the fancies reached one and two per cent. Notwithstanding the marked improvement in prices, there was no anxiety to sollat the advance; the prospect of a further rise being sufficiently flattering to incline holdors to wait the open- ing of the week. Money yesterday was much easier then it had been for some time previous, and there was no dif ficulty @xperienced in obtaining loans, upon the best security, at seven percent. First rate business paper could not be negotiated at less than three-quarters to one per cent per month; but that is muolfless than the rates ruling @ week or two previous. We:haveno doubt but that the money market will steadily improve, in the absence of any thing likely to disturb financial matters. ‘The new loan no doubt weighs upon the money mar- ket; but that will soon be disposed of. The Dill hav pissed both houses of Congress, received the signature of the President, andis, therefore, a law. No alterations wero mado in the bill in the Sena‘e, and stook will be {a- sued for the loan, instead of treasury notes. It is stipule- ted that the loan must not be megotiated below par; and whatever doubts existed relative to the policy of probi biting s farther issue of treasury notes at the time the Dill passed the lower house, they have disappeared, un- der the events which have since transpired. Agents will, without doubt, be sent to Europe for the purpose of negotiating this loan, and the prospect is that they will be successful. The capitalists of Europe have within the past two months seen that the governments of Europe do not stand on » very substantial basis; they have seen how utterly powerless a king is in the hands of the people, when the people act for them- selves; and we have no doubt their minds have received an impression which never will beobliterated. The pre- carious position of the public debt of France is sufeiont to make capitalists tremble for the fate of their claims against all European governments. There is no other government in existence than that of the United States, which has within the past seventy years carried through three wars, and is #o free from debt. We have paidin fail the debt of two wars. ‘The expenses of the revolutionary war were $135,193,- 703, and the debt in 1791, $75 463,476. Im 1803, Louisiana was purobased for $15,000 000, and the debt in 1804 was 996,427,120. At the eloso of the last war with Great Britain the debt had largely increased. In 1816, the ag gregate was $127 334 933. In 1621, Florida was purchased for $5,000,000; and in 1822, the dedt amounted to $93,- 546677. In 1835, thirteen years after, the debt of the United States was extinguished; in thirteen years we paid off nearly one hundred millions of indebtedness ‘The debt of this government will not vary much from one hundred millions of dollars when the war with Mexico is closed; and that amount, compered with the existing rosources of the country, is a trifle, Wecan pay the whole of it off in ten years, ifnecessary; but as 8 portion of it 1s or will be in.» twenty years’ stock, the premium upon it will be so large, and the demand for it so much greater then the supply, that it will be held with the greatest tenseity.
