We have no doubt but that ina few yearsthe bulk of our goveroment and State stooks willbe holdin Europe. With” in the past sixty days avery largeamouat of State stocks has been purchased by and transferred to individualeliv- ing in all partsof Europe. ‘Those of New York and Penn- sylvania have been purchased by residents in Englandand Germany—most of the transfers of the first named stock, within the past three months, having been to parties abroad, These things show the revolution in the public mind in relation to our stocks; and although it is grati- fying to see people coming to their senses, we are by no meaus pleased to seo iavestments made to any extent in our public securities, as it compels us to make lerge re- mittaaces annually in payment ef interest, which tend to reduce the aggregate balance in our favor, or to in- crease it, on our import and export tra It is true, we have not sufficient capital at present in this country to hold allour owm stocks,and to develope our immense resources as rapidly as we might wish; but the amount of our State stocks is now nearly as large as it will be for many years; and when we get once more settled down, there will doubtless be a rapid decrease in both general government and State government, as these are such checks upon any increase, that perhaps we never may have such a large amount in existence as at this moment. The whole debt of the United States can be paid off in ten years from the time peace is secured. The entire debt of New York must be paid off in about twenty years, according to the new constitution; the debts of all the States will be li- quidated es rapidly as possible, and we know of no cause for any increase, even of a temporsry nature Twenty years hence, the amount of public indebtedness will be limited, compared with the present time, unless in the meantime we should have an expensive war. ‘The high credit enjoyed ten or twelve years ago by every State im the confederacy, nearly ruined every one that used it; and since, the absence of confidence has kept them in a very: restricted position. They have recovered, almost entirely, unaided, by the develop- ment of their own resources, and It would be much botter for their credit to continue below par, and thelr ability to borrow poorer than it is even now, than to have facilities to relieve any existing embarrassment by resorting to loans and a temporary addition to their lia- bilities. This may indus greater investment, until individual con- fidence becomes sufficiently established to make the de- mand for these securities more extensive than that from our own capitalists.
