EE GOMMBBCIAL AFFAIRS. MONEY MARKET. ‘Thursday, March 96 P. M. ‘The stook market was got very buovant t) day, and prices generally fell offa fraction. At the first board ‘Tesssury notes advanced | par ceat: Psnasylvania 5*, 34; Long Island destined 34 por cent; Canton ; Norwich | “nd Worcester X; Reading Railroad 3; Reading Bonds | 2 All others closed at prices current yosterday. } ‘Tho advance in Treasury notes to-day, was, no doubt | caused by tho announcement that the new loan of five } militons of dollars had been"taken at a premium ranging Jeom 1-26 to 2 per cent premium, and that the bids were Jor foll seventeen millions more than the amount want- 6d. The exoers of bids wasfor more than the loan au- thorieed by the bill which recently passed the lower houss of Congress, and there is no doubt but that the | bids for that l@m will exored the amount required as muchas they di4last spring. The announcement that the house ef Rothschilds had taken nearly four millions ©’ the loan, oraated considerable conversation in the finanstal clreles in this city, and excited a gerat deal of surprice; it is, however, nothing more than what we hava repeatedly stated. The Rothsobilis have lately seen too mush of our immense resources, compared with our limited Mabjlities, to permit such an opportunity as this new loan presented, to pass without securing it. Whatever may have been thrir prejudices, growing ont of the repudiation and de- linquency of several of the indebted States, they appear to have disappeared, and given place to confidence and faith in the security of investments made in the stocks of the general government; and thers is not the elight- est doubt but that other Kuropean capitalists will fol- low in the footsteps of the great London bank- «Ts, end become competiters for the next Joan for which this government y issue proposals Should much be the case, the premiam will range much higher then that recently received Even our own capit Mets will be influenced more or lesa by these movements of agente of foreign houses, and the government will have the benefit of the compe- tition to secure the loan. The Rothsohilds bid for the whole amount, five mil- lions of dollars; but as there were bids above the price they off-red, which had to be previded for first, they dd not get quitefour millions. Every loan we have thus far made, has been at s premium, and it appears that the longer the war continues, the higher the pre- mium obtained on loans. Fe HF By 53 260 Several of the State legisiatures have adjourned with- im the past two wee! nd the posiiion of most of our State debts remains without sny material siteration — ‘There is every prospect ofa productive season for ail our works ef internal improvement; and as no changes have been made in the tariffof tollsby any of the boards of public works, we may anticipate s very great acces- sion of bariness. Several new lines of canals and rail- roads will this year be in active operation, and impor- tant extensions of some of the old lines will be ready by the opening of nav gation. The Illinois and Michigan canal will be cpen by the first of April; and from the extent of the arrangements made fer the construction of boat have no doubt that by the middle of April, or the firet of May, the whole line of the canal will be ‘mn aatate of the greatest activity. The imme: im. portance of this camal is by nom ppreciated. It is suppoeod by many that this line will have to depend prinoip:lly upon the interior of the State of Illinois for business, while thet will be but limited souree, com- pared with the immenss quantity of prodacs from the shores of the Mississippi and Missouri rivers, and from the interior of t! tate of Miesourl, that will seek outlet and a conveyance to market, through this chan- nel, in preferonce to all others. A large portion’of the produce drawn from the extreme west through this canal, will find its way through the canals of this State to tide water, and the producers in that section of the coun- try will enjoy facilities for getting their products to market equal to maay located hundreds of miles nearer the Atlantic shore. We can form no idea of the proba- bie ammount of busicers this important work will receive this vear—it will have a foll eesson of operations; and although there is no dowbt but that the income will ex- | ceed the most ranguine estimates, we cannot form any | idea of the probable amount. The bondholders cf Iili- nois will wateh every movement made relative to this work with ‘he grestest foterest, as the improvement in the fioanelal condition of the State depends entirely upon ite productiveners. The public works of Indiana ore in order for the re. sumption of navigation, and a tariff cf tollshas been mu tually agreed upon between the board ef public works in Ohio and the agent of the Indiana bondholders. ‘The forwarders on the line antieipated a reduction, and ha’ therefore, been dissappointed; but so far as we can | tho rates aro by ne mrans exorbitont, and will not check the forwarding of produce to any oxtent, The exten- sion of the canal in this State is rapidly progrersing, and there in no donbt but that under the existing or- ganization of the caaal board, the work will bs com- ploted oa expeditionsly and as economieally as por- sible, It isa matter for congratulation that the finan’ ces of Indiana have, under the new arrangement, im- proved so rapidly; and although it may require a con- siderable lapse of time befere the boadholders will re- otive the full interest on their inveatments, they atust foo! satinfied that every portion of their claims will ultimately be repaid. The interest on the State’s portion of the public debt, under the new arrangement, has been | promptly paid; and long before the period net for a ro" | sumption of the whole aunual interest, and the payment | of interest on sorip issued for interest in arrears, tho | State will be able to pay the full amount promised Tn | the meantime, the revenue from the canal will be annually and partial; payments of interest on the canal rart of the bond The finences of Indi: ond Illinois must advance’ they cannot go back; the value of taxable property in | each is incroasing 80 rapidly that a moderate rate of taxation, with the revenue from their public works, and the prooeeds of their public ands, will suse to provide | to be carried to the oredit of the sinkingfund, while th> 45000 do 1800 Ohio 6s, 60 150 do i lo 99 100 L Islaud 28 31 23000 Ills Fand Bds 46 £00 do ¢ 31 5000 Keading Bonds —60 do boo 31 do 49% 200 do 460 3 ane Ce 59}@ 250 Harlem RR 4734 ast? The report of the Committee of Ways and Meanst the legislature of Murylend, places the finances of thao State in a very favorable light, and gives the most en- couraging exhibit of the condition of the treasury. It appears that the receipts of ths last year were sotually | larger thau anticipated; while the expenditures fell be- | low the amount calculated upon. According to the es- | timates, there would be but about fifty thousand doliars actual amount added to that fund was $208,000. The einkiog fund now amounts to $1,642,934, netting on annual interest of about $90,000, which is invested an fast as it accrucs, in State stocks. {t is estimated that this fund will discharge the whole State debi in less then twenty years. ‘The aggregate nominal smount of the State debt, in oludiug arrears of interest, i $16,175,062: of this amount the State pays interest on but $10,827,062—the Aniereat on the balance, $5 $43,000 being provided for by the companies for whom stocks and bonds were is- sued, The sinkiog fund of the State, amounting to $1,642,934, is composed of its own stock and bonds; therefore the actual amount on which the interest is Payable out of the revenue of the State, is only $9,134,- | 128. Those facts are sufficient to satisfy every bondbolder of the safety of his investment, and the ability of the State to pay the interest on her debt punctually at ma- turity. $1000 Treas Notes 19000 de Clt’¥Y TRADE REPORT. Mr. Hatl thinks the Geety takes an unfair ed- vantage ot Mexico, aud that we also pay too much for the whist! Mr. Baldwin has some- what the same opinions upon tie eubje of the Senate on both sides, peace which may be sified out of the erude ma- terials furnished by Mr. ‘Triat. One great impediment to the free consent of the whigs to 2 peace upon the basis of this treaty is, that the admmistration is so anxious for it i) hey would rather dictate to the administration, than to act according to its recommendations. It looks like deserting their party, to sustain the administration, even in a py with Mexico, though they are equally desirous of peace; be- sides, there is a great falling off in the dignity of senatorial action, to play second fiddle to an ex-clerk, and an ex-commissioner, ecting with- out authority, and under an official bill of ex- communication and disgrace. But the ease ia urgent, and the question of | peace or war, with the force of the outside pres- | sure, is irresistible. Mr. Gales, ot the Intelligencer, knows it; and hence he has been working ag faithfully as Father Ritchie, to persuade, by | means of the outside pressure “of public opinion, to induce the Senate to make a peace out of the schedule in their hands. What, then. with the pressure of the administration and Father Rite sires onthe one hand, and of Mr. Gales on the other, with his extracts from the aewspapers ullover the country, there is no escape. Peace must be made, and the treaty must not be utterly rejecte The plan, then, is to modify the treaty, and return it to the President with a recommenda- | tion of one commissioner, or three commission- sees it, and ‘| ers, to take it to Mexico for ratification.
