MONEY MARKET. Tuesday, Feb, 29-6 P.M. The stock market epened heavy this morning, and prices receded a fraction. There was not much done st either board, and operators appear little disposed to do muoh until the srrival of the steamer from Europe, Bow due, and more definite intel'gence from Washing- tom relative to the treaty. At the first board to-day’ ‘Treasury notes fell off 3 per cent, U.S 6s, 1867, 34 Far- mers’Loan 34, Morris Canal %, Canton %, Long Island %, Reading Railroail. Reading Bonds and Harlem closed @ prices current yesterday. At the second board there were very few sales, without any material alteration in prices, It is stated that the banks have bid as high as one per cent premium for the five millions Treasury notes @dvertieed by the government, asthey are more favorabl, to that mode of making s loan than by an issue ofstock. ‘There is no doubt but that Treasury notes will be issued for the full amount, as higher bids will be made for them than for a six: per-cent stook. The new Ioan bill hes not yet ‘Deen acted upon in the Senate, and it is possible the treaty may be disposed of before a vote is taken upon the bill as @ ratification or rejection of the treaty may have some influence upon the insertion of the clause autho- rising an issue of Treasury notes. Ifthe treaty is ratified, @ tix per cent etock can be easily negotiated at par or above; but if it is rejected, the privilege of issuing Trea- sury notes, if necessary, may be required to raise the money. ‘The Bank of Cayuga Lake has resumed payment, and its bills are but one per cent discount. The transier books of the North American Trust and Banking Company have been opened at the American Exchange Bank, and fifty cents are charged for every transfer made. This willbe source of considerable revenue to the company, as it is estimated that more than five thousand dollars will be paid by the stock- holders and speculatore into the hands of the receiver, for transfers made every year. This will pay the re- ceiver’s salary, and give him a chance to earn it, which the business of the company has never before enabled him to do. Ifthe stockholders and bondholders of this ooncern could be brought together, a compromise could be easily and speedily arranged, and its affairs satiefac- torily eettled. We learn that a proposition from the bondholders has been received by the receiver, but for some reason is withheld from the stockholders. ‘The quantity of certain articles imported into this istrict, ineach of the past three years, was as annexed. Wool, bales, 10,008 In nearly every article of foreiga importation there hasbeen 40 increase in 1647, compared with the pre- vious two years, and tho receipts of domestic articles have generally been larger than usual. It will be ob- served that the importation of iron, in 1847, exceeded the aggregate of the previous two y The above table merely includesa few of the staple articles of im- portation, and does not enable us to form a very correct | idea of the foreign import trade of the port. Foreign menvfactures of cotton, linen, wool, and worsted, are ‘too numerous to detail,and we are, therefore, without returrs showing the fluctuations in that part of our foreign trade. ‘thess m-nufactures was unutually lar; and mos: of the incroared valu of the aggregate importation of 1847, compared with isi6 was in foreign manufactures of linen, cotton, silk, wool, worsted. So far, this year— 1848 -the imports of these goods have been large, and our auction houses are filled with them As the reason advances, thesurplus stocks will be forced off under the hammer, and the advances made by houses in this city tothe mauufacttrers will be barely saved. Notwith- standing the large imports in the early part of last year, compared with the year previous, this year, thus far, they have exceeded any previous one rince the great speculative year, 1536. It is true that the whole of the increase is not ja dry goode; but, whatever it ie, must be paid for at some price, and, at present, the prospect of paying for them in our exporte is indeed very poor. We have, however, not much fear of this state of things running on toa ruinous extent, ss it generally regulates iteelf before it reaches a dangerous point. There is ore favorable feature connected with the import trade of thie country this year, which is, the re- duced prices of all the most important articles reseived. Prices for every description of irou manufacture rule from twenty to thirty per cent below those current a year since, and every variety of manufactured goods has realizeda shiailar depreciation. There a, therefore some consolation in the fact that, if we are getting glut- ted with foreign goods of all kinds, we get more for the money thanever before. It is possible that a large im- portetion of the most stapie articles of foreign manufac- ture--particularly thore of icon—bas been ordered at pressat low prices, even in the absence of @ demand, in Antipipation of a great rise as sooa as the financial affeire of the Uaited Kiogdom of Great Britain, and of | Europe generally, become established upon a sounder and better biais. The abundance of money in Fug- lend seeking employment, and the reduced rates of | interest ruliog out of the bink, must have very soon o | favorable influence upon the manufacturing interests of Great Brit prices to some extent. Our own iron manu‘acturere bave been compelled to suspend their operations par- tially, in consequence of the low state ef prices on the other side; several suspensions have already taken place avd the whole businers is in a very sickly, languishing tate. The exports to Mex- foo were valued at $20,721 49. It is a ouriosity tolook at the great variety of articles shipped from Boston to the West India islands. The export trade of that port with Great Britain, or any part of Europe, is limited. But two have been re ceived, and one of these was direeted to the geo tleman who received it under a flying seal—that is, he was to have despatched it after perusal to the Minister for Fore iga Affairs of his government Some will have it that there are fifty copies ia town besides those in the hands of Senators The fact is, however, asT State ; two copies only have been received. Tf the Senate had been enabled to act at ones on the treaty, it would have been confirmed with few disventing votes—so great was the prepons derance in favor of peace when the news eame that it wag in prospect; but it has been epread before the public in the Herald, and public sen- timent has been in some small degree elici ed, and now the chances are strengly against its ra tification. Indeed, would give it as my con- viction that it will not be ratified, but that I do not wish to speak with certainty of an eveut tn futuro, 80 momentous, so strongly calculated to influence the business coucerns of the country, and, up to the last moment of its consideration, 80 subjeet to the alternations of individual sen ment, an element in the production of legislati results that experience proves to be somewhat unstable. The treaty, as you will recollect, was received on Sunday, the 20th inst. An e xtraordinary meeting of the Cabinet was held 0a that ni atthe President’s, and, as 1 informed you, t President declared himself in favor of sending in the treaty, and was vigorously opposed Tho Cabinet remained in cession until after eleven o’clock. On Monday, it again met at noon, and continued its session for nearly four hours end 4 talf. Before it broke up, a decision was artived at, that the treaty should be sent in to the Senate on the nextday. Accordingly, it was sent in on the next day, but was about an hour too late, as the Senate had adjourned out of respect to Mr. Adams. On Wednesday, it was again cent to the Senate, read in secret session, and ordered to be printed. It was then found that the President recommended a modification of it, so as to ex- clude the provisions confirming the grants in Texas and California—aavised its ratification with this modification,and declared that he would cheerfully co-operate with the Senate, if that body should strike out any more feasible and railable plan for ending the war honorably. At st, scarcely a doubt existed asto its ratifica- tion, although the President had been advised by four of the five members of the committee on foreign relations not to sent it in. But then the awkward question arose, how this treaty had been negotiated. It was found that its nego- tiation was a misdemeanor against the laws of the United States, and that the commissioner who had undertaken to treat on the part of the United States, was no commissioner at all, for his powers had been revoked. In addition to this, objections arose to the body of the treaty. Some are in favor of a greater indemnity— others do not like the boundary—others are op- posed to any acquisition of territory—others dis- like some of the provisions—and others, and indeed, T believe all, think the document a very wretched document, and by no means an im- provement on Mr. Buchanan’s brief, simple and comprehensive projet. The friends of General Taylor are in favor of rejecting this treaty, and of sending down a commission to treat with that of the Mexican government. If the treaty be not ratified, this will be the only course left. Shortly before one o’clock to-day, the Senate went into executive session, and remained with | closed doors till near four. There was a free interchange of opinion, but no approach to de- finitive action. Mr. Butler delivered a speech of great power against the treaty. Mr. Calhoun al- so spoke briefly, and with more than ordinary eflect. Mr. Allen delivered a speech marked with unusual vigor and eloquence. The speech- es were all worthy the occasion. Mr. Webster 18 to address the Senate to-morrow. The debate willcontinue the whole of to-morrow, and the vote may be taken on Wednesday, although that is quite uncertain. Should the defeat of the | treaty be certain, then the vote will searcely be taken before next week.
