There is under contract and in progress of grading # line of about 55 miles, extending from 30th street in this city to Breakueck Hill in the ooanty of Putnam. This com- pany have hed to pay roundly for the right of way as Tar as the line has been laid out, aud the prospect rela- tive to this item of expenditure is so very unfavorable that the company have applied tothe legislature for a ohange in the method of arriving at the value of jand required, The value is now regulated by a jury of twelve men, an authority considered by the law of the land, sufficient for the disposal of lifs or limb, and is, wo stould judge, cuffisient where the value of property ‘was concerned. The company have not pursued # course in this business calculated to make it popular along the ne, and there is every probabilty of further obstructions being met in their progress. There is every prospect of this road being eventually completed, but whether un- der the present organization or not is a question. It will be beneficial to the places along the river, during the suspension of navigation, and to a certein extent throughout the year, but we have never hed but one opinion as te its productiveness ; we have from the time the charter was obtained, given it ae our firm belief that the road never would psy fair dividend on its cost, although it would be of much benefit to the city. ‘Tho business clesses in the city and along the line will ‘be senefitted, but we fear the stockholders will be the oufferers. The annual report of the Winchester and Potomac Rallroad Company presents its affairs ina very favor- able point of view. The receipts during the last four- ‘teen months, for transportation, show an increase, com- pared with the corresponding period in 1845 and 1846, of 24 per cent, and of 29 per cent increase in the re- celpta from passengers, There were transported from Wincherter to Harper's Ferry, during the year, 210,107 barrels of four, and from the Potomac river to Win- chester, 9616 tons of morchandize, 2903 tons of plaster, and 926 tons of coal. Politics —Mistatements— Mr. Wilmot—The President. It has been frequently stated that Tennessee has gone for Mr. Casa, although the delegates have not been instructed. This is not true. The T ennecsee delegates are not favorable to Mr. Cass; neither are those of Mississippi fa- vorable to Mr. Dallas, as has been erroneously stated. Mr. Dallas .was not thought fof in Mississippi, in connection’with the Presidency; and if the delegates had been instructed at all, 1t would have been in favor of Mr. Buchanan. Now that Mr. Cass is virtually “killed off” by the indiscreetness of his friends, it 1s the Presi- dent’s design, I understand, to raise up Mr. Woodbury for a while, to take his turn in ad- jueting the balance in his favor. Obscure inti- mations are thrown out, that the roome of a cer- tain not very prominent member of the Cabinet, are to be the Woodbury head-quarters; and the barn-burners of New York, it is quietly inti- mated, are favorable to that gentleman’s nomi- nation. This stitement must be as amusing to the barn-burners as to Mr. Woodbury himself, who knows very well that he is more obnoxiour to that party than is any man in the country, ex- cept Mr. Cass _Mr. Woodbury 18 too closely identified with Mr. Calhoun, and his defection from Mr. Van Buren. is too fresh in the minds of the friends of the latter to be soon forgotten He is unfortunately too vulnerable ever to be avail able as a candidate. One week would suffice his opponents to tear him to pieces. It is really too bad, that a gentleman like Mr. Wood bury, quiet- iy engaged in the pursuits ot hia office, should be dragged into the contest for mere party ends, and with no serious intention of nominating him, when his own feelings, and those of his friend: , must be strongly averse to any such use of his name. Mr. Wilmot’s attack on Mr. Buchanan the other day, is universally condemned ag unwar- rantable, spiteful and out of place. His casti- gation of the Union wi ichly merited, as the provocation was very gross and aggravated but in assaulting Mr. Buchanan ne laid himself open to ridicule. That any sane member of Congress should suppose that he was persecuted by the Secretary of State, through the medium of the Union, because he would not aid in his election to the Presidency, can only be accounted for by considering that that member is the mover of the Wilmot Proviso. Mr. Wilmot is, moreover, one of the most vulnerable members on the floor, and he has been hitherto spared by Mr. Buchanan's friends, at the Beets instance of the latter. But the attack was ill-judged in another respect —that it gave the editor of the Union an oppor- tunity to take shelter under the shield of the great Secretary, with whom he was most incongruously coupled in Mr, Wilmot’s speech; and it was ludicrous to see with what eagerness the old gentleman availed himself, in his rejoin- der, of this fictitious connection. There is every symptom of a disposition on the part of the President to recede from all his ae si- tions on the Mexican question—not wholly t withdraw the army, but to accept such eicoall indemnity as will make this country the laugh- ing-stock of the world, and this in direct oppo- sition to the principal "members of his cabinet. Should circumstances so shape themselves as to give him an opportunity to carry out his present purposes, he will lose the co-operation of men, without whose aid his administration would have been the weakest the country has ever seen.
