By the arrival of the steamship Sarah Sands, fom Liverpool, we have seven days’ !ater intelligence from all parts of Europe than that received by the Acadia at Botton, The commercial news does not amount to much, The markets, at the letest dates, exhibit no ma- terial alteration, alihough there had been in the meantime several fluctuations ia prices. Cotton and corn had advanced and fell off in prices, first cotton ‘was up and corn down, then corn up and cotton down, closing at prices tho same as those current previous to the changes. There was very little doing in either of these staples, and the money market was more de- pressed than at the departure of the steamer of the 16th of January, and quotations for stocks generally lower than previously reported. Notwithstanding this unfavorable uapect of things, the builion in the Bunk of Englond was steadily increasing, supplies coming in from all directions, The rates of interest had not been changed, and there was every indication of quiet times Jn the commercial aircles of Great Britain for some time to come, This, however, was to have been ex- preted. After such a tremendous revulsion, it will require @ long period of repos to give tone ond strength to the ain of commerce, and {t will without doubt, be a lo ime before we shall again be in the rate of interest, or an indication of a return of spe- culation, We look upon the news as precisely what might have been expected, after so much prostration in every thing connected with commeroial matters, and we anticipate advices somewhat similar by the steam pack- ets for sometime toceme. It will be a long time before the manufacturing interests of Great Britain re. cover their wonted energy and activity, and until they do we cannot look for much improvement in prices for our great staple, cotton. This work has progressed as fast as the iron could be obtained. There are now laid down and in use about 23 miles of new track, The iron necessary to complete a single track, with suit- able turnouts, has been constructed, and most of the last half ot it is now rolled. This is made in the State of Pennsylvania, and the whole will be reosived as soon as it cam be transported in the spring. Under the law which requires an iron rail to be laid ‘upon this line of road, this company has proceeded, with the intention of completing the same as early as prac- ticable the ensuing season. It requires 5,000 tons for @ single track. One half of this is contracted for and made at Trenton, in New Jersey, at a cost, delivered in Utioa, of something over $74 per ton. The last half, contracted for s year later, will cost at Utica about $69 per ton. These contracts were made at the most favo- rable prices at the time. ‘The exigency of the law referred to, and the ear. nest wish to meet the public expectation in respect to a new track, required the prompt purchase of the iron, al- though the prospect ofa great reduction in the price was very clear. That reduction has now taken place, and English rails delivered in New York, have been recently contracted for at $62 50-100, whereas the company paid $70 25-100 at Trenton, in New Jersey, for 2,600 tons, and are now paying $65 75-100 per ton in New York for s like quantity, thus making a difference in the cost of the whole iron, over the present price of English, not less than $75,000,which this company has paid and assumed to pay. That part of this line that shall hereafter provide the iron rails, will have at least this difference in their favor upon an equal quantity of iron, It is the intention of the company to proceed imme diately to lay another track as soon as the first shail have been brought Into use, for experience has shown thata double track is necersary to conduct a large bu- siness safely. In preparing for the transportation of property, it was deemed necessary to add @ large increase to the stock of freight cars and engin: This addition will cost aout $100,000, and it remains to be seen whether muoh property can be carried, and whether there is not an ample outfit for that object. Thus far, the present winter, there has been no acoumulation of property of- fering to be carried beyond the means of transporta- tion. The advices from England up to the 15th ultimo, re- ceived by the Acadia on Wednesday morning 2d inst., are by no means encouraging for our staple. The de- cline of one-eighth on ths better grades, quoted in the Liverpool circulars, is perhaps not quite so tangible and well defined, yet, on the other hand, there are a variety of clroumstaices in connection, which render the ac- counts in question decidedly unfavorable, and as they were different from the expectation ot operators here, @ dull and declining market has been the result. It con tinues to be evident, that holders there have to depeud exclusively om the demand from the trade, who have no inclination, and little sseans of purchasing beyond their actual wants; and impressed with the conviction of an ample supply, importers have offered their reoeipts of the new crop frecly, and rather pressed them upon the market, bringing the range of prices within a narrow compass. The small advance which had been realized at Liverpool in the operations of the preceding two weeks, had at once the effect of checking sales at Man- obester, and general trade there, which had showed such bright symptoms ot revival, had again relapsed into in- activity. ‘I'he stock of bullion, aud the reserve of un- employed notes in the Bank jof England continued to increase, and public securities were advancing daily in ¢alue, thus showing abundance of money; bit mexsan- tile credit has received such # shock, that # compara- tively small portion is allowed to flow into commercial channels, Each successive arrival from India also brings sccounts of improving markets for British manufac- tures, but the length of time required in operations with euch distant customers, puts it eut of the power of mer- chante ond manufacturers, in the present state of cre- dit, to avail themselves of the favorable opening. In the present posture of affairs in England, the crop question must necessarily excite le-s than its usual at- tention A crep oF 100.000 or 200,000 bales, more or Jess, willmake Dat litele difference, for it isu fixed fact, vhat it is no: only an abundant one, but far more than adequate to the consumption, and the later accounts fcom the various South-western poris advise thatfplant ers are commencing to exhibit less reluctance to meet the views of buyers, being pretty well eatisfed that the range of prices this season will be on a low scale, Fao- | tors, however, do not appear to be pressing their stocks | onthe market, but on steadily selling at fully our- rent rates. ‘he probability is, that the crop will soon come into market freely, and that but little will be held over for unother season.’ The discrepancy between the receipts of the last two seasons is gradually disappesr- ing; the difference now stands at 70,000 bales. The stock at Dumerous new depots in South Carolina and Georgia, is larger than ueual, and only waits satisfactory prices to be thrown rapidly into the ports.
