IRTRLUGENCE BY THE MAILS, APPAIRS IN WASHINGTOR Wasurneton, Jan. 17, 1848. Mezico—The War Bill in the Senate— The Whigs Waking up to the Danger of Annexation— | Speech of Mr. Butler—Reporters, §c. Mr. Mangum, to-day, clearly proved, that he has been reeding in the newspapers something about the annexation of Mexico. He desired to know, by resolution, what the President pro- posed to do, in the further proseeution of the w Mr. Cass submitted that the information might be of such a character as to render it im- | proper to communicate it to the Senate. Mr. Mangum, from that moment, took the alarm. Mr. Clay was sitting on the sofa behind Mr. Mangum, without the bar, and appeared much interested in the debate going on. Mr. Mangum thought the information asked regarding the plans of the war could only be refused because the administration was afraid, a8 yet, to disclose its zeal designs to the American people. He was not disposed, either, to submit to such as- | fumptions of desjotism, nor that the Senate should play the part of mere puppets to the ex- ecutive, He spoke with much earnestaess and indignation at the assumed right by Mr. Cass, in behalf of the President, to say what was proper or improper to communicate to the Senate. The Senate hud a right to demand the information, and it was the duty of the President to commu- nicate it. Between Messrs. Mangum, Cass, and | Allen, the resolution was debated till one o’clock, when the bill of ten regiments was re- sumed. Mr Butler, of S. C., in aregular speech, ex- ounded his position, which, we understand to 8 the same asthat of Mr Calhoun, though he preserved 2 more diseursive range of discussion than his co!league, and descanted more upon the conduct of the war, the results achieved, the prostration of Mexico, &c. The chief poiutofes- preial notice in Mr. Buier’s views, as expressed to-day, was his recommendation of a special board of peace commissioners, tobe chosen from our most distinguished men, and to be despateh- ed to ico with full powers to conclude a treaty of pence. He would aiso give the Mexi- cans the right to propose the boundary they would be willing to yield, and if they sheula concede tous the Rio Grasde, including New Mexico, and the line of 37 deg. N.L, West trom the Rio Grande, hie would, for the sake of peare, accept it ae. . This suggestion of the peace commissioners ha- ving been thus thrown out, we m+y expect to see it prosecuted ; for the state of the case requires the adoption of a last effort of some sort to ar- Test the rising tide of annexation, which, if not promptly arrested, will go on straight dowa to the neck of Panama without stopping, and re- turning, will sweep over the whole of the West | India Islands, Hayti and all; for, as Mr Cass | said to-day, you might as weli call to Niagara to stup flowing as to attempt to stop the people, if they once resolve upon annexat: Kesolutions were adopted as committee, to-diy, toadmit two of Dr. Hous- ton’s reporters on to the floor of the Senote ; and also to clear the other reporters out of the square gallery, which isto be given over to the ladies ; and to fix up atthe coraers on each side a bal- cony for reporters generally. Any thing, gentle- men, so that you give us a place for hearing, aud gering, aud writingdown what is going on in Open session. Wasuincron, January 17, 1848. A Marriage in High Life—The Postmaster Gene- ral—His Mode of Dispensing Patronage—Cor- ruption, &c. To-day, at twelve o’clock, Sarah, the daugh- ter of Senator Benton, was married to a young gentleman of St. Louis. There were seven bridesmaids. The happy couple (with their friends) took -passage in this evening’s cars for Baltimore, whence they will go West. Colonel Benton is one of the kindest and best fathers | that ever lived; and when he took farewell of his daughier at the depot, he pressed her in his arms, kissed her, and said, “A father’s blessing go with you, my child” He also bade an affection- ate adieu to his new-made sou-in-law. A move was made ia the House, to-day, by General McKay, to restore the former arrange- ment for carrying the Southern mail. Talking of Cave Johnson, have you heard that he recent- \y gave a good fat iob of printing mail routes t a Datch paper in this city, called the “Zeitung?” He has been patronizing the establishment tor 8 veral years, and in return he gets Dutch puff- from the editor. I have been told that all the oe: patronege to this concern is five thousand doliars a year. If I have been wrong- ly informed, perhaps the Post Office Committee of the Hous» of Representativ-s can inquire int the facis. I see you justly complain that the Post Office officials pass by the Hera’d, which is legally evtitted to governuient advertising. Oaly see; the Darch paper has not tour hundred sub- seribers, (some say, not two) and although the concern, first us a Tyle: organ, then as a Polk, has been here about four years, | have no where scen a copy of it; but if Laid, I coulda’t read it Tne .ditor of the Cleveland Plaindealer suys he was recenily in the city, and cailed upon the Postmaster Gon-ral to know why his paper. having the largest number of subscribers at that plac, had not the priating cf dead letters, &c., iven to it. “1 bave heard that youre a ilnot proviso man,” said Johusoo, ‘and I re- quire yeu to give your Views in writing.” Now, the editor of the Duteh paper will declare any wey. Perhaps Mr. Johason could not pay the railroad tumpasy what it asked, because he waated the diff-reoce of the amount offered and that asked, to feed his saur-kraut puffer in Unis city Mr. Johnson, however, is not the only head | of department who throws patronage in the same { ! | ported from channel. Brooke and Shiiliugton, your ageut- in this city, have their periogical depot, corner ot the Avenue aud Four-add-a-halt street, crowd-d every moruing on tne arrival of the | Herald. They seil single copies, as Well as re- ceive snbserip!ions. Mr. Haut, of the House, who has been sick for weverai Weeks, resumed his ceat to-day. Feuix. Batt more, Jan. 18, 1848. ¢ Recall of General Scolt—Financial Affairs | of the City—The Office Scekers—Tae Model | Artists, §&e It is positively asserted here that General Scott has been peremptorily recatled from the seat of wer, and General Worth placed in suprume com- mand—thet all those placed under arrest by Ge. neral Scott have veen released, and he ordered home in disgrac the Presidenc does not show good and sufficient reason for his action in this matter, the recall of General Scott will | be likely to result in making him President of the United States. He only wants alittle go- vernmeat persecution, added to his military fame, to make him President. Our City Council assembled yeeterday, end re- erived the annual message from the Mayor, which shows the financial affairs of the city to be in a most prosperovs condition During the past year, there were erected 2006 houses, in- creasing by the new assessment the taxable pro- perty of the city no less than $11,700,000. The office-seekers of Baltimore are beginning to grumble at the new Goveroor, for not making his appointments before thistime. There are about seventy-five expectauts for the office o justice of the peace, all of whom are studyinf Blackstone with an energy unprecedented..g¢ The nomber of applicants for wood corder inspectors, &c., are doubly numerous, and daily inereasing. The Governor hus efi Annapolis, ona visit to his family at Easton, doubtless to avoid their importunities; and the probability is, | that he will send his appuintmeuts trom there to Aan«polis. ‘ The Model Artists had an overwhelming house last night, ams €em to prosper unprecedntedly, | under the cens renipof the press. The exti- bition is certainly a grand one, but should not be witnessed by an indiscriminate andience ot mal+s and fernales. Toere has not been a lady to witness their p-rformance here, and probably will not be, unless an exclusive lady’s night should be given Mrs. Burton appeared Jast night at the Front etreet theatre, and, as usual, drew a crowded house Puvaveronia, Jun. 18, 1843 Harrisburgh Convention Pire—Telegraphic In- | ter, uption, §c., § | The delegates selected yesterday to the Har- risburg convention, by the e suppor county delegation, Me Da of are all pl nominution as President This was inauguration day and | nt soon the members of the Legielature mec in | convention, and after Governor Shunk was qualified, he delivered his inaugural address t Harrisburg, 24s 25 bage. bas been moved at 293 to 30a for old, and 34 3d Heegee timer of rari emai It A packing-box make: #, ia Dock street, was set on fire last night; but its prompt disco- very enabled the firemen to extinguish it in a very short timé.
