The packet ship Siddons, for Liverpool, carried out 96 666 in specie ‘The able report of the Comptroller of this State, for the year 1847, which is given at length in another part | ofour paper, is exceedingly full and comprehensive, rela- tive to the State debt and the banking systems of theState 1t gives all the particulars of the operation of the Safety Fund and the Free Backing systems; showing the num- ber of bank suspensions, the losses both to the stock- ‘holders and bill holders; the amouat of eeourities lodged for the security of the bill holders, at the par value; the econ: tingulshlog the different systems. The report also gives the returns of speoial agents appointed to investigate and liquidate the affairs of those banks which have ex- ploded ‘The finances of the State are in a very prosperous con- dition; the public debt is steadily and rapidly diminish- fog, and the revenues of the government from its public works are increasing so rapidly that the extinguishment of the State debt, at the time stipulated by the new | constitution, will be easily accomplished. The public works have produced, the pa:t year, a very large net income, The cost of these works to the State, up to De- cember let, 1847, was $30 957 336; and the gross income from tolls,Yor the year ending September 30, 1847, was | $8,681,771 ‘The expenres of repairs, &o., forthe year | ‘Was $643,766, leaving a net income for 1847, of $2,888,005. The best, and | most favorable calculation we can make, relative to the value of the circulating notes of the freo banks, make them worth from eighty, to eighty-five cents on the dol- lar. Upon its detivery to the two houses, it will be taken westward by an extra locomotive. Its tranamission by telegraph is @ feat which cannot be accomplished with accuracy, orextra- ordinary cclerity, as wes demonstrated last year, when it was transmitted to New York, by telegraph. ‘The meseages of the present Governor if this State do not excite that intense interest with which the public were cecustomed to look forward to the publica- tion of the messages of Silas Wright or William H. Seward. In bis message we shall flad Mr Young taking ® position upon the war question decidedly hostile to that arcumed by Mr Clay. 1 think we sball fiod him (if we find him anywhere) opposed to the abandonment of the poritions which re been gained ny, our gallant brethren in arms, Expediency will deter bim from op- poring the war. Except upon the war question, Mr. ‘oung may rafely be termed a radical whig. Upon the subject of internal improvements me the Governor will not now recommend an ame! ment of the Constitution, iv order to secure additional approp: tions for the enlargement and completion of the o nala; the appropriation of all the surplus revenue of the lest fiscal year. for this object, which was made by the Legislature of 1847, may incuce him to acknowledge the inexpediency of resortingtoaloan ‘I'he moneys already appropriated will go far to improve the capacity of the great Erie artery here is nothing for the ———. to do or to 1 regard this as @ pe- cnlistly auspicious circumstance. So long as the governs ment must be administered by proxy, so long I trust that the duties of the Executive may not be ofa parti- cularly arduous pn: Avsayy, Jaw, 1, 1948, The new State Officers, &e. Fc. ‘The new State officers were sworn into office to-day, and thus commences the whig administration. It is now several years since that party was in power, avd it remains to be seen whether they will learn wisdom py pest experience. Governor Young is a shrewd. senribla man, and knows more thanany other of the leaders, what in the true policy of the State. Seward ia a child to him, both in point of judgment and tect. Fillmore isa man of respectable, though not eminent capacity, not to be compared with the iste comptroller in financial skill. His is the great department, on which more depen than any otber. The course of the whigs, when in power before, was of 8 ependthrift character, and had they held the reins of office much longer. the State would have been driven on the rocks of repudiation ; but with the change of rulers a change of policy encued in °42, which saved our credit. It remains to be seen whether they will again plunge into extravegant outlays of the public money The new constitution ties up the hands of the legislature to some ext+nt ; still corporate mo- nopolies are not unlikely to be created, and yarious means resorted to foremptying the treasury and bur- theniog tax payers Nous vervons. The ancient metropoli will undoubtedly bs quite densely populated for a week toeome, as several hundred of those who have gone down are (ffice-seekers, and intend to remain until they are appointed or disappointed. jParcapezruta, Jan, 3, 164, Two Men Shot—State Finances, $e. $c.
