2eqous damages expesienced from frechets, have reduced the revenue below the estimated amount. It hes, hew- ‘ever, been large enough to place the payment of the in- terest beyond a doubt, and the measures adopted by the State Treasurer are more precautionary than ectual- ly necessary A large amount of these stocks has feorntly ben put upoa the market, and the decline within the past month or two hes been more than ten per cent. We have no idea that any of the tal-s have been made from any fears relative to the payment of the interest due on the Ist of February next, but it is the general impression that they have deen the result of the recent changes in the money market, and the receipt of large lots from the other side State stocks to « large amount heve recently been received from Europe, and foreed sales have been made. ‘Weare pleased to see these remittances, as they fall inte the hands of those on this side, at the deprecistion in prices, able to hold them. When the capltg)iss of Europe are again prepared to make inver'sints fm our State stocks, they will have to pry round prices for them. The sacrifices they are now waking to realize, is so much in our favor, as we know thelr va~ lus, and every dollar coming from Europe in this shape is better than double the amount ia gold and silver ; ‘we not only get more than the market value, bus we a large amount of money frou leaving this country an- nualiy, in the shape of interest. It ise very extraordl- nary feot that the stocks of our delinquent States, such a8 Tlinols and Indians, are more firmly held in Europe’ and command comparatively better prices than those ofa solvent, dividend paying character, The mergin for en improvement in these depreciated securities ie so great, end the prosprotrelacive toa full resumption so prowis- ing, that holders have no digposition to part with them Nothing new has transpired relative to the financial affair of these drlinquent States. The funding of the {interval improvement bonds of Iilinois is steadily going on, and the evidences of the debt of that State ‘will soon be placed in a tangible shape, and those inte- vested will know what the actual indebtedness of the State is. This isa very important matter, and as soon asit iseet‘led, we have no doubt the effeot upon the market value of the stock will be very favoiable. The conversion of Indiana Stat ¢ stock is going on very rapid- ly. Neagly the whole ame ant or the debt has been sur. rendered, and the arr ngements made with the creditors are progressing favorably. These States will, oue of these days, emerge fromthe darkness and confusion whioh have surrounded their flancial affcirs, and stand high again in tue estimation of their creditors. An extraordinary meeting of the cabinet will take Place to-morrow, to decide upon the policy to be sdopted by the administration. 1 think it probable that the de Ubegation will extend over several days, but a decision will certainly be made on the information now in the hands of the administration. Immediate peace ts not probable, nor do the despatohes of either General Scott or Mr. Trist ooptain any thing affording @ reasonable prospect of w treaty at all satisfactory to this country, although the latter gentleman continues to hope perse- veringly, ‘These hopes, however, based asthey are onthe passing ev:nts in Mexico, as shifiing as the sands of Saberawhen &gitated by # storm, nud as evancrount as the combinations of » kaleidesco;e, will not, and ougbt not to, influenee the views which tho President @ill sub- init to Congres. These views, tnery is every reason to an- ticipate, will be based on the belief that porce is not in immediate prospect. It may be thgt, ot the eleventh hour, we shall hear by Col. Harney’s traisthat digxivo has at length resolved on peaoe ; but there is nothirg whatever to warrant such an expectation. On the cou- trary, to judge by the information already reorived, it is almost certain that we sball have no tidirgs of peace by that train Should the event prove so, the Président will be obliged to adopt one of three courses—either to give no advice at all; to advise the adoption of a defensive line; or the total sub- Jugation uf the States of Mexico in detail. The first he ‘will not do, lest he be deemed timid; of the two o'here be will bably advise the later Should he adrise apy d+ fensive line, which is not probable and tourcely poseible, thac line will be the Sierra Madre. ‘This will be the question on which the great 1.1/1 Will be fought in Congress—the suljugetion of (1.6 «1. .¢ © Mexico, or the retention cf a part. In the Senate, it ia prob» ble the admi- nistration will have a small working msjority.
