Flour opencd in the fore- noon at yesterday's quotations, or slightly under pre- vious rates; but during ’change, increased dullness be- ‘camo apparent, and seles were mado towards the close showing a decline of about 12g to 25e per barrel, on new brands of Oswego, Michigan, and Genesee. Wheat.was also loss firm, and sales were very light. BY ELECTRIC T EGRAPH: News from the South. Perensuuna, Nov. 7, 1847. ‘The mails have all been received from New Orleans Col, Vanallen, bearer of despatches to Gen. Taylor, | New Orleans for the Brazos. The Delta intimates that these despatches contain orders from the Cabinet to hold in check any parties making warlike demonstrations in the northern provinces of Mexico, and that fresh troops will be sent to Gen, Taylor. The steamship Narragansett, from New York for New Orleans, got ashore on the 23d ult., sixty-five milessouth of St. Augustine. She is supposed to be # total loss. Interments from yellow fever at New Orleans during the week, twenty: -three. Leave of Absence Granted to Gen, Taylor, dc. Wasninaton, Nov. 7, 1847. The Union says that the Adjutant General has re- ceived @ letter from Gen. Taylor, asking leave of ab- sence for six months, as his services at present were not wanted. Gen. Taylor expresses a desire to arrive at New Orleans on the Ist of December. In the mean- time, he will come to Matamoras and wait an answer. ‘The Union says that leave of absence was grauted. ‘The weather is cloudy, and a rain exp@ted. No despatches were received from the headquarters of the army by last night’s mail, nor hes government been pvt in possession of any information further then that furnished in the New Orleans papers. The news is somewhat contradictory. Advices from the city of Merico are said to have reached up to the 7th ult.— nine days later than previous intelligence. It is sald that a quorum of Congress bad failed to attend at Que- Tetaro on the day designated for its meeting. If this be true, that body could have taken no legislative action, and yet it is said that the decree appointing Pena y Pena Provisional President, has been revoked, What decree and by whom revoked? Sante Anna's decree was re garded as nugstory, and it is not probable Pema y Pena has taken the trouble to revoke it. Santa Anna himseli is powerless to do #0 legally. Congress could not have revoked it, becauss no vote conii have been token with- out a quorum. It is also said that the Mexican govern- ment has made the most satisfactory (to itagif) arrange ment with the diplomatic corps. If so, it must have been Pens y Pens that has brought about this arrange- ment, for there is no information tending to show that Sante Anna was in the neighborhood of Quevataro, muoh less filling the funotions of President there. This news, then, is not much to be relied upon, with the exception of the reiteration of the statement that the hostile fevling of the people is unabated. There can be little doubt of this fact, as regards the population along the line of country through which our army has penetrated. It is extremeiy unfortu nate that the administration is without official in- | formation from General Soott. No resolution can betaken until that information shall be received; and it will be still more uufortumate, if no despatohes arrive before the meeting of Congress. It is soarcely possible | however, they;can be delayed so long; but if-they should be, the recommendations of the President in bis annual message must necessarily be conditional, or, what is worse, he will be able to make no recommendation at all, as to the policy te be pursued towards Mexieo. The subject is talked of at every meeting of the cabloet; but no conclusion has as yet been, formally arrived at, nor, as have suid before, will amy determination be made, until the receipt of despatches from Gen. Scott. The next authentic intelligonce we shall receive will be, im alt probability, by the British courier. The news through this medium may be expected this “day week, It will be twenty-one days later than that received yesterday. The inquietude of the publio mind, as tothe future Policy to be pursued towards Mexico, is greatly augment od by the absence of such information from the General - in-Chief of the army, as would justify the adoption by the government of some definite policy, and by the peo- ple of some settled opinion as to what that policy should be. Had information of such a character been re- ceived after the fall of the capital, the whole coun- try would have at once made up its decision, and the government, as in duty bound, would have bow- ed tothat decision as expressed through the independent press. The members of the administretion are but the servants of the people, aud they would have felt oon- strained to carry into effect the will of the people, whether it consorted with their own views or not—but a6 it is, neither the government nor the peoplehave been able to arrive at any satisfactory conclusion from the in- formation laid before them. This is certainly unfortu- nate, for many reasons; but it may, nevertheless “lead to good results, as both government and people will have time for calm reflection upon the vital question that is soon to agitate the country. Of the aix men composing the oabinet, there are not, I believe, two—certainly not more than two—who will shrink from the responsibility of subjugating all Mexico, should her government con- tinue to make war upon us. | am persuaded that those of the cabinet who are most firmly convinced that the absorption of all Mexico will become « political meces- sity from which the United States cannot escape, are, nevertheless, far from desiring that such a necessity should occur ;, and such ere also the sentiments most of those members of Congress whose recent arrival here has enabled me to become acquainted with their views on the subject. But I must sey,that notwithstanding no resolution has, as yet, been adopted by the cabinet, yet whatever may be the complexion of General Scott's information, the President will recommend to Congress the adoption of such measures as will leave the government at liberty to make peace within s reasonable time, should Mexico desire it, and at the same time, will not prevent the adop- tion of future measures for the oceupation of the whole country, should such « policy become necessary. This intention of the President cannot be affected by any in- telligence from Mexico, except reliable information that peace is at hand—a contingency mot likely to occur.
