At the first board, treasury notes, Farmers’ Loan, Morris Canal, Norwich and Wor- cester, Long Island and Harlem, closed at prices our- rent yesterday ; Penn 5's advanced 34 per cent, while Reading Bonds fell off 14, and Reading Railroad }¢ per cont. At the second board, Herlem advanced \4, while Others remained the same. There were only three or four sales in the afternoon. The Mechani nd Farmers’ Bank of Albany has de- clared a dividend ot five per cent. The Bank of the State of Georgia has declared a semi- annual dividend of three dollars per share. The demand for foreign exchange for remittance by the Boston steamer of the Ist proximo, has not been as yetvery active. There is so little confidence in bills that many will be induced to ship specie, even at alors. We -quote bills on London at 8%a9 per cent premium; on Paris, 6722)ga5f20; Amsterdam, 40!(a40}4; Hamburg, 86836; Bremen, 7947934. The suspension of the house of Reid, Irving & Co, caused considerable anxiety among those interested in ‘the Bank of Charleston, S. C., as it was reported that a largo amount of bills had been protested. The bank hes made o statement to this effect. The total amount of drafts drawn by them upon Reid, Irving & Co., since the firet of July to the present time, amounts to £1,334 14s. 4d., and as the drafts wore all at sight, and for sums from £1 to £100, with one or two exceptions, a portion of them have doubtless been paid, but how much, the bank is unable to state, Whatever of this amount, however, remained out after the stoppage of Reid, Irving & Co., would be protected by the Bank of Liver- pool (the regular correspondent of the Bank of Charles- ston) who promptly interfered for the purpose, and has already paid and returned to the bank all the drafts pre- sented prior to the Sth of October. ‘The Bunk of Charleston, as is well known, keep their general account with the Bank of Liverpool in Live pecl, and their transactions with them are numerous and toa largo extent. With Reid, Irving & Co. they have kept small special accounts, for the convenience of small remitters in Charleston to Ireland, and who, during the late famine, ‘wanted checks direct upon London and at sight, and for this purpose it was rarely necessary to keep a balance in London of from more than £1000 to £5000, This ba- lance, as shown by Reid, Irving & Co.’s account current on the 30th June last, was £2894 17; from which is to be deducted an amount of sight checks then in transitu, but drawn prior to that date, and so much of the amount drawa since the Ist July as may appear to have been paid. ‘This balance, whatever it may be, with three bills of exchange remitted for collection not long before their failure, and not yet matured, and amounting in the ag- gregate to £3675, comprise the extent of the implication of the Bank of Charleston with Reid, Irving & Co. The Dilla remitted for collection, it is supposed, wiil be hand ed over, or the proceeds held by the assignee, for account of the bank. Counterfeit ten dollar notes on the Bank of Louisville are in circulation. The public works of Pennsylvania will soon be in order again for the resumption of navigation. The West Branch canal will be open in a few days. ‘Che repairs to the main trunk, from Columbia to Northumberland, will probably be completed by the first of November. ‘The North Branch canal has not suffered any injury. The lines, therefore, from the West and North branches, will again be in operation, down to Havre de Grace, in the course ofa week. Office seeking is full of hope, in the morning of your carver; but in nine cases out of ten, it ends in storms, in thun- der, in lightning, and in elemental war. I pity the President. He is in an awful condition. — His health is bad—his prospects are gloomy—his diffieul- ties numerous. and his friends are waning. The only man of the administration who seems comfortable in this gloom is the living skeleton of the post office, who still laments the five cent postuges, and sighs for the twenty- five cents, and is continually making trouble with his contractors, with the press, with the community, and with Satan and his friends. It would be much better to abolish the Post Office Department altogether, than to conduct it any longer in the way it has been for some time past, Of the plans of the government, in relation to Mexico, everything is said and all sorts of opinions are given. ‘The only actual official despatches that have been re- ceived from Gen. Scott, are those dated the fourth of June last. Not aline has come from the hero of Vera Cruz and Mexico, since that time. He wrote to Mr. Maroy at that date, that he had » wagon load of des- patches which he wanted to send ones soon asthe roads and the communications were open; and I suppose by this time they must have increased to two wagon loads, besides the letters and notes from the officers and the army. The only accounts reoelved from Mexico are those written by ofloers of the army. A strong party is making for Woodbury, of the North; another for “Mr. Buchanan, of Ponnsylvenis; another for Mr. Walker, of the West, and | think 1 shall go for Cave Johnson in the extremity of his dis- tress, for he seems to be the only man with sufficient moral sublimity capable of plundering and blundering, and being content with it The whigs are beginning to talk of Henry Clay as their first amd foremost candidate, with a reservation for Scott or Taylor in the extremity of distress, when they reach a peint beyond which no medicine can help them. No one talks of Mr Polk as @ candidate for the present ; no one for Col. Bemton, nor jov. The Official Despatches from the Seat of War—The Statements of the Union The Union of last night contains the following :— We received this morning a telegraphic bulletin from Philadelphia editor, inquiring when we should publish General Scott's despatches. ‘This curiosity was proba- bly produced by the blunder of soribbler im this city, who writes to New York that a large budget ot auapateh: te, ron es had arrived from the camp. But the fact despatches have been received from the General, des- criptive of the late stirring events. 48 the above complimentary epithet is doubtless be- stowed upon me, I being the only recorder of the fact that despatches had been received; and, being in a very placid mood this morning ; and, therefore, not disposes to notice the Union's discourtesy, 1 will state for the information of ita editor, that despatches have been received from the city of Mexico by the late arri- val. On Wednesday evening last, a letter was received in the city froma naval officer at the head quarters of the army, who had been in all the battles immediately Preceding the occupation of the capital. This letter was read by the President, and many members of the cabinet, om Wednesday evening, and was not shown to the editor ofthe Union. For what reason it wae with- held, I will not be uncivil enough just now to say, as it would be any thing but complimentary to the old gen- tleman. 1 will state, for his further information, that on Thursday evening, voluminous despatches wore re- ceived from an official personage at thehead-quarters of the army, more voluminous, indeed, than any yet re- ceived during the war; and that on Friday evening « letter was received from en official source at head- quarters, Does the editor of the Union desire further information? If he do, I will inform him that the letter of Wednesday evening was from Licuteoant Semmes, of the navy, who was in all the late battles, volunteer aid-de-camp to General Worth—that tt was addressed to Commodore Perry, and by him en- closed to a member of the Cabinet; and that the des. patches of Thursday evening were from Mr. Trist. The authorship of the letter of Friday evening, I do not feel at liberty to disclose,great as is my desire for the organ lightenment; bat it may be sufficient to say, it has al the authenticity of an official document. And now one word of quiet comment. The editor of the Union.in the paragraph | have quoted, has confessed his entire ignorance of even the existence of important despatches from the head-quarters of the army, that were received in this city five daysago. Hes he not thus convicted himself of the charge I have so often reiterat- ed, that be is not in the confidence of the administra- tion’? The publication in the Herald, in advanes of all other papers, of a summary of the contents of these des- patches, the Union calls m blunder. If that paper were ia the habit of committing euch blunders, it would not be as it is, @ millstone around the necks of the sdminis- tration—it would not be as it is, a stigma of reproach to ite party—it would not be, as it is, discredit to the country whose government organ it professes to be.
