Conner, recontly built at Wilmington, has been beaten by the Turbey, and her owners have determined to make material alterations in her rig, 80 that, if possible, her speed shall be 0 much increased that she will be able to go ahead of all competi- tion. Scme persons who think themselves good judges, say that this is impossible, the model itself being faulty ‘The steamer Plymouth Rock, now fitting up here, de- signed for the New Orleans and Havana trade, isto have a single Propeller of Capt. Loper’s invention, which it i jd, can be used to much better advantage than a pair. This has been tried in the case of the propeller Josephine, now plying on the line between this clty and Hartford, Conn , and has given the utmost satisfaction Indeed, so manifest is the advantage, that it is intended to alter several of the propeller boats now running on our waters, from two wheels to one. of the Senate to the general bill for the incorporation of religious and benevolent associations, and a committee of conference was appointed. ‘The canal appropriation bill came back from the £e- nate as three distinct bills. Referred. ‘The bill giving mechanics a lien in New York, Kc., was ordered to a third reading, having been amended by re- quiring a notice of the lien claimed to be filed in the clerk's office. Mr. SaLt gave notice of bill appropriating 10,000 do!- lars to defray the expenses of removing to this State, for Darial, the remains of officers and soldiers of this State, who have fallen in the war with Mexico. — BY THE MAILS, Wasmixaton, Oct. 25, 1847. Gen, Shielda—The Medical Stoff of the Army. The Union of Saturday evening contains a letter pur- porting to be written by Brigadier General Jas, Shields, of the United States army, in vindication of his surgi- cal attendant, Dr. McMillan, from an implied imputa- tion on his professional skill and experience, contained in one of my letters tothe Hera‘d. 1 oan well under- stand, from the sad irregularity of the mails, that Gen Shields may not receive a complete file of the Herald, and that, therefore, he may not be aware that this paper has done more than any other in the country to shield the medioal staff of the army propertrom the undeserv- ed censure likely to attach to it, by the temporary ac cession to its ranks of many incompetent and unskilful persons, and that this justice hes bven done mainly through the medium of the Galviensis letters. After the battle of Cerro Gordo, numerous complaints ‘were made to the war department of the incapacity and unskilfainess of many medical men temporarily attach- edto the army. Letters were received stating that whole regiments had refused to be treated by their own surgeons, and General Patterson, after his return from Meieo, made a formal application to the Secretary of War, to havea board of examiners organized at the head-quarters of the army for the purpose of subjecting to a thorough examination, all those who were not of the medical steff of theoldurmy. The glaring incom. petency of several of those recently appointed by the President,bad caused serious dissatisfaction in the army At this time there were four classes of medical men in the army—the medical staff of the old army, the sur- geons of the volunteer regiments, the surgeons of the ten new regiments, and surgeons hired by the month.— ‘The first of these was the only one qualified under the lew of Congress of 1835, and having been examined by an impartial board, regularly janized, and whose standard of qualification was very high, it was, of course, beyond all suspicion of incompetency or unskilfulness Of this class of army medical officers, the Herald har never spoken but in terms of the warmest praise. The other three clarses were appointed without previous ex- amination, and therefore open to suspicion of incapa- city. Unfortunately, this suspicion was turned, in many cages. into ® lamentable certainty, Many of these officers ar of acknowledged sbility—many of them Jnow nothing of their profession. "About six weeks after the General had received his wound, news came from Vera Cruz that the surgeon in ‘attendance had at length found, after the lapse of some- what better than « month, that the patient had two ribs broken; and it was further stated, that this injury. which had given him great uneasiness, and which was till then Ris having been attended to, he was om relieved in copsequence. Affairs of the Day. This is the first cold day that we have experienced. and great coats and anthracite fires are in great de- mand. The ladies are out in Washington and Tremont atreets in gay attire, and the city to-day presents a live- ly and bustling aspeot. The State election in Massachusetts takes place a week from next Monday, when an exoiting contest may be expected. The strife will be between the war and the anti-war men—Gov. Briggs being the candidate of the latter, and Gen. Caleb Cushing of the former. The democrats are in fine spirits, fall of enthusiasm, and will earry many whig votes with them, prebably insuring » tlotory. Stranger things have bappened in the old Bay Theatricals are flourishing in Boston, as usual. The Boston theatre is crowded incessantly, as is also the little Adelphi, where they are playing “Tom and Jerry” with xreat success.
