Cincinnati, Oot. 26. Ithas rained here for the last three days, and the rise in the Little Miami river is unprecedented. Immense quantities of grain have been destroyed, and the fencer, for the distance of fifty miles along the banks of the river, have been swept away. The Obio river, at Cinc nnatl, is rising at the rate of one foot and a half per hour. and nearly all of its lower tributaries are overflowing. The bottom lands are 00- vered with water. All the beautifal and fertile gardens on the Mill Creek bottom, just below this city, are flooded, and their valu. able productions will doubtless be entirely destroyed. The canals have been greatly damaged, more espe- cially the Little Miami canal, the aqueduct of which has been carried away, as also the railroad bridge. Axsanr, Oot. 26, 1647. The Democratic Mass Convention met at Herkimer to-day, at 2o’clook. W. C. Crane was appointed tem- porary chairman. Committees were appointed to re- port su.table officers for the meeting. They reported for President C. C, Cambreleng. They also reported sixteen Vice-Presidentsand four Secretaries. Mr. Cambreleng was installed President. Committees were appointed to prepare an address and resolutions. A resolution was offered, that the conven- tion will proceed to nominate a new ticket for State of- cers. It was violently opposed by Wilmot, of Penneylva- nis, Van Buren, of New York, and ethers, and defeated, Wilmot’s speech was a vindication of is proviso and s denunciation of its Spposers. His language was incendi~ ary and his delivery most passionate. Whilehe wasspeak- ing several men were observed to be in tears. The address was very long, and read by Mr. Van Buren. It will be found to be an extraordinary document. A great num- ber of resolutions were reported. The following were among the number:. Resolved, therefore, That in the territory of — and in any territory hereafter acquired by the United States on this continent, neither slavery nor involuntary servitude should be allowed while it remained under the dominion of the Union, except for crime, whereof the party shall be first duly convicted. A second resolution was adopted, calling a State Con- vention at Herkimer, on the 22d of February next, for the appointment of thirty-six delegates tothe Baltimore Convention, in 1848. Address and resolution unanimously carried. Messrs. Cambreling, Van Buren and others made streng anti-administration and anti-slavery speeches.— Mr. Ritchie was deneunced. The convention adjourned at 8 o’olook in the evening. Legislative Axnany, Oot, 26, 1847. Senate. The bill to establish teachers’ institutes was ‘ordered toa third reading. ‘The resolution calling on Congress to abolish the franking privilege was adopted—17 to 3. ‘The bill to provide for the election of local officers was ordered to a third reading. Mr. Buannam offered @ resolution to reduce the per diem of Members of Congress. Mr. Srexcer thought they would be regarded at W ash- ington as the merest dabblers. Not having a quorum to do their own business, they employed their time in med- dling with that of other people. He was opposed to re- ducing the per diem allowance, but he would favor li- miting the duration of the long sessions of Congress, or pay members a fixed salary. Laid on the table. The House went into committee on the bill relative to the education of colored children in New York—passed. ‘A bill from the Senate for the election of local officers, was received and sent to aseleot committee, who dis- agreed with the amendments of the Senate, and the house non-concurred in the amendments. A substi- tute for the whole bill was then introduced by order of the house, but its third reading was objected to; se it will have to lay over.
