Matagor: of pro- bubly the greatest battle of tie campaign, opposed by « force of twenty-nine thousand—the decision of the nation- al legislature against peace—such is the burthen of the intelligence. But there is one feature in this news omin- ous of a protracted struggle. The Mexican Congress has declared itself powerless to make peace—without au- thority to negotiate. Who then is to ratify atreaty? No act of the sovereign people has, as yet conferred on Santa Anna, or upon any other individual the power to make Peace, but on the contrary, every manifestation of the Popular will has tended to the withdrawal of such powers. It would appear, therefore, that no representative em- bodiment of the Mexican nation exists at this moment, for it is the inalienable prerogative of such embodiment of sovereignty to make peace as well as to declare war. Tf, then, this Congress have really declared itself power- lees to make peace, as it is said, we must either, at once, after taking possession of the capital, build up « govern- ment favorable to peace, and sustain it by men and money, or else cease offensive operations, hold what we Possess, and wait until the Mexican people show symp- toms of returning reason, Should the war continue until the next session of Con- Gress, ® strong effort will, without doubt, be made, to force upon the administration the adoption of Mr. Cal- houn’s plan. In the House of Representatives, there will, judging from present indications, be a majority in its favor. In the Senate the administration will have « clear majority of five over the mixed opposition—the whigs and the followers of Mr, Calhoun. But notwithstanding this majority, the administration will fare badly for want of a leader in either house. Mr, Benton’s insufferable egotism and over- bearing temper alienates many who would otherwise be ardent supporters of the administration, He has already driven more than ane into the ranks of Mr. Calhoun’s party. The finance committees will be the most impor- tant to the administration next session, for on the ex- Penditures will the hardest battles be fought, From the finance committee of the Senate the administration has lost its chief support—Dixon H. Lewis—once a firm ad- herent, but who now openly avows his predilection tor strange gods. As @ counterpoise to this, however, the whigs have lost their ablest financier, George Evans, a man whose absence from the Senate is regretted by friends and opponents. Another important post—the Chairman of the Committee on Foreign Affairs in the House—will be filled by a whig, which, under existing circumstances, will be extremely awkward. One thing is certain, Mr. Calhoun’s plan will not be adopted by the administration. As the Senate will be constituted, the President cannot be forced to its adop- tion, and neither he, nor a single member of his cabinet, will ever voluntarily accede to it. The opposition will scarcely venture to refuse the necessary appropriations for the prosecution of the war, if it isto be prosecuted. A Presidential election is approaching, and the war is, and has been from the beginning popular. Even in the last Congress, there were found but twenty-eight in the House, and three in the Senate, who ventured to record thelr votes against the loan. It is but fair to suppose, that the opponents of the war will be even in a smaller minority in the next Corgress,as I doubt very much f the most diligent search would succeed in congregating a body so every way unworthy to represent the Ameri. ean people as was the twenty-ninth Congress. But, it inust be said, that if the last Congress numbered many inefficient, and worse than useless members, the next will want many able and excellent men, whose presence alone saved the former from utter and signal reproba- tion, It does not speak well for Indiana, that her two most honored names, Owen and Davis, are not on the list of her representatives in the Thirtieth Congress.— Two men could not be named, more honored by both parties for their sterling honesty and capability, and for untiring energy in the discharge of their duty. Drom- goole too, is no more—the readiest debater—the ablest logician, with the exception of Winthrop—and without any exception, the most accomplished parliamentary strategist in that House.
