Barbour states that the provision for the ex- change of Major Gaines and others, was not extended to himself, nor to Quarter Master Smith, and Midshipman Rogers, and that Santa Anna has no ides of releasing any of them, but wishes to send them all to Atapulco, on the Pacific By letters received per the Mary Kingsland from Bra- 208, to the 10th, it is rumored that Gen, Urrea is about to attack Reynosa with three thousand troops. Preparations for defence were making, and several de- tachments had been seen near the river, and the object of Urrea was believed to be an attack upon the depots and wagon trains between Camargo and Monterey. ‘These rumors about Urrea are not confirmed by the Matamoros Flag of the 10th; but that journal has simi- lar accounts relative to the Cirragal gang of desperadoes. The Mexicans and others discovered near Brasos, were taken prisoners or dispersed, and a rancho they frequented burnt to the ground. The tenth regiment from New York and New Jersey are quartered at Matamoras, where they will remain un- til relieved, which will be several weeks perhaps. BY THE MAILS, Wasninoron, July 26, 1847. Mr. Buchanan and the Union. In the Union of Friday night appeared a communica- tion signed “Justice,” in which it is stated that the “ex- planation made by Gen. Cass in the Senate, on the 22d of February last, in relation to the character of Mr. Marks, and hi juct in this transaction (corres; ond- Department.) was incorrect and un- ry material point, and was afterwards admit- wred to haye been such by Gen. Cass him- self, in open Senate, in reply to the questions of the Hon. John M. Clayton.”? ‘This statement is as incorrect as any can be which has not even a shadow of truth, After the 22d of February Gen, Cass never alluded, in the Senate, to the subject of Mr. Marks’ correspondence, nor to Mr. Marks himself.— ‘The explanation he gave on that day—similar in every important point to that given in the Union of Thursday night—was his final explanation; nor did he ever alter @ single word of it in the Senate, nor, 1 am persuaded, any where else. In his speech on that occasion he sald, “I do not impugn the motives of Mr. Marks, for! know nothing of him;” and this is the speech in which he is represented by “Justice” to have “impeached Mr.Marks’ tharacter for truth and probity,” and which he is wards said to have retracted. Furthermore, when Cass resumed his seat after this explanation, he re- ceived & note from some person in this city, vouch- ing for the unimpeachableness of Mr. Marks’ cha- racter, and he tmmediately arose and gave Mr. Marks the benefit of the voucher. No allusion was afterwards made to the subject by the opposition in the Senate. The statements made by General Cass, on the authority of the State Department, were never called in question, It is but reasonable to suppose they would have been eagerly questioned, had there existed a possi- bility of impeaching their correctness. Thus then, the three propositions contained in the communication of “Justice,” that General Cass’s explana- tion of the 22d of February was incorrect and untrue in every material point—that his statements on that ocea- sion were afterwards retracted by him in open Sen. te— and that the explanation first made by him impeached Mr. Marks) character for probity and truth, are with- out a shadow of truth, and indeed bear about them their own refutation, Notwithstanding the strong evidence afforded by the wilful publication in the Union—for wilful it was and not accidental—of the tissue of misstatements in the ar- ticle signed “Justice,” | yet cannot believe that the editor of that journal designed to propagate to the prejudice of Mr. Buchanan the groundless charge that the latter had neglected to avail himself of means pointed out to him by Mr. Marks, of preventing the Mexican war—for it amounts to that, No man does #0 much mischief to his friends so innocently as Mr. Ritchie. Like the mer- chant in eastern story, who carelessly flinging some date stones around him, struck an invisible genie in the eye and killed him—so Mr, Ritchie flinging around his articles, helter skelter, is continually killing off some political friend who may have the misfortune to come within reach of his advocacy; and that without ever meaning it, it must be confessed, ‘however, that in the present case, appearances are strongly against him. He could not have been ignorant of the facts of the case, for his leader of the night before contained an accurate sum- mary of them. He saw and read the articic signed “ Justice,” before its insertion, He either did or did not know that its allegations were unfounded. The former hypothesis ir, 1 suppose inadmissible, as it would argue « premeditated attempt on the part of the editor to mis- represent Mr. Buchanan ; and yet the latter can searee- ly be true, as he could have easily ascertained the truth by a reference to the files of his own paper, of the Intel- ligencer, or of the Congressional Globe, The most charitable surmise is, that through sheer carelessness he took the communication on credit, neglecting to refer to the sources of information within his reach, It must appear from all this that it would be eminent- ly unjust to charge upon the administration all the mis- takes of its reputed organ. Is it too muchrto expect that the Union will now state explicitly of what portion o f the administration, if any, it is, im reality, the organ’ and to which part, if any, it is hostile—whose interests it cares for, and whose it holds cheap? Is it altogether fair or conscientious, after what has passed, any longer to foist upon the public the fallacy that it (the Union,) faithfully represents the views and feelings of the department of State’ GALVIENSIS, Wasninoron, July 26, 1847 More Despatches Col, Graudin, (a West Point graduate,) who served with Gen* Taylor, in the hammocks and everglades of Florida, and who for rometime past has been « clerk in the Treasury Department, has been detailed, and this morning despatched with despatches to Gen.
