The favorable complexion of this question up to the Ist of July, in connection with the eusy state of the money market, had created a con- fidence in the securities of the government, calculated to carry up prices somewhere in the vicinity of old rates, Dut the probabilitios of a xpoedy cessation of hostilities becoming lees and Jess every day, holders of government stock began to feel alarmed, and the fear of further loane coming upon the market, much sooner than previously snticiputed, induced many to realize, and the result was the decline alluded to. Within the part day or two matters connected with Mexico have sssumed more favorable ap- Pearance, and the indications are deoldedly of a more Peasetul character. Accounts recently received from the seat of war are certainly more enoourag- ing, and if they sre confirmed, there must be o Movement soon made, that will remove all the difficul- ties existing between the two governments. We attach every importance to the course things take previous to the entry of our ermy into the city of Mexico, as every thing depends upon the progress made in opening nego- tlatious, prior to any further demonstration of hostili- ties. Ax we have repeatedly stated before, if our army enters Mexico as an enemy, we may as well abandon ail ideas of peace firat as last. If the peace proposals re- @ ently made to the Mexican government are refused, previous to the forward movement of General Scott, there will be, without doubt, an engagement between the Americans and Mexicans, In that event, there will be abother chance for the opening of negotiations, as another defeat, similar to those already experienced, will perhaps teach them what they already should know that it is utterly useless to contend with ue—that nc- thing short of peace upon such terms as we have fo repeatedly offered, will satisfy us—that in not granting us what we now ask. they will compel us to take more—tbat the longer they protract hostilities,the greater will be the indemnity required; that # complete anni- hilation of alllocal government in Mexico, will be the result of our occupation, and the downfall of all dicta- tors, and a thorough subjugation of the whole country, will be the result of the progress of our army any far- ther into the interior. It is the most extraordivary thing in the wprld that tho party now in power in Mexico, cannot see that its existence depends upon making peace with the United States. The leaders of all parties, and those composing whatever may be left of the government, have more to gain by making peace than the people. As soon as they get rid of the war with the United States, they can go to plundering the people again, and can continue all those lawless acts, which they have for years carried on ! fo successfully. So long as we hold the country, they can- not practice their favorite eystem of government, and the longer we hold it, the more the people will be opposed to any change, particularly a change that would bring them again under their old rulers and dictators, It is deci- dedly for the interest of the leaders in Mexico, to get rid of our army as soon as possible, while it is as decidedly for the interest of the people to have us remain. If these conflicting interests were at work upon this question, it would be a very difloult matver to arrange; but ag there seems to be a great deal of incons stency in their movements, we see no probability of any mutual efforts to accomplish the same object. According to our advices, t appears that the people are in favor of peace, when they would be the most serious sufferers by such an event ; while the government is opposed to peace, when it has everything to gain by such a movement. If these contradictory parties can be reconciled, we may arrive at something decisive wpon the question. The New Orleans Picayune is confirmed in ite opinion that the * momentous news’? Captain Mayo’s expedition from against Padre was not successful. rg Jarauta has positive orders to take no Prisoners, and to put to death not only every American, but every Mexican he can catch who has rendered service to the Americans. Col. Pierce has not yet left Vera Crus. No news has been received from Tampico or the Brazos. The eight American prisoners who have arrived at New Orleans, reported at Tampico that about thirty others attempted to escape with them, but were retaken and three were shot in the pursuit. It was supposed that De Russey’s expedition to recover the prisoners had failed. The Picayune gives extended gleanings from Mexican papers of June 30th, but they are not worth telegraph- ing. Whe New Orleans Commercial Times has not @ word in confirmation of its “ momentous news” telegraphed yesterday, Execution at Lancaster. Lancasten, Pa, July 24, 1687. We learn that John Hagerty underwent the last pe- nalty of the law to-day in the prison yard. He mount- ed the scaffold with great firmness at ten minutes to one »’clock, and joined with fervency in the devotional exer- cises with the Rev. Mr. Keeman, of Lancaster, and the Rev. Mr. Mayer,of Harrisburgh. ‘The rope was adjusted by the Sheriff, the drop fell at a quarter past one o'clock, and the corpse was cut down at a quarter of two. Pugilistic Contest: Purtapetema, July 28, 1847. A pitehed fight for $500 aside took place on the 20th instant, about twenty-five miles from Wilmington, N. C., between two men from New York, one of whom is called Reid, and the other Barker. They had five rounds, and upon tooing the mark for the sixth, Reld’s shoulder was found to have been fractured from a fall at the closing of the fifth round. Marks} It will be perceived that the letter of Mr. Buchanan to the Mexican Secretary for Foreign Affairs, contains a seeming contradiction of my repeated averment that Mr. Trist is not clothed with plenary diplomatic powerv. Nevertheless, | again assert that Mr. Trist is not clothed with plenary powers, nor bas it ever entered into the minds of the Administration to send him to Mexico ase Plenipotentiary. The lapse of a fow daye will probably bring the solution of this paradox. It will be seen by the result that in relation to Mr. Trist’s power, as well ag in relation to everything else, I have asserted nothing on supposition, Mr. Buchanan’s letter was not sent iu by General Scott, but was conveyed to the Mexican Secretary through the agency of the British Legation, Thurs is probably no truth iff the rumor that General Scott had sent a mes- sage to the Mexican Government, giving it until the 30th ult. to decide upon its course. It was upon the most reliable infor- mation that! based long sinoe the prediction that,by the middle of July, Gun. Scott would have, at least, fifteen thousand men under his immediate command. Inee there ie an attempt to revive the stale slander against Mr. Buchanan, that he forbore to take measure to arrest the war, when the measures were pointed out to him by Mr. Isaac D, Marks. I gave ® correct state- ment of the facts connected with this case last winter, and repetition is unnecessary, All the steps recom- mended by Mr. Marks were adopted, and would have been adopted if Mr. Marks had never recommended them. The course that he recommended was pursued— not because he recommended it, but because the infor- mation he communicated, the Secretary of State hap- pened already to be in possession of through Mr. Black, then consul at the city of Mexico, Mr. Marks repre- sented Arista as having asked that a Minister should be sent to Mexico. A Minister was sent—not on Mr. Marks’s recommendation, but beoause Mr. Black as- sured Mr, Bucdanan that Herrera’s Administration would receive our Minister, Mr. Marks further repre- sented Arista as demanding that Gen. Taylor should not advance from Corpus Christi, Gen. Taylor did not ad- vance until it became manifest that Mexico had virtu- ally declared war. Thus Mr, Marke's suggestions were in fact carried out. But other recommendations of Mr: Marks—to wit: the payment to him of two thousand dollars for expenses unauthorised and unvouched, and his appointment as diplomatic agent to treat with Arinta, were not followed.
