SP pte ele PROM NEW ORLEANS TO PHILADELPHIA, AND THENCE BY MAGNETIC TELEGRAPH TO THE NEW YORK HERALD OFFICE, Affairs in the City of Mexico, THE AMERICAN PRISONERS, r No Quorum in the Mexiean Congress, Alarming Rumors to the Bnemy. Report that the Offer of Mediation had been Accepted. eo. dic. Sic. The New Orleans Picayune of the 13th inst. forward ed by our special overland express in advance of the mail, was received in Baltimore on Monday night, but» by some accident, remained in the post office in that elty until yesterday yaorning, when it was sent onto Phila- delphia by the railroad. Files of Mexican papers to the 29th ult., have been re- ceived at New Orleans, from which the Picayune makes copious extrats, El Kepublicano gives the following information in re- lation to the American prisoners, from which it appears that they have left the Capital for Huejuila. The one hundred and eighty Yankees, prisoners of war, whom the government sent by this route, have been detained at the above named town, and we learn that Gen. Garay has not the necessary means for supplying them with food. We have leoked in vain into the preceding n mbers of the same paper, for a notice of their departure from the Capital, but the above meagre paragraph is all that we can find upon the subject. Asummons for Congress to assemble we;find in almost every paper we open, but no quorum had been assembled up to the 29th ult. The Republicano publishes, daily, the list of members present and active. They have several times come very near @ quorum, and there is doubtless » suffloient num- ber of members in the city to form one. Seventy-one are required, and sixty-six were present on the 24th. The papers of the city appeared to expeot that the American army would move from Puebla by the end of June. They say not a word in their later numbers of their own means of defence, or indeed of their own army in this particular, They show perfect acquiescence in the wishes of Santa Anna ‘We see no allusion in the papers to the fact, which we have stated elsewhere upon different authority, that Gen. Scott had given the government to the 20th ult. to consider Mr. Buchanan’s letter, before pushing on the capital. The Republicano says our army is too insignificant to ad¥ance, but hopes it is true that Gen. Scott intends doing #0, ‘ae it will afford a good test of the fidelity of those Mexicans who have pledged thems the capital till death.” This reads much Ii. ‘On the 26th ult. rumors, which the [epublicane calls very alarming, were in circulation in the capital. It was said that the Mexican government bad acceded to the mediation of England. That the English Secretary of Legation had been down to Puebla, and returned on the 24th. That the object of his visit was tonegotiate with Gen. Scott treaty of peace, and that the terms agreed upon between them, would be the surrender of the Californias to the Americans ; the recognition of the independence of Texas, and the acknowledgement of the line of 36 degrees the Northern boundary be- tween the United States and Mexico. This line would give Santa Fe, and over a third of New Mextoo, to the United States. Santa Anna celebrated his birth-day by a banquet st the palace, which was censured by the press, Mexican troops at Mattabuela, were suffering much sickness. Gen. Kicon bad been restored to the command which he resigned along with Bravo. Sante Anna issued a decree of indemnity for all politt- cal offences on the fourteenth. The blockade of Mazatlan, is represented as being strictly maintained by the Cyane, Independence and Eliza, on the 9th of June. El Republicano demands of Santa Anna the release of Gen. Arista, and censures him for his imprisonment without trial. Fifty officers pave been promoted by government for good conduct at Buena Vista. El Razenador calls the earnest attention of the Go- vernment to the immense contraband trade carried on from the ports of San Sabastian and Mazetlan. Im- monse quantities of bullion are taken thither from Zar catecas and clandestinely sent on board of English ves- sels of war. ‘The English ship Carysfort is charged with having re- ceived large sums on board. El Republicano gives the vote of the different States for the Presidential election on the 15th of May, and mys, the Slat article of the Constitution provides that to make an election valid, three-fourths of the States entitled toa vote must vote. Aa there were twenty-three States entitled to vote at tne late election, and only fifteen votes were cast, being less than three-fourths—the election has failed. ——eee BY THE MAAL Wasninoton, July 19, 1647. We shall be glad to be verified that we have under. estimated General Soott’s active force in the field for the month of June, The table we have given you, in the interim, appears to be borne out by @ mass of ev dence from the army. We understand that General Scott has granted » truce of thirty days, to give the Mexicans time to con- sider the last overtures of peace. We doubt not that magnanimity was one motive in this suspension of the march upon the capital, and we are assured that it wae none the worse for suiting the convenience of the Gene- ral himself. ‘The French Minister and Senor Lisboa left town last evening for the northward, and for the salt water, we suppose.
