Ther@ were many contracts in the process of settlement, both in flour and grain, which it was sup- posed, imparted additional firmness to the market. Con- siderable sales of Michigan and Genesee were made at $7 a $7 18%, with some lots of rather extra Genesee at $725. Sales of Ohio white wheat were made at $1 58. Sales of rye were made at 104c and at 107}gc, Corn moved freely. Western mixed, according to quality, sold at 85¢ @ 90c, and round northern yellow at 960 a 98c, Sales of western New York meal, were made at $4 60, Sales of oats were reported at 48c, Provisions were some firmer. Sales of new mess pork were made at $16 #& $16 26, and of new prime at $13 50. Lard was inac- tive. Woor.—The stock of foreign was light, particularly from the Mediterranean and Buenos Ayres. The quots- tions for American fleeces remained the same as on Sat urday. A sale of 1000 bales Mediterranean were ad vei tised for sale in Boston to-morrow. Kxe.cars —Rates remained about the same. E gagements were made to Liverpool in American vessels ‘et 84. 6d. for flour. while small lote were taken to fill out wt 3s. 3d. An American vessel also engaged grain in bulk, for Cork, at 13d.; aud 3000 bushels of grain were taken for Liverpool at lid. A British vessel engaged flour at 3s.a38. 3d. C'wo vessels were taken up (Ameri- can) for grain at 12d, for Irelaud, and 1d. to Liverpool. ‘To the continent, we heard of nothing new. The Price of Fiour, Weare indebted toa friend for the following averages -of prices of flour in this city from the year 1824 to 1646 inclusive. Wasninatox, Jume 28, 1847, The Medical Stoff of the Army again—Mexican Affai —The Clergy—Brazit, My reprehensive comments on the appointment, with- out examination, of the medical staff of the tex new regiments, have been met with an argument which | will frankly confess is unanswerable, however much | may still deplore the necessity involved. It is ermued with great force that even did the law authorize the ex- amination, which is denied, still there was not sulficient time to organize a board of examiners, issue invitations to medical men in all parts of the Union, an omixsion of which procedure might be deemed invidious and un- just, and submit the names of those duly certitied as competent medical officers to the Senate iu time for ap- proval by that body, before the termination of ihe ses- sion. The act authorising the raising and equipment of the ten new regiments was approved on the 11th of February, and there would consequently have been but twenty days for examination, nomination to the Senate, and confirmation by that body. The session of a hoard of examiners most frequently extends over a period of several months, the examination of each candidate ge- nerally occupying two davs, us the process is slow, tho- rough, and serupulous. It would have been physieally impossible to examine all the candidates in season to present the names of the successful ones to the Senate for confirmation. I most cheerfully acquiesce in the force of this argument, still regretting the necessity of appointing these medical officers without exaiaination. Some of them are unexceptionable as to qualifica- tions and character. Some of them may not be. I cordially concede to the War Department, and to the President, entire honesty of purpose in making their ap- pointments; but considering that they were obliged to appoint men wholly unknown to them, and tor whose qualifications they were compelled to rely on the repre- seutations of those whose Interest it, not unfroquently, might have been to lead them astray, it would be sur- prising if some unfortunate appointments were not made, Among those appointed, are some whose sccept- ance of their commission was as well a condescension us a public benefit. Among these may be mentioned Dr. Barton, one of the most eminent of his profession in the United States, and to whose wholesome regulations the improved health of the city of Vera Cruz is inno «mall measure attributable. He is not the only instance, nor do I mean te convey the impression’ that any of the me- dical staff of the ten new regiments are not entirely wor- thy of the trust reposed in them. All 1 mean to say is, that it is a happy chance if they be. It is likewise averred that the unfortunate result of General Butler's wound is attributable to his own im- prudence, and not to improper surgical treatment. It may be so. I know nothing, except from information derived from an authentic source, iny informant, not impossibly, being himself misinformed. But even ad- mitting this to be the case, it does not at all invalidate the truth of my former statement, that there are many inexperienced and incompetent medical men now with the army, whether belonging to the old army, the ten new regiments, or the volunteer force. | am not prepared to say—most probably to one of the two lust, or to both ~as from the trying ordeal the old army medical offi- cers pass through, before their appuintment, it is scerce- ly possible the corps can contain incompetent pructi- tioners.
