SESS TIS er | which would | ped the march of armies & (|TORnmEZ TEST MOMENT, BY 2HE MAILS LA TON, June 23, 1847. i— The Way to Secure I ~The Isthmus of Tehuantepec he treats, bas pera an algae Nacorpaina seed ey ous three several nutmbers of an original paper on the Pacific trade embracing the Proposition of a ship canal or railroad across the isthuus of Tehuantepec, as one plan—and of a railroad from the lower waters of the Mississippi across to San Diogo om the Pacific, lat $2 20—neerly in a straight Intitudinel line from the Paso Del Norte, wbowt widway on the route—a line which would crosa the Colorado of Cat! fornia, some twenty miles above its delouchure into the gulf, The following number is confined to the isthinas of Tehuantepec, and the commeading influence of hold- ing the advantages of the trade of the world, ‘The two succeeding numbers are more especially devoted to the railroad across to the Pacific through our Southern frontier States of Louisiana and Texas, and theno» through New Mexico and Alta California to San Diego on the Pacific. We submit them without further re- mark to the Herald. Wasnixoton, June 19, 1847. Some Remarks upon the Isthmus of Tehu cand o Railroad from the Lower Mississippi to Diego, in California By an Orricer ov tHe U, 8, Navy. N 9. 1. The advantages of a cans! across the isthmus, if prac- ticable, as supposed, would be the much greater qi ty of cargo, and a continuous voy: aes. It has been stat- its ed that ships of the capacity of @ two gun frigate (1200 toaay’ ocule pass through it. re would also be somewhat, but not materially, shorter the route from the Lower Mississippi. Kither of these would di- minish the distance to the East Indies by from nine to sixteen thousand miles; while the passage would com- bine two other recommendatious—more safety aad more comfort. If there can be a canal across the us, of the depth and size stated, this would be to any other roate; but if « railroad should found the only alternative, its necessary distance is short—but about thirty-six miles. This last is unquestionably a practicable scheme. It would not, however, be attend- ed with great advantages bey tony those of a railroad from the Lower Mississipp! to San Diego, if we consider the great number of auxiliary railroads im Mexico, esult from the eoustruction of the main one across the continent, Several of these would ran to ‘he great rivers of the West, and several make a di- rect junction with the main railroad. The whole coun- try would, by this means, bear its tributary produce ani manufactures, a8 far as necessary, to the main railroad, to find a market in Asia, and to receive in return the rich and peculiar products of that, the most populous, region of the earth. The wealth of the world passed into a new route and into new hands, by the voyage of Vasco de Gama. The Venetians had become, from poor islanders, fugitives, with such effects as tho great multi- tude could cazry with them, the greatest mariti:ne pow- er of Lhe globe for ages, by the riches of the eastern trade, through Alexandria. The ocvan route disclosed by Gama, caused the extinction of the Alexandrian com- | merce in a short time and with it Venice gradually lost, The impulse, however her comparative superiority. which it bad given, rendered her still powerful, for two centuries longer. Such is the effeet of a long continued enriching commerce Portugal derived from the eastern eountries a compa- rative superiority, which spread her language and colo- nization to a greater extent over the globe, thun that of any other modern people whose territorial’ area is so in- ferlor to the large sized States. It gave hor the power that enabled her to seize and hold a rich country—near- ly one-third of South America—as well as to throw off m had fastened upon her neck, by imperious and powerful Spaniarda, so greatly her numerical superiors, So lucrative was this eustern commerce, that on ac- count of it the Moors, as we have already in- trigued for the destruction of Gama, even while he had not yet completed his voyage, and continued their efforts after he had arrived in India. The Sultan of Egypt, then a powerful mahomedan prinee, viewed the new comers with the most hostile feelings, and sought their ruin by open war, within a short time after their first voysge ‘The wars of the Sultan of Egypt upon the Portuguese, on account of it, form a proof of equal magnitude. A histo. rian of the events thus describes the cause and result of these hostilities. “Enraged with the interruption his | trade had already received, the Sultan resolved to pre- | vent its utter ruin. He threatened the extirpation of all the Christians in his dominions, if the court of Rome would not order the king of Portugal to withdraw his fleets for ever from the eastern seas. One Maurus, a monk, was his ambassador to Rome and Lisbon, but, in place of promises of compliance, he returned with the severer threats of Emanuel. War was now determined by the Sultan, and 4 most formidable fleet, slaty vessels of which were larger than the Portugueso, manned with perienced in war, were sent to the assintence of Zamoriin. But by the superior naval skill aud ro- raantic bravery of Almeyda and his son Lorengo, the mighty armament was defeated,” Not by any deficiency in the resources of this trade, but by the tyranny and folly of the late viceroys of Inala, whom they nent out, did the Portuguese gradually lose it, So far ax Europe is concerned, it has after a series of contexts and revolutions, passed into the hands princi- pally of the English, who have the capital to carry it on, and who would, under the proposed change of the Toutes, still come in for an enriching shure of it, as America would claim no other benefit than that which might arise from the right of way and her own proportion of capital em- ployed in its construction. I refer of course, to the cupi- tal of her citizens. She would deare no other control with respect to the Isthinus of ''chuantepec in this ter, than one of « negative character, to prevent ‘inposi- tion on the commerce of her citizens, and to give secnrt- ty to that commerce. She would treat it n* a great work of philanthropy for the common weai of mankind, as well as for her own profit. In the route irom the Lower Mississippi, she would. while keeping in view philanthro- pie considerations, claim privileges more exclusive, inas- inuch as the whole railway would be upou ber own soil No. I. The length of a railway, of which San Diego would be the outlet, may be variously estimeted, If making a na- vigable point of any intervening river @ portion of the distance, it might. probably, be diminished two or throe hundred miles, But we will proceed on the support@on tinuous railway. If Mr. Whitney's railway be Je and worth constructing, (whia the New’ York Legislatare has voted, with but one dissenting voice.) onv twice as long as that from the Lower Mississippi, beginuing one hundred miles or thereabouts above Now Orleans—more feasible and more worth constructing is this railway, which is in a far preterable climate; which beginning at a point at which the Mississippi has nearly completed its * wonderous length of course,” would start with the tributary freight of the father of waters. On the bosom of the great Mississippi would be borne to its Junetion with the railroad the productions of a valley surpassing in capacity, for most of the substantial pro- cts of the earth, any body of land on the globe, aug- by one-fourth. The fertile land upon the route of the railway itself is considerable. Among other evi dences of thir, we have the letter of Mr, John T. Hughes, published in the Union, of May l4th. ‘The introduction of the editor commends it to general attention. In perus- ing it, we recognise the pertinency of the remark that, although this letter bas reference to « different route. count of the productions of that region maker owny route.” There can be no reasonable doubt whatever that there are considerable and pro! bly large traets on other portions of the proposed rail equally as productive, This valiey abounds in the rich- est European and Asiatic luxuriance and varieity. Mr. Hughes speaks feelingly of those elegant “clusters of dried grapes, preserved,” “far superior to the best ra sing that are imported into the United States; pear peaches, apples, quinces, and figs, are produced in the richest profusion, Add te the fruits and wines of thi rich valley a vast quantity of corn, wheat, and other small grain, and the surplus productions of the place will, under its present state of agriculture, amount to near one million of dollars per annum.” What, theu, would it become’ What new developments of nature's fertility would be made in this and other extensive seo tions through which so long a railroad must pass, in # latitude favorable to various and substautial produc- tions? The general salubrity of the region of it» transit may also be affirmed of thix particular locality. Mr Hughes avers, “ the climate of this country is moet sa- lubrious and beautiful.” Providence seems manifestly prmzia the world at large for greater intellectual and moral changes of value nd philanthropic interest than have ever before been witnessed.
