The veto of the River and Harbor bill, by President Polk, created considerable excitement throughout the Western country, and as the internal commerce of the Union is increasing so rapidly, the im- provement of internal navigation has assumed an im- portance which destroys all party considerations, and makes the matter one of universal interest. There are sectional feelings which are allowed to appear when tho appropriations proposed are not sufficient to satisfy the immediate wants, which tend to defeat the object in view. As to the constitutionality of this question, there can be no doubt. Appropriations upon appropriations have heretofore been made for the improvement of rivers and harbors, and the government is as much bound to im- prove the harbors on the lakes as on the seaboard. The delegates to the Chicago Convention are some of the most influential individuals, from all sections of the country, and of both parties; politics have nothing to do with this movement, and party considerations will be entirely abandoned in the proovedings of the Con- nition. June 7.—By an express just arrived, we learn that the train which left this city two days ago, bas been attack- ed by @ large body of guerillas, and ix suffering comsid- erably, Colonel Meintosh, who is in command, wante reinforcements, but he must certainly be aware that Governor Wilson bas no troops to send him, The attack was made yesterday morning at 9 o’elock, and the troops were fighting when the messenger left— at three in the afternoon. An official messenger ie ex- pected every hour, and until one arrives it will be. im- possible to get ut the truth of the matter. The poor fellow who brought this intelligence is down with the vomito, and is unable to tell even the little that he seems to know. All the troops that are bere, and_ not absolutely quired to guard the city, will leave this evening or to- morrow morning, under Gen, Cadwalader, to reinforce Col, Melntosh, or to proceed after him to Jalapa, ke. Very little apprehension is felt for our train, as the es- cort of a thousand men is believed to be strong enough to protect it from any foree likely to be on the road Rumor tells some ugly stories of the attack, but few be lieve any thing of them. It is said that Dr. Harney was wdly wounded, and that twenty-five pack mules were ried off by the Mexicans. Another story makes the American loss eight killed: and another informs us that the road isso completely blocked up that Col. MeIntosh cannot proceed, but has halted until reinforcements ar- rive.
