By the steamship Palmetto, at New Orleans from Vera Cruz, we have advices from the latter port to the 22d May. Gen. Worth entered P uebla on the afternoon of the 15th May, after a sharp skirmish with a party of Lan- eers sent out to oppose his advance. Four Mexicans were killed—no Americans. Santa Anna had been in the city a moment before our troops entered, but left and pushed on towards the capital. It was reported that General Valencis was between Puebla and the Capital, at the head of fourteen thou- sand men, to resist the farther advance of our army. ‘The result of the Presidential election was not known. Sante Anna, Elesiaga, and Herrera were among the can- didates. Senta Anns is said to have hada considerable force with him when he passed through Puebla, variously estimated from fifteen hundred to ten thousand. Capt. Mayo, of the Navy, who is now Governor of Alvarado, started on the 13th ult., for Lalisooya. At his arrival, the town surrendered to him without any re- sistance. On his return he was fired upon, and Passed Midshipman Pringle, with five seamen, were badly wounded. Dr. Barton has been appointed the President of the Board of Health at Vera Cruz. A party of guerillas was surprised and taken, close by Vera Crus. They were fifteen in number. Captain Mason of the rifies, died on the 15th. There isa rumor afloat that the Mexicans had captured a wa- gon train. = An extra Picayune,issued on the afternoon of the 27th ult., contains correspondence from Kendall at Jalapa, upto noon of the 2ist. Allwas quict at Puebla; the people appeared satisfied under the presence of General Worth. Reports state that Santa Anna had halted at San Martin, 28 miles from Puebla, but it was not generally ‘oonceded that the main force of twelve thousand men at Rio Frio were preparing for another engagement at that naturally strong point. It is also stated that fif- teen battalions of the National Guard wero being tho- roughly organised at the capital, and there was a pros- Peot of another hard fight, considered by many certain. It was rumored that Gen. Worth was in pursuit of Santa Anns, beyond Puebla. Mr. Trist was still at Jalapa, the object of his mission kept secret. The train from Vera Cruz, under the escort of Capt. Walker, had arrived. Gen. Shields had suffered an attack of Pleurisy, but ‘was recovering. Three guerillas were killed, one wounded, nine taken prisoners. A large number of horses, muskets, pistols and amunition, &c., captured in the affair heretofore mentioned. News from Vera Cruz states that the prisoners brought to trial were severely dealt with. The town of Montala surrendered to the captain of the sloop of war Germantown, but was retaken by three hundred Mexicans, ‘The schooner Fraternity, at Mantle, had been boarded by 30 armed men, stripped of cargo and burned. Major Dommerld, with portions of the 5th and 7th in- fantry, arrived at Vera Cruz from the United States on the 18th. Col. Sowers arrived at Vera Cruz on the 22d with dis- patches from Gen. Scott, Some fears are entertained that Gen. Worth’s dis- patches were cut off, as none have been received at Ja- lapa or Vera Cruz. There appears to be no abatement of the “ war fecling,”” and ap- Peals are still made to the people to animate thelr droop- ing spirits. The report that Gen. Worth had entered Puebla is fully confirmed. No opposition was made to Worth’s entrance into the second city of Mexico. Santa Anna, in spite of his threats and boastings, instead of opposing Gen, Worth’s division, made a precipitate retreat be- fore the advance of our victorious army Herrera was elected President on the 15th of May, at the convosation of Congress at the Capital. This looks as if Sante Anna was not as popular with his country- men, as recent accounts from Mexico would have us be- lieve. Itis not stated what vote Santa Anna received for the Presidency, although it is well known that he was a candidate, and that his friends were zealous in advocating his claims. A train going forward with supplies for Gen. Soott’s army, has been out eff and captured by the enemy. {Our despatch does not say"which train it was, or what was ite value.) This must be expected, until reinforce- ments arrive at Vera Cruz in sufficient force to protect the provisions, munitions, &c., that may from time to time be forwarded to the army. The departure of volunteers from Vera Cruz exceeds the arrivals almost as four to one. Tht vomito has not yet made its appearance ‘at Vera Crug asan epidemic, although the weather is insaffer- ably warm. ‘The health of the troops at head quarters is gonorally good. The opinion prevails that more men should immediately be sent to the relliof of Doth Taylor and Scott. If the whigs wore not likely to have s majority in the next House of Representatives, the President would to-morrow call an extra session of Congress, But as the whigs will deny supplies for s fur- ther “ conquering of peace,” this step is adjudged by the administration to be inexpedient. The work on the Smithsonian Institution is at astand still. The masons have sued the contractors for a breach of contract made by their agent. From those enlisted willbe formed as many battal- ions of each class as there may be in each quarter or section, Shouldany remain over, they may be formed into one or more companies or squadrons, ene to their number. 6. The force of these battalions is to be in accordance bi the law of the 12th June, 1846. Of the bodies which may be formed im each quarter or section there will be created, according to their num- ber, one or more brigades, to be commanied by a per- son to be designated by the General-in-Chief. 10. All citizens will attond daily drill, and will perform such other duties as may be ordvred, under the penalties established by law. 11. Whoever, at the approach of the enemy, the beat of the drum, or at the sound of any other signal calling to the common defenoe, shall not present himself at the place to which he may be ordered, or shall show cow- ardice, lukewarmness, or indifference, or shall abandon the post in which he may be placed as guard or sentinel, Heapqvaaten: fail in t to his superiors, or commit any other military crime, shall be punished according to the erdi- nances, 12. Whoever shall hide himsel' and shall not have the certificate mentioned in Article No. 8, will be enrolled in the regular army. 15, ‘Lhe bodies createa by the decree are destined sole- ly and exclusively to repel the invaders and to maintain order, and will render services to that effect according to the law of 26th April last 16. All who are enrolled and perform active duties as members of the National Guard, or who may be serving in garrison, will be exempt from serving in these bodies. 17. God and Liberty. NICOLAS BRAVO. Toxacio Triavenos, Governor ot the Federal District. NAVAL. [From the Norfolk Herald, June 1.] ‘The U. 8. ship St. Marys,commander John L. Saun- ders, from Vera Cruz, arrived in Hampton Roads last night—sailed 10th ult. The St. Marys has been cruis- ing on the Gulf station for more than two years, during which she has been constantly employed in active and arduous service. ‘The St. Marys has brought home thirty-one pieces of camnon from ‘the fortifications at Vera Cruz, among them thirteen beautiful brass pieces, from 32 pounders to 12's, some of which are from 90 to 165 years old. Flour must rise, as the old crop is nearly consumed, and the new will be light throughout Western North Carolina. Oats have the best appearance at this time. Corn came up very well, but the frost has kept it down, so that it 4 small and grows slowly. Cotton looks bad; it is too wet and too cold for that crop, and unless it turns warm very shortly, will die—Raleigh (N. ©.) Register, 1st instant. The New Lisbon (Pa.) Palladium gives good accounts of the prospect of the crops in that vicinity. The wheat has ‘been greatly revived by recent rains. The Ohio Germantown .dvertiser states that recent rains have tly renovated vegetation in that section of the State. Fine wheat crop promises more than an average one. It is the belief of many planters in Maryland, that not more than one-third of ® erop of tobacco will be grown the present season in the tobacco region—the high price of wheat, rye, oats and corn, leading the farmers to fill their land with these. We cannot refrain, in our notices of exchange papers, from seying that those in from Virginia, Michigan, Ohio, Western New York and North Western Pennsylvania, there appears to bea local congratulation as to the im- provement caused by the late rains in the prospecta of the coming crop. ‘he idea of a short crop of wheat is generally looked upon as being got up by both the timid ones and the speculators short of supplies for delivery, and the impression hus had its effect to the degree that all asked for is, seasogable weather until harvesting time, “and then all will be well."—U, 8. There have been fine raiusin the vicinity of Frede- ricksburg and Richmond, which have greatly revived vegetation, and there is now a fair prom alee of ‘an abun- dant harvest.—Charleston Courier, May 31, Extract of a letter from Orange ‘county, North Caro- ina, dated May 29th:—* Our crop of wheat, which is our. principal lependenee, is likely to be ruined by the fly. Tue Cane Caor.—We have heard, says tho Planters Banner of the 20th ingt., from a gentleman upon whom wo can rely, that the crop of plant cane in the Lafourche ‘ishes, 1# quite backward, and that the stubble was in- Javea red by frost. ‘and will be short. While we have suffer- ed from dry weather in Attakapas and Opelousas, they have had an excess of rain in Lafourche, and on’ some arts of the coast, At sat Bouf, Berwick’s Bay, Butea Prairie and Bayou in this parish, there was a fine rain on Monday. For t! he last five or six weeks we have not been favored with a sprinkle in this central part ofthe parish; but above they hive been still more unfor- tunate.
