But if we ever could be induced to depart;from this policy, Mexi- co, of all the nations of the earth, is not the ono with which we could, with any hope of avoiding incessant broils and bloodshed, enter into an alliance offensive and defensive. That country has not, unhappily, since she became independent, given evidence of the possesion of any extraordinary discretion, rendering an intimate al- Hance with her either safe or prudent. Her treatment of this nation, whose friendship she ought te have culti- vated, has ever been wayward and unkind. But were she & paragon of prudence and wisdom, an alliance, of- fenaive and defensive, would still be out of the question ‘The idea of such a thing has never been entertained by Beye Beate at baaaan beg leave to notit Les Papel that they are enuine a ‘wine ‘roy, and one at se cri yas York INE CORN MEAL—NOTICE TO SHIP. bscribers, Millers at Brody wine in Ll. It is possible Mr. Atocha may have become acquaint- ed,in conversation, with the views of the administra- tion, regarding the terms of an adjustment of our difl- culties with Mexico. On such cognizance he may have based his assurances to Mr. Rejon that the terms set forth in his letter to that gentleman would be ac- ceptable to the government of the United States. But it is evident, from what I have before remarked, that he must have strangely misconceived the views of the ad- ministration. I have frequently stated what these views are. It is, however, like tracing lines on the sea shore—the impression is effaced by every succeeding tide of rumor, and it is necessary to rotrace the lines af- ter every ebb. Once for all, then, the administration will require, as the conditions of a treaty of peace, the cession of New Mexico and the Californias, although in regard to Low- er California, I think, if its possession stood in the way of peace, the administration would not insist upon it. This, with the right of way across the isthmus of Tehu- antepee, is all that will be insisted upon. Although the | line of the thirty second degree of latitude, from its in- torsection with the Rio Grande to the head of the Gulf of California, would appear to be fixed upon by gene- ral consent, as an equitable boundary, still, snouia Mex- ico now proffer negotiation, I am confident our govern- ment would not chaffer about boundary It is disposed to treat in a liberal spirit with a a nation which, however perverse it has proved in forcing this war upon the United States, has yet evinced an bewora- ble gullantry in its prosecution, worthy a better cause GALVIENSIS Wasucxatom, May 6, 1847 Hurrah—More Glorious News from the Yankee Fo. bunteers. We have « telegraphic report to-day from Fredericks- burg, briefly announcing the decisive overthrow of San ta Anna near Jalapa, by Gen. Scott. You will have received the despatch. We have every reason to believe itto be true, and that there is no mistake about it ‘This will locate Gen. Seott and the body of his army very comfortably in Jalapa, or Xalapa, (vut always pro nounced Halapa) at which point he will be above the terres calientes, or hot lands, of the sea board, where the yellow fever and the dysentery are so prevalent in the summer. Jalapa is in a finer and more delicious climate than Monterey, and the army will doubtless re- main there to recuperate and to receive reinforcements, 1 expectation, in the meantime, that the mission of Mr. ‘Trist will be more successful as a peace mission than the long and unprofitable journey of Senor Atocha, But some say that Gen. Scott is authorized to offer the enem: peace after he has thoroughly licked them, especial % there be any person or persons in authority within bis reach. Peace, however, inan ignes fatuw always within reach, and yet we can’t cate! ta Anna, too, it seems, bas proved bimself a most “artful Dodger.” CERRO GORDO. Waswincrox, May 7, 1847 sIn Enquiry into the origin of this Mexican war—The guilty parties—The provocations—The immediate causes, the objects, and the resulte, with some passing speculations on prospective consequences to ws and to Mexico cool and independent im Our text coversa very comprehensive surface. A me- thodical research would occupy the Herald for twelve months to come, at the rate of twelve columns a day— comprehending the minutim of the wide fleld of investi- gation suggested. But we only propose to touch upon point or two, as stakes of triangulation, ‘To this day the question of the origin of the war rests stigation | between the President and Mr. Calhoun, Mr. Benton sharges it upon Mr. Calhoun, in the modus operandi of e annexation of Texas; while Mr, Calhoun charges it upon the President, in marching old Zack across the de vert, from Corpus Christi to the Rio Grande, We believ they are both right, and that Con: is equally impli- cated, It {sa triangular thing. The annexation by Mr. Calhoun was the base line of the war, the march of the army to the Rio Grande was the perpendicular, and the tacit assent of Congress, as accessory after the fact, wan the hypotenuse, closing up all sides, being equal to the square of the two other sides, and reducing the war ton mathematical demonstration, ‘The provocations of the war, without being specified, in the outset, wore set down as a single provocation by Congress, to wit, “the act of Mexico.” The act ix not led. Bat urning home on the annexation « ‘Texas, or the tet of Parades in ousting Herrera, the act of Arista in crossing the Rio Grande to capture ‘Taylor, or the various acts of Mexico in the evasio payment ot indemnities, or the act of that governme declining to sell out to John ae But of ail these, the ‘will be sent to tis pablic' stor act of the American Congress of the 13th May, i840,
