LATEST MOMENT — Fh HIGHLY IMPORTANT FROM MEXICO. ANOTHER GREAT VICTORY. GREAT BATTLE CERRO GORDO, BETWEEN General Twiggs and Santa Anna, AND BETWEEN Gen. Scott and the Mexican General. Total Rout of the MEXICANS. Five Mexican Generals, including LA VEGA, And Six Thousand Mexican Soldiers Taken Prisoners, &o. die. die. Putapecpnia, May 7th, 1847. A great battle has been fought near Cerro Gror- do, between General Scott and Santa Anna. The Americans were triumphant, The enemy was totally routed, and five Mexi- can Generals taken prisoner. The battle commenced,on the seventeenth ult., by Gen. Twigg’s advance division. It was re- newed on the 18th, by the full American force, under Gen. Scott. A complete rout ensued. Six thousand Mexicans were taken prisoners, and nearly five hundred Americans were killed and wounded. Gen. La Vega, with four other Mexican generals were taken. Santa Anna escaped after his defeat. The interruption and pre-occupation of the te- legraph line, prevents the receipt of full intelli- gence. We will send the details ils early i in the morning. Affairs in A Albany. LEGISLATIVE PROCEEDINGS. Senate. Avmary, May 7, 1847. ‘Tho following bills wore reported :—Tho House bill for the formation of Manufacturing Corporation. To revive the charter of Brooklyn. ‘To alter the map of Brooklyn. To regulate the construction of telegraphic linos. # ja answer to an inquiry from Mr. Fotsom, whother y report would be made on the petition for the repeal ef the law to equalize taxation, Mr. Youna said it was probable that one or more bills would be intro- duced. The amendments of the House to the bill establishing @ free academy in Now York, wore agreed to. ‘The amendments to the election law, to prevent bet- ting on elections, were also agreed to. The resolution relative to excise, was laid over for tho present. The bill to amend the charter of the New York Fire Insurance Company, was passed ; but subsequently the voto was reconsidered, and the bill laid on the table. Assemmry. Also, the following bills:—To discontinue a portion of 64th street, New York; to amend tho act more effectual- ly to provide common school education in the city of New York. ‘The Judicial Districts bill has been laid on the table of the House by a vote of 51. ‘Tho Oregon Railroad resolution of the Senate was agreed to. The Judicial Districts bill was taken from the table, and the question of agreeing to the report of the com- mittee of conference was debated to the recess Aupany, May 6—6% o'clock, P.M. Affairs in the Legislature. Tho House has just laid tho bill reported by the Com- mittee of Conference for tho division of the State into Judicial Districts, upon the table, by a strict party vote. A majority of about ten—the bill may be deemed lort. ‘Aunasy, May 7, 1847. Considerable produce has arrived from canal, particu- larly corn and barley. Corn sells here at 93 cents for 56 Ibs; barley 68.069. Flour afloat is selling at $7 50, with sales to the extent of 2,000 burrels; 10,000 bushels of bar- Jey were sold at the above quotations for two and four rowed. Some sales of yellow corn wore made at 93 ots, for 60 Iba. Boats are in from Seneca Falls. Se SC oEEEneenrtcemramesl — Affairs in ‘Washington. Wasmixaton, May 6, 1847. The Army—Military Appointments—The Lieutenant @eneralship—Promotion from the Ranks—Appoint- ment of Civilians. ‘There is one awkward fact daily being developed in the return from the seat of war of volunteers—offloers and men—whose terms of service have expired—and that 4s, » feeling prevails among the officers and men in the army, that their services have not been duly appreciated and rewarded by the Prosident, Injudicious selections for military appointments have been the besetting sin of Mr. Polk’s administration. It would seem as if a continued hallucination had, on this subject, oppressed the Prosident’s otherwise well balanced judgment. The scheme to place Mr. Benton at the he&d of the army in Mexico, to which I must say the President yielded with reluctance, and which met with cordial assent from no member of the cabinet but ono, proved most unfortu- nate in its inception and resnits. It sadly weakened the administration party, divided as that party was on the question of its expediency, and it wore #0 much the poot of @ political ruse, that it materially endamaged the e popu ty of the administration, on every momber of which the odium of its concoction was indiscriminate- ly thrown. And after the measure had been rejected in both houses of Congress by a three-fourths vote, it was again preased for adoption Yim another shape, with a per- tinacity that rendered its ultimate failure the more mortifying to its originators. Another just eause of discontent prevai's. In our vol- unteer army men of talent and education serve a4 pri- vate soldiers. ‘Tho objection to promotion from the rauks which obtains in European armies, the etaple of which fe composed chiefly of the uneducated class, cannot, therefore, , prevail in our army, where the private is often as talented and as highly educated as the colonel. In every engagement since the commencement of the war, private soldiers have distinguished themselves for cool- noss, persevering endurance, and bravery, far beyond that exbibited y many officers. ‘The Olilo regiment, at Monterey, and the Mississippians, at Buena Vista, exhi- bited instaaces of gallantry never surpassed. And yet J belteve but two or three, certainly not more than half «dozen men have been promoted from the ranks to be company officers, during this entire war. The majority of our volunteers do not serve from the seductive alare- mente of seven dollars a month, nor yet are they led on by the uncertain hope of a possible futurity of ease in # centre of a western paradise of one hundred and sixty acres of land. Our people are fond of military glory, and they expect, as they have a right to expect, distinction, ‘ws the reward of valor. That expectation disappointed, and there {s reason to fear that of the army now in the fleld, worn out with aturally dissatisfied with their treatment, thelr prosont term of service shall mingling with thelr fellow-citizens, ardor of those who will be required to in the fleld, and thus it will be found tively worthless soldiers. ‘There te evely Tonaomr to aps end that ie wi be the con Teifhers pores sequence of the Fys- There is yet another evil the high inilitary ” appointments, of men whee on recommendations consist in political services ‘Thy is very wrong. The fato of m campaign tay oft depend upon the skill, experience and judgment of neral of brigade, and to appoint a man to such a sta, fon, simply because he has madea speech in fuvor of tne war, {9 an absolute trifling with the lives of our soldiers and the fate of the campaign, Would it not be more Gonsonant with justice to make such an appointment take their necessary to fit up the ranks of the from am > the tried by me vnie have behaved fr resly to men who have fought gallantly Tn the matter bf ajpointments Mr, Polk has been s8d- ly misguided. 9 ‘advised with his cabinet more, and with politicians less, this would not have happened: Some appointinents made last winter, have partly cured him of the propensity to take all appointments Into his own hands, without consulting with those who are capa ble of giving bim judicious advice, “The mail’has failed this evening, and there is conso- from the army. Nothing was done throughout the day, although telegraphic accounts of the character of the news were received about din- nertime. The flags of our shipping are all displayed at half-mast this morning, as a testimonial of rospect to the late Captain John Smith, of the British brig Caroline, who died yesterday at the Arch Street House. He was a native of Glasgow, Scotland. Tho body of a white man, clad like @ laborer, was found yesterday afternoon in the dock at Arch street. It had the appearance of having been in, the water for some timo. No friends have yet appeared to identify it. The dinner to Commodore Conner last evening at the Columbia House was. gay assemblage, and mirth and good humor prevailed until alate hour. Vice President Dallas, Commodore Stewart, Commodore Engles and Blake; Captain Reynolds, Lieutenants Henry Ingersoll and Boggs, Purser Welch, Surgeon King, Judge Greer, Mayor Swift, Recorder Vaux, Hon. J. R Ingersoll, C;_ J: Ingersoll, James Page, George F. Lehman, Henry BD. Gil- pin, J. Ross Snowden, John M. Scott, David EGS aud nearly two hundred and fifty others of our most respected citizens were present. The Hon. Joseph R. Ingersoll presided, and made a most beautiful preface to the following toast in honor of their guest : ur guest, Commodore David Conner—The intrepid sailor, the skilful sailor; twice tried in successive wars; daring and collected in the short and flerce conflicts of the one, and accomplishing his arduous and patriotic duties in the other, by a brilliant example of naval en- terprise.” ‘The Commodore responded in a very neat and brief return of his thanks for the honor which had been done him. The toasts in compliment to the Vice President and the army and navy were appropriately responded to. The speeches were interspersed with sentiments and songs, two original ones of great merit having been given by Col. Page and Wm. &. Burton, A lad named Robert Caldwell, died yesterday in con- sequence of internal injuries received during the last Sunday's firemen’s riot, which occurred in the western part of the city. He was knocked down, and trampled upon during the affray. Joseph Hongendobler, a lad who was run over by the tender of the Good Will Engine on Wednesday evening, died yesterday in consequence of the injuries received, The markets of Pittsburg and Baltimore, accordin; to the latest despatches received by telegraph, exhibit great firuiness, in consequence of the foreign’ mews, but dealers are holding off till the receipt of their commer- cial letters. It is a matter of much complaint in those cities, that the first despatches of foreign news received ever contain any information in relation to the provi- sion market, which is of peculiar interest in those quar- tors.
