Invoices must be Produced—How Verified. ntit.—The consignee of goods, wares, or mer- chandise, imported under these regulations, must pro- daee to the United States commanding officer, naval or military, at the port, as the case may be, an entry, in- voice, and bill of lading thereof; in the entry the marks, numbers, description, and contents of packages, and the quantity and market value thereof, and of each pack- age. must be distinctly stated. Mexican Laws, Usages, and Customs abolished. Sixteentn. All government monopolies for revenuo or income and prohibitions, except as herein mentioned, of imports into any of the said ports of Mexico, and all duties on exports, or prohibitions of exports, and all in- terior transit duties, and all auction or retail taxes or duties on imports on'the_ sale thercof, any law, usage, or custom of Mexice on the“contrary, notwithstanding, are hereby annulled and abolished. Mezican Public Buildings to be used. SrventexntH. The commandant will use and occupy, for the transaction of business, and for the storage of importa, all public buildings in the ports aforesaid; and if such buildings shall not be found sufficyent for the pur- poses indicated, he will require the Mexican authorities to furnish him with additional buildings, free of charge, to the United States. Clearance and manifest of vessels outward bound. Eicurexntau—Prior to the departure of vessels from the ports aforesaid, the paymaster, -purser, or other offt- cer, asthe case may be, will require the master to pro- duce to him a manifest of the outward cargo of such vessel, specifying the marks, numbers, description and contents of packages, and the value thereof, as per form 7, a copy of which, signed by the said paymaster, pur- ser, or other officer, and countersigned by the comman- dant, will be granted to the master, together with a clearance, to be endorsed thereon as per form 8, No clearance will be granted to any vessel of the United States to any other port or place in Mexico, except such port or place be in thet possession of the United States. ‘The exportation of goods from any port or place in Mexico in our possession, the importation of which is prohibited by these instructions, is also strictly prohibi- ted. Ni Nixereentit.—Those regulations apply at onve to Matamoras, ‘Tampico, St. Francisco, and Monterey, (in California) '&e., &c., and of such other ports and places as may, from time to time, come into our possession, as soon as possession is taken. All goods brought into the United States from any of the said ports or places in Mexico, will of course be chargeable with duty in the United States, but no draw- back will be allowed on exports from any of tho said Mexican ports or places. Moneys to be collected under these instructions to be paid over to the paymaster, purser, or other officer, to be retained by him, under the directions of the commandant asa military contribution, subject to the order of the war and navy departments; but no fees, charges, com- mission or compensation of any kind to be paid for or allowed for the performance of any of the duties pre- seribed by these regulations, Twentieth. Yexterday, the general-in-chief of the insurgent troops, Don Mtias Pena y Barragan, published a proclamation, in which he acknowledges General Santa Anna as presi- dent of the republic. declares null and yoid all contracts which have been or may be made by the government since the 27th of February, and that all who shall pay any sums to it shall be required to repeat the payment: it declares null also employments or promotions which may be granted by the government, as likewise the pen- alties which it may decree against individuals in public employment, who have taken part in the insurrection, Ax, in the said proclamation, the plan proclaimed on the day mentioned, February 37th, is considered as sub sisting, we think that there is a manifest contradiction between the acknowledgment of General Santa Anna as President, and that document ; one of the main ideas of which is the nullity of the last election of chief magis- trate of the republic, who, as this very document incul- cates, ought to have been, and ought to bo elected by the legislatures. The other proposed measures, if wo must speak of them with due frankness, are of a ridicu- lous character. In order to avoid this in the arrange- ments of the chief of tho revolution, and in order that the revolution should be uniform. it was necensary that all the chiefs of the insurrection should have come to an agreement, which we believe, is not entirely the case ; and that this fatal plan should be abandoned, as it de- stroys everything legitimate and recognised which exint- ed, in order to distract us with the probabilities of being able or not within a few months to establish a now centro of union whieh, if the nationality 6f Méxicd is lost, can avail nothing. {From La Prensa, of Jalapa, March 6. The pronunciamento which took place in Mexico on the night of the 26th ultimo, is the most scandalous event which could have occurred to heighten the scene testable commotions, thanks to which these fatal men of revolutions have succeeded so often in placing the country on the brink ofan abyss. It is now six days since the capital of the country was converted into a theatre of civil war—that deplorable war in which indi- viduals of the some families destroy each other like infu- riated enemies ; in which brother fights against brother, and father against son. Blood will tlow in torrents, dead bodies will cover the streets of populous Mexico, most horrible scenes will occur again in all parts ; but it ix necessary that all this should happen in order to sate the unbridled passions of the perverse anarchists and of those atiti-reformiers who, through unworthy self-inte- rest, and the ambition of governing in the darkness of prejudices, have converted into an additional clement of discord the measure adopted by the authorities of the na- tion to contine the war against the Unitod States. They neither desire that the national honor and independence should be saved in the struggle to which the North Ame- ricans have infamously provoked us, as their object ix to avoid contributing to the expenses which the war mands, nor even that the federal compact shall be made safe, becauac they know that federal institutions, liberal institutions, give an impulse to nations which have the happiness to be governed by them, in the career of intelligence and advancement. It was necessary to pre- pare a blow against the approaching political regenera- tion; it was necessary to direct repeated axsaults ugainst the government, and that these assaults should find an echo in the fanaticism and ignorance of the multitude, in order that the ground belng prepared, consolgnces alarmed, and opinion divided, the attack by armed force might succeed in expelling from their posts those who have committed no other fait than that of ridding themselves of the slavishnoss which Spanish domina- tion engendered among the inhabitants of this part of America, The preparatory measures were taken, tho blow has now been struck—but will this blow produce the effects which its authors have promised themselves?
