The Project of a Revenue Tariff in Mexico to aid in the Expenses of the War, with some Observa- tions, en passant, upon the Rumor of the Morning of the peaceable Occupation by Gen. Scott of the City of Vera Cruz and the Cast We submitted to you, some days ago, @ pasting hint, sufficient to awaken the attention of the | bulls and bears of Wallstreet to the subject of he proposition in contemptation, of the establish- ment of a revenue system in Mexico, to aid in support ef the vigorous prosecution of the war. Subsequently it was reeommended by Mr. Calhoun and Mr. Soulé, in the Senate ; but all the time it has been nnder serious advisement by the Cabinet, and we now learn that the schedules of the proposed tariff for Mexico are made out, and that the plan is only held in abeyance, avaiting the result of the com- bined operations of Generals Scott and Taylor. We have a telegraphic report this morning pur- porting to be via Havana, of the occupation, by the forces of Gen. Scott, of Vern Cruz, without a blow, the garrison of the town having evacuated on the approach of the American fleet. This re- port may be true, because it will be recollected thata month since it was said to be the pian of Santa Anna to surrender this important ion without resistance. Assuming that suc the case, and that the news of the brilliant retreat of Gen. Taylor will be confirmed by the mail of to-day {rom the South, it will be apparent that the war is drawing to a focus. The reinforcements to Taylor are getting in, and Gen. Scott will be immediately in a condition to send back by sea to the Brazos or Tampico five or six thousand effective men from Vera Cruz, which will enable Gen. Taylor tohem in Santa Anna closely as to reduce him to the necessity of a disastrous bat- tle oran unconditional surrender. In this aspect the intelligence of the peaceable occupation of Vera Cruz 1s of the utmost importance to the suc- cess of the operations of the army in the North. And yet the surrender of Vera Cruz without re- sistance, if it should be so, will be among the most unaccountable expedients of modern warfare; an expedient which can only be accounted for from the absence of provisions in the town and the castle beyond two or three days supply, and the consequent necessity of # surrender in a week | or ten days to our surrounding forces, even if neither party should fire a single gun. the fact of the scarcity of provisions in Vera Cruz, that we are disposed to credit the story of the evacuation. Had they waited tll surrounded by is from. the American forces, « surrender would have per- haps been inevitable from the demands of starva- tion, and the enemy have probably prevented some five or six thousand prisoners from falling into our hands by a timely evacuation of the city, falling back with their munitions to the defe: of the road to Mexico, and leaving the Americans to the tender mercies of the vomit. The castle, Wwe suppose, remains to be taken. In any event, the occupation of Vera Cruz and Tampico will give to the Secretary of the Trea- sury tho required facilities for his revenue tariff ; and it is really one ofthe most bsautiful schemes, and will be one of the most effective that could be adopted for ceercing the enemy to the superior advan ages of a state of peace which would give to them the benefit of their own revenues, over # state of war which diverts those revenues to ‘he sole and exclusive benefit of their invaders. We hope that this revenue tariff for the “aidand comfort” of the army will be enforced as soon as circumstances will indicate the propriety and ad- vantages of the measure, Ww. The great storm of Friday and Saturday last seems to have extended South and West, as well as North and Kast, as the mails.of late. from eve- ry quarter, are sadly deranged. Last night noth- ing was received south of Wilmington, N.C., and nothing west of Cumberland. The telegraphs are also prostrate, with the exception of the line from Washington to this city. By telegraph from Washington information was received, announcing that a distinguished officer of the army had announced in public that the Se- cretary of State had received a letter from Gen. Campbell, Consul of the United States at Ha- vana, informing him that the Castle of S. Juan de Ulia and the , city of Vera Cruz had surren- dered to the first summons of Gen. Scott and Com. Perry. {t was added thatno one in Wash- ington doubted the intelligence, and that by the Govermment it was not entirely unexpected.
