He is on the spot, and has frequent opportunities of conversing with people direct from the capital.— Itis but right to say, however, that the rumour of the contemplated evacuation of Vera Cruz is not entertained here with any degree of confidence. It is not understood how it can benefit Santa Anna to surrender without a blow the strongest fortress in Mexico, when a defeat of our troops there would terminate tae campaign, and give him time to reeruit his strenvth for next winter -- The few thousand men with which Vera Cruz and the castle are garrisoned, will be more effec- | tive where they are, than ten times their num- | ber in any other position; and it does not | appear that the Mexican general has any | lack of men. He has nov a greater number than he can feed, aud, therefore, to add this small force to his large famishing army, would be no consideration. But, moreover, all the weighty considerations that induced him to make @stand at San Luis P.tosi, would weigh with even greater forea for the defence of Vera Cruz.
