He has been a capital good Speaker, has this same Prompt, efficient, decisive and impartial, he possessed the great fundamental qualifications of a presiding officer, necessary to control the turbulence of so large a body House of Representatives. Ia no party—he knew no personal preferences; the contestant whose voice first caught his ear always secured the floor. In fact, we h a speaker who has been able to control the House, and bring it out of the greatest confusion with so much efficiency, and so little difficulty. and the the chair he knew ave never known Of the New York members} of the House, Messrs. Rathbun, Grover, Miller, King and Cul- ver have been most conspicuous during the ses- sion, upon several of the important questions of the day; and Grover, perhaps, of all the delega- tion, was gained in character as a debater, and | especially upon the Wilmot proviso, upon whi however absurd the proviso itself, he was at least as consistent in the end as he was decided in his position in the outset. In the Senate, Mr. Dix has acquired the the modesty of his manner a depater, and as @ man, bim avery wide circle of friends, and a |i ir share than he is aware of, of the public established reputation of a man ot learning, experience, sagacity, talent, and ability, while a Senater, » have won for pproba- ion, As a member of the military commitee, | Mr. Benton, the chairman, from deference to his explicit, and judicious. aving said thus much of Mr. Dix, it becomes | us to approve the course of Mr. Dickinson. | From afti.ctions in his family, he has been nec RtAINMENT | gprily absent a good part of the abilities, gave him almost the absolute control of | the decisions of the committee, and their exposi- | tons and defence before the Senate, and the | style in which he discharged this duty was emi- | nently satisfactory, succinct, concise, conciliatory, on; otherwise he has been punctual in his plac +, not interfering | to any extent in the discussions, but taking his full share in the hard drudgery of the committees. | On the last night but two of the session, he made a speech in exposition of his position on the Wilmot proviso, and taking, as he did, the bold and independent stand that the proviso was at best but a mischievous excresence, and that the resolutions of his legislature were not intended for a “fundamental condition” of that sort, an ex- | planation of his views was unavoidable. On the abstract question of the appropriate national po- | liey, Mr. Dickinson, perhaps, ventured too ex- | tensively into the fields of poetry and figurative | illustration; but in his comments direetly upon | the third resolution of his State Assembly, he teed the mark like the regular soldier. While we approve, therefor | tity and the entire obedience of i structions, we just as cheerfully endorse the inde- pendence of Mr. Dickinson, and the hazard in which he placed himself on that account, in dis- approving the proviso.
