Mr. Catnoun made some interesting remarks relative | make ay law by which they shall be deprived of ful | and equal right to any territory acquired or to be scquir | ed. 3. That any law whieh would deprive the citizens of any State from emigrating with their property into any territory of the United States, would be in derogation of this perfect equality, and in violation ef the constitution, and tend to’ subvert the Union. 4 That the imposition ef any condition upon & State, in order to ite admission inte the Union, other than that its constitution saall be republican, would be a direct violation of the constitution, and confict with the principles on which our system rests, Mr. Calhoun asked that the resolutions be printed, which was agreed to. He an be Senred at the box office from 10 A, M tila | hoped, when taken up, Senators would be prepared to dail: vote on them. It was high tii where they stood. for the South to know Mr. Benton replied that he could not consent to ne- glect the business of the country for such a string of ab- stractions; and although Mr. Calhoun had hoped that the | Senator from Missouri would support this movement, he (Mr. Benton) wished it te be understood that he had nover permitted the business of the nation to suffer by throwing firebrands into Congress. The navy appropriation bill was taken up, amended | and passed. ‘The three million bill coming up, Mr. Hovsten addressed the Senate, and defended the dministration. He gontended that, in taking Texas we took ker war with Mexico; and were in fact at war ag soon as annexation took place. Mr. Houston's speech called forth some explanation between him and Messrs. Cass, Calhoun, Sevier, and Wescott, as to dates, invasion by Mexican forces, &c. Mr. Simmons obtained the floor for to-morrow. The bill from the House for the relief of the heirse f Ex-Governor Tompkins, was taken up and passed. After an executive session, the Senate adjourned. House of Reprgsentative: Wasninoton, Feb. 19, 1847. A resolution was adopted to terminate the debate in thirty minutes after again going into committee on the bill forthe continuation of certain public works, im. prevements of rivers and harbors, &c. A joint resolution presented by Mr. McCievuanp, was read three times and passed, granting certain unservice- able brass eannon, captured by General Jackson at Pen- sacola, to the Jackson Monument Association, to be used in the construction of a statue to Jackson ‘The House then took up the private calendar, and con- sidered and passed a great number of private bills. — Among them one for the relief of the heirs of Daniel D. Tompkins, and one for the relief of the heirs of John Paul Joi Numerous bills from the Senate, of private or unlm- portant character, weré read twice and referred. Adjourned. CS} BY THK MAILS. George Robertson will superintend the mansgement of | Nourse, deceased. In the year 1839, Mr. Nourse having a disputed ac- count with the Government, the matter was taken be- fore the District Court, when the certificates of Wm. H Crawford and every other Secretary of the Treasury in his favor were produced. After he had given “security to abide the judgment of the Court with interest and Bric accounts were referred at the instance of u . Attorney to Auditors for settlement, who re- ported a balance to be due to Mr. Nourse. The et wes confirmed by the Court, and the whole wore subsequently aflrmed by ,the Supreme Court of the United States It is hoped that the House of Representatives will be able to spare five minutes to the consideration of the bill, and thus gladden the heart of his aged widow. Wasnixarox, Feb. 18, 1867. The Bill of Three Milli We go for this bill of three millions. It is a measure conceived in magnanimity and humanity, and it is only | party malevolence that could miscenstrue it into sordid bribery. Itisnesuch thing! It is a wise measure. It may save a hundred millions, which would otherwise be expended in shooting individuals who have done us no harm in God’s world. We have, therefore, a word to sey in behalf of Col. Polk. And wo assume, that 1, Being compelled to fight, his object has been to show to Mexico that we are capable, able, and willing to fight. 2. That having convinced her of this, and having no oe- casion for war, merely for the empty and expensive Pew of war, we are ready to ground our arms, and to sign @ peace. 3. That we do not stickle at etiquette; but, with tho magnanimity of a Christian nation, we lay aside all oti and ask of the enemy, suspending our offensive ome, now, let us be Lge it is your interest, as well as ours that we should ‘We are ready to shuke hunds—what say you?” be ‘That Mexico having 4 the government has been eompelled to keop or NR war, and yet at every | step has manifested a lnadable Christian a tion—e disposition to forbear, and to secure rather the | good ot Mexico, ina spesdy peace, than her certain de- struction in an indefinite prolongation of hostilities. 6. That if Mexico sheuld be disposed to treat ; but should say, we dare not—our treasury is is oxhausted— our army is unpaid, and we cannot dismiss it without a set tlement for fear of a revolution, 6. The Finane The Peace Bill. Business went on quietly in the capital to-day, but there are yet to be several stormy days in both houses* ‘We see no escape from another drama or two of ,fierce prem ‘and crim—and recrimination. The tea and coffee | tax will be @ bitter potion to the Wentworth division of DBlY on He |. the House; and the trial upon Wilmot’s proviso bas yet | tobe made in the Senate.
