CONGRES31UNAL PROCEEDINGS. maton, Feb. 17, 1847. The Vice Present presented the petition of John A Barry, a subject of Queen Victoria, and plaintiff in the celebrated Barry caso, Jurisdiction of the Supreme Court, so as to meet his. case. aying the extension of appelate The question was presented whether a nonresident alien could petition Congress in this manner. Mr. Weneren contended that he could, and Mr. Cat- Hour took an opposite ground. Without any further discussion, the subject was post- Poned until to-morrow. ‘The naval appropriation bill was taken up, and the dry dock appropriation left as it came from the House. Sun’ dry amen.'ments were adopted, and among them was one authorising an additienal number of Assistant Surgeons. The bill was postponed until to-morrow. The three million bill was then taken up, Mr. Chel” mers giving the floor to Mr. Colquitt, for whom he had obtained it. Mr. Corgurrr spoke at length in vindication of the Pre sident from the charge of attempting to stifle debate or dictate to Congress through the columns of the Unien wapaper. Mr. Butier then obtained the floor, and the bill was postponed until to morrow. ‘The smendment of the House to ‘a revolutionary pen- sion bill, and a bill to regulate 45 gppelate jurisdiction ofthe Suprome Court, were ¢ onourred in, and the rest of the day devoted to private * ellis. House of yo bresentatives. Wasninaton, Feb. 17, 1847. Bills passed * (5 regulate the mileage of members of Congress, to sstablish a Court at Key West, and an addi: tlonsl lan’ «district in Wisconsin. Bills were reported, road twice and'referred, providing for 9 additional number of general officers ana for other ‘@@rposos; to increase the revenue derived from duties on imports, and reduce the price of public lands; and for the benefit of sick and disabled seamen. Mr. Sawyer had leave to make 9 personal explanation, and proceedet! to read a letter to prove the charges which had been made by him against Mr. Culver, in relation to exposing the secrets of Odd Fellows Lodg Mr. Cunver asked leave to reply, but Mr. Rathbun objected, remarking that no reply was necessary, as Mr. Culver’s reputation was not touched by Mr. Saw- yer’s proofs. A communication was received from the Secretary of State, in reply to a resolution calling for information as to the trade, productions, &c. of Oriental nations with which the United States have no treaties. Areport from the Secretary of the Treasury, in rela: tion to the public contract, awas received. The amendments of the Senate to the naval pension bill were further amended by the House, and then agreed to. | The Senate bill authorising the construction of four additional steamships was r twice and referred. A resolution was adopted calling for the names, eges, time of death, kc., of revolutionary pensioners. ‘The bill to establish a new territorial government is Ttaska was then taken up in committee of the whole, end ‘after some time spent in the consideration thereof, the committee rose and reported amendments—one changiag the name from Itaska to Minesuta. The amendments -| Were agreed to and the bill passed. A bill was reported and read twice to promote the edt- cation of indigent deaf and dumb persons. ae BY THE MAILS. Wasminarton, Feb. 14, 1847 The Eepulsion—The Wilmot Proviso. The act is consummated. The Senate has passed resolution excluding the editor of the Union from the floor of the chamber, by a vote of 27 to 21—all the whigs, with Mr. Calhoun. Mr. Butler, Mr. Westcott: Mr§Cilley and Mr. Yulee, sustaining it. The course of the Union, since the commencement of the present jion— I do not go farther back—has been inconsiderate, rash and indiscreet. Its tone could scarce - ly be more undignified. Its articles are generally whip. ped -syllabub, of very trashy concoction. The offensive contribution is really so stupid it would scarcely alee admission into a country newspaper of the most or stamp. It was at the same time pointless. It was enti: ly unworthy of notice. The Senate, by attaching to it undue and exaggerated importance, has belittled itself in the eyes of the coun- try. It has exhibited an uncalled for exorcise of power fora very small object. It has constituted itself public rosecutor, witness aod judge, in a prosecution to which Ke itself a party. Its ponderous strength has been ex- erted, not in breaking a aoe the wheel, but in brush ing it outside the bar. Nobody will’ bel necesaary for the vindication of its honor. If it was, then its honor was not worth defending. Does the Se- re is not, parhaps, in history, a more revol ter than Jemea § First of England. There something open snd manly in the undisgu rofliga- cy and savoge ferocity of Henry th Eighth. le xe monster, but pot a petty one. James, comparatively mild in his instincts, maintained an air of vulgar conse- quence—exacted punctilious and abject res) to his person—was ever on the watch, prying into the Patty of fences of his courtiors—busiod himselt in little ti sto which he attached the greatest importance—noted the straws in his path; and if one of his dogs offended the drawing room, would have him executed by the public headsman, in solemn ceremonial, as a warning to allthe denizens of the royal kennel. He exercised a microscopic surveillance o1 the most trivial transactions of his court, and lowered his dignity by a prupene assertion of it on the most trivial occasions. jis wame, by reason of the meanness of his character, is | associated with all that is contemptible and di The Senate of the United States is not bie he wometimes errs; but hitherto its errors have been not in- consistent with its grandeur. This act of expulsion breaks the charm. It isan act unworthy its greatness. The Wilmot proviso to the three millions appropriation bill, passed to-day by a vote of 116 to 106. Thisise iy | ¥ | most unex 1 result, aid is a virtual defeat of the bill. The Senate will not pass it with tbe proviso, and unless the House recede from it the bill is . GALVIENSIS. Wasninaton, Feb. 16, 1847 Wilmot Provis Now that the Wilmot proviso has roceived the sano see what itreally is, and what will be its effect It is a condition, attached to the three millions appro priation bill, providing that slavery shall not exist in any territory, the acquisition ot which from Mexico, by ne Rotistion or treaty, shall result from this appropriation ‘The sum being placed at the disposal of the President of the United States, the duty of carrying the condition into effect, is imposed upon him. In other words, he must take care before he negotiates with Mexico for any portion of hor territory, that elavery can by no possitn lity ever exist there. He is enjoined, as the condition on which this appropriation is placed at his dispo - sal, te exercise @ power which he does not pos- 4 sose—that is, to provide ageinst a contingency inde pendent of his control. If slavery now exis@ in the portions of territory the acquisition of which is in contemplation, the restraint might not be entirely ab surd ; for then the President might insist asa condition of the purchase, that slavery should cease to exist in tor | ritory about to become an integral portion of the Union | But instead of this, the President is enjoined, by this pro | viso, to say to Mexico: “ We wish to purchase territory from you, but it must be upen the condition that you firet primary condition o joke us stipulate that under no cireum stance, shall slavery ever be permitted to oxist in the ter ritory you cede to us.
