re ee ee ee citizens from embarking in an enterprize, which offers nothing but’an opportunity for discomfiture and Tuinous sacrigcess. In favor of the Harlem is the length of road already Coustructed; » ad having thus passed over the preliminary and principe 4 dificulties, the residue can be finished, within cigh’ een months, provided adequa’e means be im, mediately » mised and judiciously applied. It will not, however, snswer to make each succeeding twenty miles, with snaj 4? speed, in three years, evidencing neither energy, mor economy; from which dilatory and improvi- dent P' ecrustination, the embarressments of the Harlem comp’ any have mainly arisen, the cause and effect of a ‘prep andorating stock jobbing spirit. FiM7y a careful examination of the map, now exhibi- ted at the Merchants’ Exchange, it will be perceived that t) se Hudson River company will have to centend with insuperable difficulties. Should the road be con- struc fed, it will prove a waste of money and labor, and ‘whe ¢ finished, very fer inferior to its inland Competiter; for ¥ Phatevermay be the existing difficulties and dis- tresive ¢ of the Harlem company, their r ad will eventu- ally ? w built to Albany. The lecation of the Hudson road i son a navigable river, whose borders are not only extron tely serpentine, but are faced almost the whole length , with reck of the hardest and most tenacious chara iter; and in order to avoid some of these troubl ssome impediments, miles of bridging become ueses:' mry, which are never secure, andare always perish able. A If b ardened with these inauspicious circumstances, the H adson company shall ever attempt to organize, we confi: jently predict, that the first ton dollars will prove the o aly instalment ; and, that the three hundred thou sand dollars, ridiculously and credulously advanced by thou » who donottake the trouble to examine for them- sel¥ as, will never bo appropriated to the road in con- ter platin. If, however, we be mistaken in this fore- bed ng, we shall then witnoss vicissitudes, tricks £07 hersett', and evolutions, not less harlequin and va- rheus, thé a the extraordinary changes which are so fan, efully exhibited at each turn of the mysterious kilaidises pe. The project will Prove useless to those whe veu(ure their capital, a fraud on the small Stookholde r and laborer, every way a disappotat ment of th public requirements, eventuating,sa grand specir bon a f New York conservative energy, ™m failure and disgraa®. Carefully, the financial interests ed in the extensi, ” eh of these embryo, rive In! @tutions, andialso tent them, as matters of * @ucern, we shall rot Teng hi sought to commraa the immediate patronage of private Sepitulists. a sti In refefring to the prebable cost of the Hudson River 96d, as estimated by the commissioners, we learn that six millions'of dollars must be expended, one moiety of | which is te be id by stock subscriptions, andthe ether by mortgaging the unfinished work. It is also vepresented, ag an inducement to subscribers, that con- ‘tractors stand ready to take a million ofthe capital stock, ‘im part payment of their contracts for grading. But ‘those who have had some experience, know that such ‘*pgagements contre] the independence of the direction, ‘and, consequently, contracts for stock are always ex- travagant, It was this very description of contract that broke down the New York and Albany company; the Contractors, engineers and directors were brought into Constont collision, aud in the same manner the Erie Rail- road Company became ruinously embarrassed. If tho Braving can be performed for two millions, a million o¢ steok is given as a bonus, and if not, then the contrac- tors will have to sell their portion 3 the operation, of ne” cessity, will be to break down the market valu: It thus appears, not only that this company is to com- meuce inerror, but that the whole pruperty is to be Jeoparted by mortgage. It may, however, be fairly con, eluded, from the rough and ready estimates which have boon formed, that the Togelar dupes will soon have to ery eut, “ help me, Cassius, or I sink.” ‘Do iorm t of the truthfulness of the surveys by the straight line, drawn on the map from Poughkeep- Sie, to the vicinity of Albany, we thould be compelled 0 NO very remarkable relisnce on any Portion, and six millions as the estimate, on such superficial engineering, we might foel Perfectiy within bounds in etting down the cost of consummating the dull reality sat tom millions. It is seid that the estimate for the con, struction of the Crotem water works was extremely ac- curate, of which we have very little doubt, as far as the aecounts shew, for we all know that the allowances for leeway were so large as to afford immense profits to the Contractors, Although the Harlem Company may be on the eve of bankruptcy, its situation is, nevertheless, not desperate; and should come kind spirit place it in charge of the Comt of Chancery, it might find relief from the insane guarcienship ‘* which it is now exposed. If, however, its fate be worse than wo now anticipate, by the sale of the hypothecated stock, those who have a bona-fido in- terest in the company may scek remuneration from the direction, as every menaber of the board, acquiesc ing in the transaction, has rendered himself personally liable for the spurious ef learned counsel; and those who have not recorded their written protest, may find, when it is too late, that their official honors have not led them to repose on a | bed of roses. ‘There is good security; those who are implicated are mez of responsibility, in which agreeable eategory wo imogino the whole direction may be ranked; they would, therefore, find it to their interest to lose no time in making arrangements to retrieve the tock, thus impro” Porly created; and in order to carry this suggostion into execution, with the least diMculty to themselves, they bad bost assume the responsibility of the loans, ondors ing the bonds of the company, for thi security uf the ereditors. If this be done, the pressing creditors being paid off, an advance of one hundred thousand dollars would be suf- ficient to complete tho read to Somers, and, then, with the assistance of the community, acting in concert with 4 respectable and intelligent direction, men whe will not esteem stock-gambling as the primary object, the road could be extended to Albany, for two millions five hun- dred thousand dollars, before the next Presidential elec- tion, when the Mexican war wiil have terminated to the glory of the American arms. As wehave,on a former occasion, remarked, the in- debiedness of the company will not exceed twelve hun- | dred thousand dellors when the road is finished to Somers, aud adding this sum to the amount of the capital, fifteen hundred thousund dollars, the eggregato nominal expen- diture will be within two millions seven hundred thou- sand dollars, and assuming the cost of the extension from _ Somers to bo three millions, the whole outlay would not exceed five millions seveu hundred theusund dollars, ins cluding read, depot property and running appurtenances It will be seen, from the fellowing statements, that investments made in the stock of the Harlem, if the com- pony were in proper hands, would prove highly remu nerative, notwithstanding its embarrassments, and the large amount of capital yet to be expended. ‘The revenue of the road to White: Piuins, a distance of twenty-six miles, for 1846, has been one hundred and eigh'y-three thousand dollars ; and waen in full opera- tion to Somers, a further length of twenty.eight miles’ where the agricultural and manufacturing population will be entirely dependent on the road, the gross receipts to that point may be reasonably estimated at thres hun* dred and fifty thousand dollars. If, then, we allow | cigity thousand dollars for the interest on the debt of twelve hundred thousand, end one hundred thousand current expenses and erdinary repsirs, we shall have an excess of cighty thousand fora sinking fund, alter allow, ing uinety thousaod for a dividend of six Per cent, on the copitel of fifteon hundred thousand dellars. If,w the read is being constructed to the north, branch should be made trom independent source tirough Danbury, to the Housatonic, twenty-two miles, the revenue from Somers might be increased to an emaunt qaite sufficient to pay a lair dividend on the ew | | tai which would be required to extend the road to Al baoy, leaving (he income from the extension to be ap. | propuated to the discharge of the debts. 11 these be not proper subjects for the intelligent con. sileration of the public, we knew not what should be; and we cennot hositate to believe, with our enlightened community, they will have their just weight, recom. monding them to the serious notice of the committee ap. pointed to solicit subscriptions for the Hudvon river com. pooy. We would also remark to the committee, that it would,be no more than henorabis, when they epply for sue. This is the deliborate judgment | subscriptions, to stato from, their personal exsminations of the profiles of the avenues, that no railroad can be brought into the city unless the Common Council can be induced to alter the present established grades, an application for which purpose would meet the decided hostility of the land owners. ‘We now leave this subject, and as we take our congé, we bear testimony to the ungemitted oxertions of the President of the Harlem Railroad, who has, at all times, been found at his post; and we do not hesitate to stote that whatever funds of the company have come into his | possession have been expended with the most. scrupulous integrity, to the very last farthing; and should the com: pany passinto ether hands, aftera etrict inspection, this declaration will receive the unanimous approval ofthose who shall assume the patriotic tesk of serving the public s faithful trustees of an important and honorable fran- Old Stock Exchange, State 55, °55, 7 b one Foun 22, ral 50 shes Canton Co lo i oon aS 00d B10 703% a0 Har jarlem RR 5a de ops ioe 50 do alo FS wm eB se lo 935 30 850 do 53 28 , 29 do #1053 200 2 150 do 52% 200 4 70 do 42) 4 ” + bao ay ode 3 do bay st 50 Morris Canal 100 do 810 52 Bae 1038 430 shas Nor & Wore” #3 shas BN Amtrut 50 dg WT ag SS 20 Mech Bkg Ass'n 9136 300 do 53 150 Vik 50 do 230 53 2 ind $4 150 do bso 53 1 ie 194 150 do #10 53) wk 2 8 do 330 53 300 b60 60" 300 =o oh 100 3K 50 do bis 33 ‘a City Fire MF ba 1" 100 jostom scrip | 74 3 4% shas Housatonte RR Ey hon vengomaas k 5 Stonington RR @ 50 Canton Co 20 3444 25 Kerrie seri Ly 185 "do SS 130 Exat Boston b30 13 Second Board. i Married. The Committee on Naval Affairs reported a bill to pre- vide for the construction of four steamships of war. Mr. Nines offered a resolution declaring it necessary to raise additional revenue of five or ten millions apmu- ally, by increasing the duties on articles now taxed, and imposing duties on those now free, to meet the expenses of the war. Mr. Cilley’s resolution for withdrawing our armies from Mexico went by the board in the Senate to-day, nem cen. His argument in support of it appeared to be chiefly upon the ground that our troops in Mexico were in danger of being shot at. Mr. Darron in a really great speech—the policy of it is another question—camo down pell mell upon the ad. ministration and General Kearney. By the way, Gen. K, will have a difficult account to settle with the Governer of Texas, who claims a large portion of New Mexico, im} cluding Sant propepty. We shall have some beautiful bull pon this subject by-and-b: Mr. Scuencx in the House, produced some very inter- esting mancuvres on SF position similar to Mr. Cil- ley’s, ending in smoke. F-very thing at this juncture is involved in smoke, including the room in wi weare writing Our stove is like the Lieutenant-General; it Ww Ww oothe "$23,000,000 bill is through. It goes to the Presi- dent to morrow. Fellow citizens, bring in your money; Mr. Walker wants the sinews of war; the bone and si- new of the country are not enough. Moreover, we learn that the Secret is going to re- commend a partial increase of the schedules of 1846. TWENTY-NINTH CONGRESS. SECOND SESSION. Senate, Wasninaton, January 27, Morning windy, cloudy and cold, Senate convened at 12M. A bare quorum present. Prayer by Rev. Henry Slicer. Jeurnal of yester Petitions, remonstrance ports from Committees, THE TWENTY-THREE MILLION BILL PASSED. The bill for the twenty-three millions in loans and Treasury notes, and olso for the re-issue of the late issue of five millions of Treasury notes, being taken up, on its third reading— Mr. KE vans rose and said, he had no disposition to inter- fere with the passage of the bill; but he would take this occasion to set himself right inthe correction of an in- correct report in one of the Washington pepers.in which he is made to soy that he would cheerfully vote fora bill imposing @ tax upon the articles in the free list under the actof 46. He did not say he would vote to sustain such a measure independently, and as an isolated bill; but that he would vote for it provided that it embreced also o gereral revision and increase of the duties upon foreign | imports. He never would go for a tax upon free list, as an isolated measure. He would be very reluctant in- deed, to vote for such a scheme, coupled with the adva- | lorem system of duties, producing at the uttermost only | two er three millions of dollars. | ‘Phe bill was then read a third time, and passed by @ vote of 42to 2, Messrs, Cilley and Corwin voting inthe | negative. | "he bil was ordored to be sent over to the House for | their concurrence in it as amended, and wes a short time | after returned to the Senate with the concurrence of the House—ro that the bill now only wants the signature of | the President to become a law of the land MK.
