House of Representatives. ‘The first business in order was the resolution offered by Ganuxr Davis, calling on the President to furnish copies of instructions te generals and commodores, rela tive to civil governments in conquered territories. On motion of Mr. Ho: the original resolution was modified, so as to request, instead of direct, the President to communicate his instructions, &c., and thus adopted. On motion of Mr. Broapeaav, the House went into Committee of the Whole. Aprotracted debate ensued on referring the Message, Messrs. Gippinas, Parse, and Jomnson; of Tennessee, each spoke an hour. ‘The Committee rose and reported progress. The report from the State Department, on the U. 8. Consular system, was presented, and 2,500 extra copies ordered printed. Bespatches have been received to day confirming the news of the capture of several pieces of ordnance, some eighty miles above Tampico. They were in battery,and were spiked after their capture. The despatches con tain nothing further of importance. You are doubtless informed by this time, through the telegraph, of tho result of the election of committess.— Mr. Sevier is elected chairman of the Committee on Foreign Relations in the Senate ; Mr. Dix is chairman of the Committee on Commerce. There could not be a better selection. ‘There was quite an interesting little debate on a reso- lution proposed by Mr. Crittenden, instructing the mill. tary committee to devise means of distinguishing and re warding merit among the volunteers. It was modified, after an animated discussion, so as to instruct the com mittee to inquire into the expediency of the proposed measure. No move has as yet been mads to repeal the tariff. In fact, the idea of repeal at this time is preposterous. It is impossible, and I dont know how Mr. Webster will at- tempt it, although he promised to agitate a repeal as soon as Congress would commence its session. ‘It is now the second week, and there has been no attempt as yet. A month ago, a modification of the tariff law was fully ex- pected, but now there is no possibility of its accomplish- ment. Abill to impose a duty of twenty fiye per cent on tes and Coffee will be introduced immediately. There is, however, very little disposition to work os yet on the part of the members, and there will be very little done till after Christmes. Mr. Walker expects that the imposition of the duty ‘upoii tea and coffee, will greatly facilitate the negocia, tion; of the required loan of twenty-three millions, es it will provide a fund for the extinguishment of the in. terest and principal. Very little opposition te the pas- sage of the bill is anticipated. General Houston and the other Texans, bis compant- ons, are expected to arrive to-night or to-morrow. | ‘The most active preparations are being made for the | attack of San Jusn d’Ulloa. The war and navy depart- | ments are crowded with officials arriving and departing, | and the Secretaries are constantly besieged with an over- flow of visitera. Members of Congress are constantly loafing (that is the exact word,) around the departments, squirting tobacco juice, talking nonsense, and frittering away the time of the public servants. That lower house is becoming a gigantic and abominable nuisance. To be | sure it is a necessary evil, and the few grains of wheat in that enormous mass of chaff, may go far to reconcile one to such an immense amount of representative inani. | ty. But yet, it is the boundem duty of every patriotic of tizen to abate, far as possible, this abominable nui- | sance. Hence my homily. | Intrigue is busy with her hundred hands—(Briareus | must have been a politician)—a thousand schemes are | afoot, all having for their sim and direction, suceess in the next presidential campaign. There seems tebe very little doubt now that Mr. M‘Lean of Ohio will [be taken up, although other candidates have not as yet lost hope. ‘There isa determination on the part of some of the | whigs to endeavor to cure the mischief wrought by the dolts of the party in their opposition to the war, by going even beyond the war party in zeal. What the effect of this move may be, I am not prepared to say. Notwithstanding the immense | weight of business pressing upon them, the documents | sent forth by Mr. Meson, Mr. Marcy, and Mr. Walker, clear and comprehensive epitomes of the business | tod condition of their several departments; and the eon sular system of Mr. Buchanan, the outlines of which I | gave you yesterday, is one of the most masterly pepers | that hes ever emanated from his pen.
