THE CONCENTRATION OF ia AT TAMPICO, Sen die Wasninoron, Dec. 13—9 P. M. The U. 8. steamship Telegraph, ‘rom Brazos Santiago, 29th ultimo, and Port Lavacea ist instant, arrived at New Orloans on the 5th, her flog flying at half-mest, having on board the remains of Major Ringgold and Lieutenan Cochran. The steamer Monmouth arrived the day before, but the news from Monterey and the posts along the Rio Grande i#no later than previously received. Mr. Aldeaunoy, who had been employed by the United States Commissary to take out asum of money te Genl Wool, came passenger in the Monmouth, and furnished’ the following intelligenc: He arrived at Monclova Nov. 6th, where the army of General Wo. 4 was encemped in fine condition, remained until the 14th, when he started for Monterey, accompe- nied by an escort, with despatches for General Taylor. General Butler is military eommander of Monterey. General Taylor has returned from Galtillo, leaving Generel Worth in possession of the place. It was the intention of the weneral that the whole of the ferces. except the necessary number to garrison the several posts would concentrate at Tampico, and that General Taylér, in going there, would take a route leav, ing San Luis Petosi to the right. Arrived at Tampico, vs. | and having the necessary forces to carry out his future | operations, an attack would be made on Vere Cruz, si- multaneously by sea and land. Aduel had been fought by two Mexicans at Mate- moras, with knives, in which one of the parties wes killed. . From Havana. Bavrimoaz, Sunday evening. By the brig Midas dates to the 2nd instant from He" vana, have been received in relation to the prespect of fitting out privateers in Cuba. Capt. E. states that a Mexican officer was in Havana, with commissions for letters of marque; that he asked one thousand dollars a piece for them but could find ne purchaser. The impression of Gen. Campbell, the American con- sul, was that no privateers would be fitted out in Cuba. Itds pretty strongly believed that the report which find their way into the papers are got up by interested parties, who desire to get the carrying trade. Some of the officers and crew of the U.S. ship Boston, — have arrived at Havana with an English schooner from Nassau. The English mail steamer from England, due at Ha- vays on the 29th ult., had not arrived up to 12 o’cleck on fhe 2nd. Fears for her safety were beginning to be felt, Captain E. could hear of no vews.from Mexico. Freights were dull to American vessels. ‘The new crop of molasses was beginning to come in. We have no local news worth telegraphing here in Baltimore. The Western mail has not arrived. Mr. Cranston was considered better this evening—re- sult still uncertain. BY THE SB MAILS. Highly Im Reno WASHINGTON. Wasninaton, Dec. 12, 1846. Important Despatches to General Teylor—Intellig ence of Santa Anna's Designs—The Mountain Passes of Sat tille—Mr. Buchanan's Consular Plan—Members of Congress. Despatches have been sent to General Tayler, warn- ing him against a surprise of his advanced detachments, as it has been ascertained that Senta Anna has-expressed his determination to attempt such a surprise if possible: Circumstances may have altered his determination, but it is better to guard against any sudden attack. The de- spatches, however, will scarcely reach General Taylor in time to be of use to him ; but still, he is fally able to take care of himself. The kindness with which Major Graham was re ceived at Saltillo, would seem to argue in favor of this intelligence, which, by the way, eomas from a seurce upon which every reliance is placed by our gevernment Santa Anna might attack the advanced guard at a disad- vantage, andcut them off. This would give him im- mense strength, as it would, however small the victory: d | give his countrymen confidence in him. If this be his in- tention, he might, without much difficulty, have carried it into execution, as he is well acquainted with the le. calities, of which our men are entirely ignorant. itis very strange if he permit our army to possess themselves of the mountain passes of Saltillo, and the city itself, without a blow. As to the town, it does not possess many advantages either in strength or position ; but the defiles between Monterey and Saltillo are capa- ble of being fortified in such e manner that handful of men can defend them egainst any force however nume rous. It may then be the design of the Mexican gene- ral to swoop down from the mountsins when the ad- vanced guard is marching in fancied security, and cut it off before essistance can be rendered it by the main body. ‘The next despatchhs from the ermy will be look ed for with a great deal of anxiety. On Monday next, Mr. Buchanan will send to Congress his consular plan, adocument of great ability, and which entitles its author to the thanks (of the entire commer- cial community. I will give you @ sketch of it to- morrow. ‘There was a Jeng cebinet council held to-dey.
