Saturday, Deo. 12—6 P.M. The stock market opened a little better to-day, and | Prices in several instances improved. Norwich and |b ‘Worcester went up 3 per cent ; Reading, 3 ; Erie Rail- roed, 1; Vicksburg, % ; LOM Island, Harlem, and Can- ton closed at yesterday’s prices. The sales were quite large, and the market moderately active. The aspect of public affairs, however, is so gloomy, that we see no possibility of any permanent improvement in prices. At the second board prices felloff. Norwich and Wor cester declined 34 per ceut. Harlem and Long Island closed at the morning rates. We annex the current quotations in this market for foreign and domestic exchange, for uncurrent money, and for specie :— Forgra~ Excnanons 2106; seesseeece: < 2 4 / By Se ssssessset SSSSeses: aman 1 aieaeey Rugis rion vor Spaciz. The Caledonia leaves Boston on Wednesday | the 16th instant, and the mails will close in this city on Tuesday the 16th inst. Wop, therefore, do not expect le any enquiry for foreign exchange until Monday, and | only to a very limited extent forthis packet. Quotations | for sterling exchenge continue very much reduced, and | the supply of bills in the market is so large that there | can be no material improvement in prices very soon. A glance at the freight lists and inward entries at the | Custom houscs of our largest packet ships from London, | Liverpool, and Havre, fe sufficient to satisfy every one that we are receiving very few goods from the other side, while our cxportations continue exceedingly heavy: Every packet ship is not only filled up some time previ- ous to departure, but the ;Jargest transient ships in | port ere pressed into the business of transporting bread- | stuff to the different ports of Europe. This business will | last so long as there is a demand for our staples on the other side, a3 we have supplies enough to keep this fect of vessels busy until next year at this time. ple Domestic exchanges remain rather quiet, and our quo- | tations without any material alteration. They are, how. ‘ever, merely nominal. There is considerable uncurrent money offering in the street for redemption. Mr. Davis’s resolution has opened the way fora number of attacks on the administration, and no one knows where this will end—the party evi- denuy wants drilling. The Hotspurs are going in direct opposition to the policy of their leader Mr . Webster ; who, although he denounces the war | as unjust in its inception, nevertheless advises | that it be now prosecuted with vigor. The as- saultson the war,now made in Congress, will damage the whig party with the people, who are | nationally imbued with a martial spirit, and | strongly in favor of the present war, as they were in favor of the last. The whigs are throwing away a glorious chance of re-establishing themselves in power. At the commencement of the war, mindful of the fate o f those who opposed the war of 1812, they seemed. determined to equal if not surpass their oppo- nents in zeal and enthusiasm. Mr. Webster veteris memor belli, and grown wise by e: ‘ience, re- ilent. The whig press, with one single exception, sustained the war, and for some time everything went on well. But the spirit of opposition overcame their prudence, and soon the whig press teemed with denunciations of the war as unjust, wicked, and unholy. Under the coercion of the préss the ‘whig Congressmen are now beginning to denounce the | usurpation of the United States in this war, and to reprehend the entire policy of the administra- tion. Now, nothing could more effectually conduce to the ruin of the whigs than this course. As I | have said in one of my former letters, there are grounds for believing that the Mexicans are at present inclined to peace. Congress meets this | month, and there may be a successful effort made to terminate the war. In this event, an honora- | ble peace must be a triumph for the administra- tion, and will, to use a_well worn metaphor, take | the wind out Of the sails of the opposition. But even should the Mexicans still hold out, the war must be terminated before twelve months. It cannot last longer; and then the volunteers co- ming home, will spread through the country. They will recount, wall their cunkers; “fight the battles over again,” and ereate such enthusiasm | throughout the country, that the anti-war party will not venture to raise their heads. The demo- crats will consequently retain the power that they have possessed, with little intermission, since the last war. The exhibition of this party spirit is still more | more imprudent at thisjuncture, for another rea- son. It will tend to unite scattered fragments of | the democrats, who always rally for mutual de- | fence, when attacked. The more violent the de- nunciations of the war by the whigs, the more | firmly will. the democrats rally roun: the adminis- ckets | tration. The external pressure will prove a strong cohesive. There never has been a better opportunity for the achievement of a restoration to power by any party, than the whigs had six months ago, 50, ue now they ro ina ir way Lert this gran ortunity through sheer stupidit i The tariff bill was unpopular—the sub-treasury cay ° | was unpopular—the veto of the river and harbor No | bill was unpopular—almost every act the ad- ministration was unpopular, except the war and still, losing sight of the many advantexes® they possessed, they abandoned their first resolu- | tion of sustaining the war, and in the end the: will find themselves beaten even on the tari Spring | question, ;the most unpopalar of the acts of the iat Hi t Gierinecadon. We all know how small a share the tariff | question had in the defeat of the democratic par. | ty in the New York election, so that in the end | the whigs will find themselves deprived of even, | this last stay. Before the appearance of the President’s mes- salons” a8 | sage, strong hopes were entertained by the Penn- vania democrats that some modification would be made in favor of their State. Indeed, there was an understanding to that effect at the close ster make an onslaught on the tariff, a modifica- tionmay be proposed in favor of Pennsylvan interests, But it will scarcely prevail. The fail-» ure of any modification of the tariff this session, will exercise a most important influence on the fate of the next Presidential haga andin a | way that is not generally suspected. here will be very little business transacted in either house of Congress until after the holidays. The Linger transacts business so much more ex- | pediti ously than the House, that they never care | to hurry themselves. Hence they seldom sit om he two last days of the week, except towards thi | close of the session. On Monday next there will be an election ot | committees in the Senate. It is not known as yet | who will be elected chairman of the Committee on Foreign Affairs. There are four named— | Gen. Cass, Mr. Allen, Mr. Benton, and Mr, Se- | vier. Gen. Houston has also been talked of. I | donot think Mr. Benton will accept, as he has | long had the direction of the Committee on Mili- tary Affairs, with the business of which he is well acquainted, and he will, therefore, scarcely be | wilting to undertake @ new trust. AL VIENSIS. Wasninaron, Dec. 11, 1846. A polite and handsome young gentleman informs us, that at the Senatorial democratic caucus today, Cass ‘was nominated unanimously for the chair of Foreign Re- lations, but declined; next Allen was started but didn’t | come up to the vote of Cass, and he too resigned, as he would haye done any how. The vote was, perhaps, more from courtesy than from apy idea ‘bat Allen would accept the post again. A compromise was effected upon | Sevier, and on Monday next the election of caucus will be ratified by the Caucasians in open Senate.
