‘Wednesday, Oct. 7-6 P. M. The stock market continues very dull and heavy, and prices very much depressed. Some of the fancies‘im- proved a fraction to.day, and some fell off Harlem wen, up ds per cent; Norwich and Worcester, ; Canton, 4; Long Island {oll off 4, and Reading Railroad and Pennsylvania 5's closed at yesterday’s prices. We see no probability of any immediate improvement in the stock market, but on the contrary there are many things : the prospective likely to depress prices to a still lower vel ‘The receivers of the Farmers’ and Mechanics’ Bank of New Brunswick, N.J., we hear, will pay a dividend of 90 cents on the dollar upon the certificates issued by them. The following banks in Portland, Maine, have de. clared semfannual dividends :—Merchants’, 4 per cent ; Manufecturers’ and Traders, 4; Cumberland, 334; Casco, 8; Canal, 2. The several banks in Salem, Mass, have declared a semi-annual dividend of 3 per cent, excepting the Salem Bank, which is 2 per cent. Village Bank, Danvers, 2 percent. Total amount of dividends in Salem, $50,029. Last April, $51,020 Decrease $1,000. The Bunker Hill Bank of Charlestown, Mass., has de- clared a somi-annual dividend of four per cent. There has not as yet been a very active demand for foreign exchange. The supply in the market is large, and we have no doubt drawers will be satisfied with Jower rates than those ruling by the last packet. We now quote bills on London, 8'; a 9 per cent premium On Paris, 5f 30.0 6f. 28% ; Amsterdam, 39 a 39; Ham- burburg, 35 a 853 ; Bremen, 78 a 78%. _ The Taunton Bank of Massachusetts, has declared a dividend of four per cent, for the last six months. The receipts of cotton at Boston, for the year ending October Ist, 1846, exceed those for any previous year by nearly ten thousand bales. Sometime previous to the adjournment of the last ses sion of Congress, a bill authorizing an issue of Treasury notes to the amount of ten millionsof dollars, ata rate of mterest not over five per cent, passed both hous, and became law. One of the provisions of this bili, gave the Executive the privilege of issuing Treasury notes for the full amount, or for a part, and making a di rect government loan for the balance, at five ,per cent interest per annum, or less. About two millions of the ten authorized, have been issued at a nomin:I rate of in- terest, and the depreciation which they have experienced in this and other markets, will probably deter the Secre- tary of the Tressury from putting out many more, with- out raising the rate of interest. The opposition press of this and other cities have, for some days past, been letiing off afew gunsat the government, in consequence of the derangement of the public finances, and the at- tempt reported to have been made by the Secretary of the Treasury, to raise a loan in Wall street for five mil- lions of dollars. There are about eight'millions still left for the govern, ment te raise, under the Treasury note act, and the Secre- tary can raise money much bettor than by coming into ‘Wall street and putting himself in the hands of the Shy- locks of that place. His appearance in the street would be asignal for the banks to increase their demands, and every obstacle would be placed in his way. By raising the rate of interest on the Treasury notes, or by issuing them bearing an interest of five per cent per an- num, the government can raise any amount of money. ‘They would at once be absorbed by those having small amounts of money on hand, which they are anxious to safely and permanently invest, and a permanent loan could be raised in thie way, independent of all the banks increation. These notes, issued in this way, would not be seen sgain for years, and the government would have the use of the funds for any length of time, at « low rate of interest. The Secretary of the Treasury has authority to do this, and it is our opinion that he will ultimately adopt this system, in preference to all others. Had \ir, Walker required of the Wall street banks a Joan for five or ten millions of dollars, before the depo. sites had been much reducgd, there would have been no difficulty in making i; and some of the financiers of ‘Wall street, connected with some of the banks of that vicinity, at that time wlvised the Secretary to raise a direct loan, rather than resort to the issue of treasury notes ; but the advice of these individuals was not taken, and now they are evidently striving to bring about the results they predicted would be experienced, if the course they recommended was not adopted.
