Havana, and communicated the facts to Santa Anna, who caused a publication to be;made in a paper printed in Vera Cruz, which, in due time, produced a revolution of public feeling in his behalf, and resulted in his departure for that city. . Meanwhile, our government, having become positively convinced that advantages would agcrue to this country by the restoration of Santa Anna, took immediate measures to produse a favorable impression to that effect among the representatives of other nations in the city of Mexico, and sent a special messenger with des- patches to Commodore Connor. He was, how- ever, detained, in consequence of the vessel on which he had taken passage not having pro- ceeded directly, but ordered back by Captain ¥atio, who had command of it, in appreheasion ofagale of wind. The messenger was landed, to make the best progress he could; and h a thereby prevented froin delivering the important despatches, whieh, if they had reached Commo- dore Connor at the time intended, would doubtedly, befere this, have fasilitated and con- solidated Santa Aune’s power un- Asa proof how mueh our Government was ex- asperated atthe delay, Capt. Fatio, who com- manded the revenue cutter, was, it is said, im- mediately dismissed from the service, and another messenger despatched through a different chan- nel. So mueh for the veracity of the official organ! During the sojourn, in Washington, of the gen- Heman first alluded to, it is well known he was in constant intereourse with Santa Anna, and that every letier written by Santa Anna to him was submitted to the President and members of the Cabinet, and their policy was dictated according to the tenor of these letters. The foregoing is stated in the confident belief that a mere denial will not serve to discredit it. In this connection, it may be well to remark, | that when the intelligence reached this city that Santa Anna was ou the eve of departure from Mavaena, the Union—not Mr. Ritchie—suid, enoud the event ‘lead toa change of govern- ment, which is not improbable, the party coming into power will likely offer proposals of peace, as | we [the Gevernment] learn trom a source de- serving of credit that such is the desire of many | ef the most influential men in Mexico.” Those who effected the revolution in favor of Santa Anna were the * most influential.” ‘To this there ean be no dissent. By the accounts received yesterday afternoon from the South, Santa Anna arrived off Vera Cruz onthe 16th ultimo, and the commander of the St. Mary’s, previously instructed by the Commo- dore, permitted him to pass, | This was carrying out a part of the understand- ang between Santa Anna and our Government. And it must not be forgotten that before Santa Yaone JefdVera Cruztor the eity of Mexico, “be vent a polite invitation to our commodore to meet him on board the English frigate Endymion,” and “one of the English frigates’ boats eame down in a violent rain squall with a communica- tion for the commodore.
