Early in August the new tariff bill passed both houses of Con- gress, and it was anticipated that a very great exporta- tion of foreign merebandise would immediately be made, for the benefit of drawback and for re-importation after the Ist of December, under the new tariff. The con- struction put upon the law regulating this point or feature in our foreign trade, has put a veto upon any attempt to defraud the revenue in this way. The importing classes complain very much about this treasury order, and argue that the custom of the past forty years, is sufficient evi- dence that such exportations and re-importations, were legal and authorized-by the lawsof the land. It does not follow that because certain laws have been for forty years improperly construed, that should continue to carry out the old construction. It is our opinien that the Secretary of the Treasury is perfectly correct in the constructions be puts upon these acts; and the enforce. ment of the order he has recently issued, will preserve a large amount of revenue. In my last letter 1 remarked that the Union of last night would proctaim the fact of Mr. Ban- croit’s appointment as minister to England. {tis even so. ‘Iwo or three weeks since I positively stated, from what I knew to be true, that Mr. Mason would become the Secretary of the Navy. Saortly afterwards, Mr. Ritchie published three or four lines in his paper, saying, in substance— “It is rumored there are to be changes in the ca- binet. We have understood nothing about them.’” On this equivocation, the announcement made in the Herald was contradicted, and many laughed atit, as belonging to the library of fiction. They will now admit that your correspondent knew more, in this parti cular, than the official editor.
